    Cablevision and Fox had an agreement for Cablevision to carry WNYW, WWOR, and WTXF that expired at 11:59 pm EDT on October 15, 2010. They have been negotiating to renew that agreement, but failed to reach a new agreement before the deadline. As a result, Cablevision stopped carrying WNYW, WWOR, and WTXF. This dispute affects only Cablevision subscribers who wish to view programming on WNYW, WWOR, and WTXF. It does not affect Cablevision’s other programming, except as otherwise described below. If Cablevision and Fox reach a new agreement in the future, the affected programming may be restored to Cablevision’s system. Background Cable and satellite operators carry local television broadcast stations based on contracts with the stations. When these contracts end, the parties extend or renew the contract. In almost all cases, agreement is reached and the station is carried without interruption. On some occasions, the operator and the station fail to reach an agreement, and the cable or satellite operator must drop the station until an agreement is reached. These are private agreements, though federal law requires the parties to negotiate with each other in good faith. What can I do while WNYW, WWOR, and WTXF are not available on Cablevision systems? If you wish to view WNYW, WWOR, or WTXF, you may be able to use one of the following options to continue viewing the station: 1. Subscribe to another pay service that is carrying the station. In the affected areas, other available pay services include: AT&T, DIRECTV, DISH Network, RCN (limited areas of Brooklyn), and Verizon FIOS.

Introduction and Summary Consumers today enjoy a wealth of choices in the multichannel video programming distribution marketplace. This vibrantly competitive environment represents a dramatic departure from decades past, when claims as to the existence of bottlenecks were used to justify intrusive government intervention. One rising, and perhaps unexpected and largely unreported, source of multichannel competition is over-the-air broadcasting. Of course, dramatic changes in the media marketplace have been occurring for many years – and yet, due to its size, procedures, and inherent inertia, the "Communications Regulatory Complex" simply is unable to keep pace, especially in the face of considerable reflexive opposition by those who oppose any deregulatory changes. But with regard to broadcasting, cable, direct broadcast satellite (DBS), telco TV, and other media outlets, continued imposition of legacy regulatory restrictions of various types are in increasing tension with their First Amendment rights. Over the last ten years, the number of U.S. households that utilize an antenna to view their local television stations has increased by over a third, from nearly 11.8 million to 16 million. One explanation for that is the improved picture and audio quality that digital television (DTV) The Free State Foundation P.O.     FCC Form 2100 DTV Allocation Considerations June, 2017 Post-Transition DTV Considerations A study was performed using the FCC’s software program, tv_study, v.2.2.2, to determine if the facility proposed herein is predicted to cause new prohibited interference to post reassignment DTV station, construction permits, DTV allotments, or Class A DTV stations. As demonstrated in the attached study results, the instant proposal is predicted to cause no new interference exceeding 0.5% to the populations served by any post reassignment DTV station, construction permit, allotment, or Class A DTV stations. In addition, the attached study also demonstrates that the predicted service area resulting from the technical facility proposed herein is within the baseline service area plus 1% and the proposed service area population is more than 95.0% of the baseline service area population. Accordingly, the instant proposal satisfies all applicable DTV coverage and DTV interference criteria. International DTV Considerations As shown in the attached study, the transmitter site specified herein is within 320 kilometers of the common border between the United States of America and Canada.
