2.0 Introduction of the Project/ Background Information 2.1 Identification of Project and Project Proponent

The present project area is found deposits of Road Metal and Building Stone Quarry in Sy.No.77 at Krishnapuram Village, Padmanabham Mandal, Visakhapatnam District, Andhra Pradesh.

2.2 Brief description of nature of the project

The Mining Applied area of 0.50 Ha. It is located Govt.land Sy.No. 77, Krishnapuram Village, Padmanabham Mandal, Visakhapatnam District, Andhra Pradesh. Open cast method using with small machinery Mining is followed and it has been proposed to produce Road Metal and Building Stone 15,000 M3 of Per Annum.

Smt. Rajasagi Anuradha, is the Lessee of the Mine area. She is a business women dealing in various activities at Visakhapatnam District, Andhra Pradesh. ADM&G, Visakhapatnam has recommended for grant of Applied area over an extent of 0.50 Ha. Sy. No. 77 and requested the application to submit the approved Mining Plan and EC & Pollution for the Applied area.

The Mining plan approved from DDM&G, Visakhapatnam an Letter No: 2797/MP-VSP/2017, Dated: 05- 03-2018.. The Mining Applied area is below 5 Ha. which is considered as "B2" category as per DEIAA notification , hence it is comes under jurisdiction of District level Environment impact Assessment Authority (DEIAA) Visakhapatnam District for obtaining the Environment Clearance.

2.3 Need for the project and its importance to the country and or region The demand for Road Metal and Building Stone good growth in Andhra Pradesh and the adjoining. Hence Road Metal and Building Stone Production is rapidly increasing in Andhra Pradesh and surrounding areas. Based on the demand of Mineral, the Lessee intends to produces the required Quantity of Mineral for various markets for civil construction works filling leveling purpose.

As Per DEIAA notification 2006 the project falls under Category – "B2" the proponent is Submitting the proposal to get clearance for production capacity of Road Metal and Building Stone 2,00,000 M3 from DEAC & DEIAA, Visakhapatnam District for the purpose of grant of Environment Clearance of the Applied area.

2.4 Demand – Supply The demands and supply for the Road Metal & Building Stone is growing which makes a lot of scope for Revenue generation especially in civil works.

2.6 Domestic / Export markets. Road Metal & Building Stone is a minor, it is major contributor in domestic market for civil works.

3.5 Topography

The Applied area is located on a hill raised with an elevation 70 m above western and Southern Flank area base level as 35 m and little higher ,maximum 75 M above the Ground level with in the Applied area Sy NO: 77 Total area 0.50 Ha. working in this Quarries along the present Quarry, to North East to Eastern Side, at present the working was undertaking below surface, with Topo relief in SW and West direction 40 M . The lowest contour is 35 m but BGL as consider as 35 m (GL) and Highest contour is 75 M in Topo Plan for the Quarry 70 m but the hill elevated maximum up to 80 M on South Western& southern of the Quarry area all surrounded area already mined by earlier Quarries. Sloping towards South and West is Gentle but Eastern Side Slope is high. The hill tilted towards SE direction . A road running from Padmanabham to on adjacent east side of Quarry.

3.6 Regional Geology The Khondalite is observed throughout the Hillock intermixed with Road Metal . The Road Metal cover was formed due to prolonged weathering of underlying country rock i.e Khondalite under humid tropical weathering conditions, and the Road Metal deposited at foot hills, which was transported from the top of hill slope. The major litho units are Khondalites, Garneti – ferrous Quartzite of Eastern Ghat super group. These rocks were subjected to prolonged weathering under humid tropical conditions, which leads to formation of thick cover of Road Metal intermixed with Khondalite. The available Road Metal is useful for civil construction works and filling / leveling purpose and Khondalite are useful for revetment and Building Stone purpose.

The mineable Reserves under proposed Road Metal and Building Stone Mine Applied area is recoverable 100% 2,00,000 M3 .

This Mine when commences it is planned about nearly Road Metal and Building Stone 2,00,000 M3 At this rate of Production the Proved reserves of Road Metal and Building Stone 15,000 M3 Per annum, shall provide a 10 years period approximately.

Life of the Mine: 10 Years

3.8 Project description with process details The Road Metal and Building Stone Quarry Applied area is exposed on the surface. Hence, it is proposed to Mine the by open cast using mechanized methods, by developing the 1 benches 3m height. The development of benches will be maintained @ 400 -600 safety slopes as per the safety requirement. The Road Metal & Building Stone excavation is using small machinery of JCB, Proclains, Small Trucks / Tractors for Transportation.

6.0 Assessment of Infrastructure Demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the villages was assessed on the basis of need and priority. The assessment will be made in the socio economic survey & will be submitted at the time of final presentation regarding EC. 6.1 Amenities / Facilities

7.2 Anticipated impacts & Mitigation Measures due to proposed project

The environmental management plan is prepared with a view to facilities effective Environmental Management of the project in general and implementation of the mitigation measures in particular The EMP provides a delivery mechanism to address potential adverse impacts and to introduce standards of good practice to be adopted for all project works. The anticipated impacts due to Mining and allied activates are air, noise land, water and socio – economic along with the mitigations to the extent possible are described in the following paragraphs.

7.3 Sources of Pollution and Control measures

The major sources for pollution are air and noise due to proposed Mine from loading operation and transportation of material to the places. However, as the Quarrying area is very limited hence dust generated is very little though the applicant is taking all the precautionary steps for protecting the air pollution by greater extent of water sprinkling system out the Mine Applied area.

7.4 Air Pollution and its Mitigation Anticipated Sources of Air Pollution

7.5 Noise Pollution and its mitigation

Sources of Noise The Road Metal & Building Stone rock breaking, haulage may be generating noise, however, the probable noise level will be within permissible limits. The noise produced due to the machinery operations and transport vehicles. However, all the vehicles are regularly repaired and checking the maintenance.

 The protective noise reducing gear like earmuffs, the company will provide earplugs. All the machines are used acoustic enclosures to avoid the noise.  Mining operations will be carried out during day time only and avoid inconvenience to the nearby habitations.  The noise propagation values found to be less than the prescribed noise limits  Ear plugs will be provided to the noise prone areas  Vehicular maintenance will ensure less noise.

7.6 Water Quality

The Mine Applied area is elevated Hillock type deposition. It usable Road Metal and Building Stone Quarry operations extent below Ground level maximum. There is a possibility of accumulation of rain water in the Mine pits during Monsoon. The Mining operations during monsoon. Whatever were accumulated in the Mine during monsoon will be seeps the below Ground level. Therefore, there is no Ground water contamination.

7.7 Occupational Safety and Health

 Safety precautions as per Metalliferrous Mines regulations and Mine Rules and Act shall be taken.  Minimum distance of 7.5 M will be left all along the Mine Applied boundary. The Mined out area will be kept out of bounds for public by providing fencing.  Occupational Safety and Health to Control Exposure to Noise o Reducing the exposure time of workers to the higher noise levels o Smooth blasting techniques, special explosive and silent non – explosive demolishing agent will be used. 7.8 House keeping

Proper housekeeping and cleanliness will be maintained in the infrastructure facilities. Wet mopping will be adopted to conserve water. Sign boards will be provided in the work areas and the Road and building highlighting the safety and occupational aspects.

7.9 Transport Systems

The finished product is transported by Road using trucks. The applicant will deploy proclaims and tippers to transport the Road Metal Mineral, unfinished (waste) material to the destination area. The materials while transporting do not pose any hazard Sufficient parking facilities will be provided for vehicles loading and unloading of material. Safety sign will be displayed inside and outside the Mine to avoid Road accidents. 8.0 Afforestation Programme and Flora – Fauna Flora and Fauna

 Due to water stress conditions and Edaphic factor the biomass cover is less. Tree coverage is less and mostly herbs and shrubs are dominating.  The vegetation is very scarce. No plant species is found that is ecologically Important (Rare, endangered threatened etc.) Restricted to the area.  The loss of biomass cab be compensated by providing ideal conditions (proper supervision, water, fertilizer etc.) for the proposed green belt.  Other than domestic animals no ecologically important animals are reported in this area 8.1 Proposed Afforestation

The Soil scraped from the surface will be stored temporarily along the edges of the Mine till the complete extraction. This ensures proper preservation and utilization of the soil. 8.2 Proposal for reclamation of land affected by Mining

The proposed Mining will result in reducing the Height of the area and exposing the parent Rock. To the Ground level, the applicant can reutilize for Agriculture purpose after completion of the Quarrying. 8.3 Environmental Greening Program

Environmental greening program is an important component of the Environment Management Plan and is an imperative requirement for any major industrial activity, as per the guidelines issued by the Ministry of Environment and Forest, Govt. of Indian Conceptualization, design and implementation of the proposed activity and the site conditions area presented. Each year some of the part of the barrier zone will be subjected to Afforestation and care will be taken to protect the saplings. Fruit growing trees are proposed to be planted. 8.4 Plantation Programme

The Quarry Applied area is not suitable for plantation as entire area is Hillock area. There are absolutely chances of any tree can growing in the Quarry area. However it is proposed to plant a few trees in the same place or nearby village. The details of proposed plantation. Viz, Neem,Sarugudu,Mango etc which is envisaged of good survival rate.

8.5 Socio – economic Environment

 For the functioning of the Mine approx. 12 manpower will be utilized and it will not have any significant impact on economy of the local people  It will have indirect benefit to the people of Andhra Pradesh in the form of collection of tax.  Land allocated for Road will be laid with avenue plantation along with lights which will be useful for the local people  No impact due to influx of population / labour because the Mine is very small 8.6 Disaster Planning

The Mining operation shall be carried out under the management control and direction of a qualified Mines manager holding a second class managers certificate of competency to manage a Metalliferrous Mine granted by Director General of Mines safety (DGMS). DGMS have been issuing a number of standing orders and circulars to be followed by the Mine management in case of disaster, if any. Moreover Mining staff would be sent to refresher courses from time to keep them abreast of the Regulations. However following Natural / Industrial Hazards may occur during normal operation.

In order to take care of above Hazards / Disasters, the following control shall be adopted.

 All safety precautions and provisions of Metalliferrous Mine regulation 1961 are strictly followed during all Mining operations  Checking and regular maintenance of garland drains and earthen bunds to avoid any inflow of surface water into Mining area  Entry of Unauthorized persons shall be prohibited  Fire fighting and first aid provisions in the Mines office and Mining Area.  Provision of all the safety appliances such as safety boots, helmets, goggles etc. Would be made available to the employees and regular check to ensure the use  Training and refreshed courses for all employees working in the hazards premises  Working of Mine as per approved plan, related amendments and other regulatory Provisions  Cleaning of Mine faces shall be done regularly.  Provision of magazine at safe place with fencing and necessary security arrangement  Suppression of dust on the haulage Roads by providing water sprinkling.

8.7 Environment Management Cell

A cell for Environmental Management within Mine Applied area at the project level, will take the overall responsibility for co-ordination of the actions required for Environment Management and Mitigation, and for monitoring the progress of the proposed management plans and actions to be taken for the project. The cell will be under the overall supervision of the Mine Manager, and responsible for monitoring of the implementation of the various actions which are to be executed by the agencies specified in the EMP. The cell will be headed by Mine manager and the other members of the cell that will include a Horticulturist and 1 no. of supervisor.

The EMC will prepare a formal report on environmental management and mitigation for the Environmental Engineer at the Mine, at six – monthly intervals. Reports on any urgent or significant issues may be prepared at shorter intervals. Apart from responsibilities listed above, the EMC will be the have the responsibility of the following

 Collection of water and air samples within and outside the work zone  Analyzing the water and air samples  Implementation of the control and protective measures  Land reclamation and vegetation  Co-ordination of the Environment related activities  Collection of the statistics of health of workers  Green belt development  Awareness and implement safety Programmes  Monitor the progress of implementation of EMP 8.8 Post Project Monitoring

The survey of air pollution comprises of the following monitoring aspects.

a. Ambient air Quality Monitoring b. Noise Level Monitoring

Ambient air Quality and noise level Monitoring will be carried out at minimum three stations, one station within Mine site and two stations nearby residential areas outside the Mine .Parameters like suspended particulate matter, Sulphur dioxide, oxides of Nitrogen, Carbon monoxide and Lead will be monitored. The frequency of monitoring is preferably once in three months on 24 hour basis. The samples will be collected in accordance with the procedures given by CPCB.

8.9 Other Management Aspects

Records will be maintained for the analysis of ambient air Quality and noise levels. These records are not only required for the perusal of the pollution control Board authorities. The management will maintain the records as per the Hazardous waste regulations and EPA Regulations and for the annual consents for air and water, and renewal of authorization for the storage of Hazardous waste as per the Hazardous waste (Handling & Management ) Rules,1989 .The records of Hazardous waste manifest will be maintained. The format of the same is enclosed in appendix.

The Mine shall obtain the consent for operation (CFO) as required under section 25/26 of the water act, 1974 and under section 21/22 of Air Act, 1981 before trail production and commission from the state pollution control Board .The CFO will be renewed each year by the management. The Mine will submit Environmental statement every year before September 30. The management ensure that it will comply with all the direction and regulations issued by the Ministry of Environment Forests and Climate, New Delhi and Central Pollution Control Boards.

The Consent for Establishment, consent for operation will be displayed in a conspicuous Location for the information of the inspecting authorities of different departments. 9.0 Cost proposed for Environment Management Plan
