The President took the Chair and read the prayers. 2 MESSAGE FROM THE LEGISLATIVE ASSEMBLY—HEALTH LEGISLATION AMENDMENT BILL 2013 The President reported the following message from the Legislative Assembly: Mr PRESIDENT The Legislative Assembly having this day passed a Bill with the long title “An Act to make miscellaneous amendments to various Acts that relate to health and associated matters” presents the bill to the Legislative Council for its concurrence. Legislative Assembly SHELLEY HANCOCK 30 April 2013 Speaker Bill, on motion of Mr Gallacher, read a first time and ordered to be printed. Mr Gallacher moved, according to contingent notice: That standing orders be suspended to allow the passing of the bill through all its remaining stages during the present or any one sitting of the House. Question put and passed. Ordered: That the second reading of the bill stand an order of the day for a later hour of the sitting. 3 FATHER SUPERIOR ANTOINE TARABAY OLM (Formal Business) Mr Ajaka moved, according to notice: 1. That this House notes the appointment by the Holy Father, Pope Francis, of Father Superior Antoine Tarabay O.L.M. (Lebanese Maronite Order) as Bishop of the Diocese of St Maroun (Maronites) in Australia. 2. That this House notes that: (a) Father Superior Tarabay was born in Northern Lebanon in 1967 and was ordained a priest in 1993, (b) Father Superior Tarabay graduated with a major in Theology at Holy Spirit University in Kaslik, Lebanon in 1993, and continued his studies in Rome in Moral Theology, in which he would later be awarded a Doctorate from the Alfonsiana Academy of the Lateran University, (c) Father Superior Tarabay completed his Licentiate in 1996, and was awarded a Masters in Bioethics in 1998 in Rome, and a Diploma in Human Rights Studies in 1999 at the Institute of Human Rights in the Catholic University of Lyon, France, (d) Father Superior Tarabay was first appointed as Principal of St Charbel’s College in Punchbowl, New South Wales in 2002, serving in the position until he returned to Lebanon in 2005 to take the post of Director of Student Affairs at Holy Spirit University, and (e) Father Superior Tarabay returned to St Charbel’s in 2007, where he currently serves as Rector, incorporating the roles of Parish Priest, Principal of the College and Superior of the Monastery. 1633 Legislative Council Minutes No. 139—Wednesday 1 May 2013 3. That this House acknowledges that: (a) the President of the Australian Catholic Bishops Conference has welcomed the appointment of Father Superior Tarabay as Bishop of the Diocese of St Maroun (Maronites) in Australia, (b) the Australian Lebanese Maronite Community has welcomed the appointment of Father Superior Tarabay as Bishop of the Diocese of St Maroun (Maronites) in Australia, and (c) Father Superior Tarabay possesses immense expertise in Moral Theology, Bioethics and business studies as well as ample pastoral experience and monastic leadership. 4. That this House acknowledges Father Superior Tarabay’s great level of service and dedication to the Maronite Catholic and greater community of New South Wales. Question put and passed. 4 ASSYRIAN, ARMENIAN AND GREEK GENOCIDES (Formal Business) Revd Mr Nile moved, according to notice: 1. That this House notes that: (a) on 5 May 1998, the Legislative Council passed a motion recognising and condemning the Genocide of the Armenians, and (b) Assyrians and Greeks were subjected to qualitatively similar genocides by the then Ottoman Government between 1914 and 1923. 2. That this House: (a) joins the Assyrian, Armenian and Greek communities of New South Wales in honouring the memory of the innocent men, women and children who fell victim to the first modern genocides, (b) condemns the genocides of the Assyrians, Armenians and Greeks, and all other acts of genocide as the ultimate act of intolerance, (c) recognises the importance of remembering and learning from such dark chapters in human history to ensure that such crimes against humanity are not allowed to be repeated, (d) condemns and prevents all attempts to use the passage of time to deny or distort the historical truth of the genocides of the Assyrians, Armenians and Greeks, and other acts of genocide, (e) recalls the testimonies of ANZAC prisoners-of-war and other servicemen who were witness to the genocides of the Assyrians, Armenians and Greeks, (f) recalls the testimonies of ANZAC servicemen who rescued Assyrians, Armenians and Greeks genocide survivors, (g) acknowledges the significant humanitarian relief contribution made by the people of New South Wales to the victims and survivors of the Assyrians, Armenians and Greeks, and (h) calls on the Commonwealth Government to condemn the genocides of the Assyrians, Armenians and Greeks. That this House notes that, on 1 March 2013, Vietnam Sydney Radio marked the twelfth anniversary of its launching at a celebration held at Canley Heights, which was attended by several hundred members of the Vietnamese-Australian community, as well as guests from the wider community. 2. The aim of the campaign is to honour Chrissy Amphlett’s memory following her tragic death from breast cancer in 2013, and to transform the song into an anthem for breast cancer awareness. THE COMPLAINT A sample of comments which the complainant/s made regarding this advertisement included the following: I find it offensive. THE ADVERTISER’S RESPONSE Comments which the advertiser made in response to the complainant/s regarding this advertisement include the following: We acknowledge receipt of your letter enclosing a copy of the complaint received by the Advertising Standards Bureau in relation to the #itouchmyself breast cancer awareness campaign (complaint reference number 0195/14). We are deeply disappointed that this campaign has caused offence to a member of the community. In our view, however, the content of the campaign is clearly in line with prevailing community standards, and moreover, it carries an important public health awareness message that may ultimately save lives. It is in this context that we provide the following responses to the ASB’s queries. Comprehensive comments in relation to the complaint (taking into account the need to address all aspects of the advertising codes) Background As noted above, the #itouchmyself campaign carries a serious and important public health message about breast cancer awareness.

    1 Of Witches and Monsters, the Filth and the Fury: Two Australian Women’s Post-Punk Autobiographies MARGARET HENDERSON University of Queensland The last few years have seen an upsurge in punk and post-punk memoirs and autobiographies by musicians, in Australia and internationally, both women and men (Mark E. Smith, Morrissey, Viv Albertine, Tex Perkins, Kim Gordon, Steve Kilbey, to name just a few). Memoir and autobiography are thus contributing to the heightened visibility of the 1970s cultural movement of punk and its immediate aftermath, which has been a particular focus of academic study and of the broader processes of social memory, as in film, popular histories, documentaries, and oral histories. Such a retrospective turn is somewhat ironic considering punk’s resolute anti-nostalgia and creed of no future, but also testament to punk’s enduring influence as a repository of cultural and political hope, and the aging of a cohort. We are, then, in a time where the historical record of punk and post-punk is taking shape. Most academic studies to date of punk and post-punk have been sociological (Hebdige), aesthetic (Ensminger), ethnographic (Hannerz), musicological (Dale), historical (Savage), or cultural studies-oriented accounts (Marcus), and importantly, there have been interventions made by feminist scholars that examine women’s and girls’ participation (Reddington, Leblanc, and Leonard, most notably). Being a music-centred culture, punk and post-punk’s literary dimension is, understandably, a minor but productive focus,1 and these studies capture the visual, the aural, the abrasive anti-establishment ethos of punk. Yet, with the recent emergence of memoir and autobiography, the culture is retrospectively gaining a literary identity, one that, by virtue of the significant (though small) presence of women authors, is also a gendered identity.

The National Festival of Ukrainian Australians will be a two-day showcase of cultural performances, food and drink, sporting competition, culinary events, historical exhibitions, community workshops, and social gatherings between old and new friends. “At our National Festival in Sydney in June, Ukrainian Australians will both celebrate our rich heritage and show our gratitude for the many opportunities that Australia has given Ukrainians since we arrived in substantial numbers in 1948,” stated Mr Stefan Romaniw, President of the Australian Federation of Ukrainian Organisations (AFUO) and former Victorian Multicultural Commissioner. “That’s why we are inviting our Australian friends of all cultural, language and faith backgrounds to join us. It’s the sharing of our respective cultures that makes us all stronger and unified as Australians,” Mr Romaniw said. “The National Festival is a chance to experience everything from our unique Ukrainian food, such as ‘varenyky’ dumplings, to our world-famous Kozak dancing, as well some fair dinkum Ukrainian hospitality. “Ukrainians were formally among the first post-war migrants who with patience and perseverance helped build our successful, culturally diverse society at the end of the White Australia Policy. The Festival is also a chance for our community to mark the courage and commitment of our ‘founding fathers and mothers’ who left tyranny in Europe to build vibrant, self-sufficient lives from humble beginnings here, including via migrant reception centres and hostels,” Mr Romaniw said.
