    MAYFAIR NEIGHBOURHOOD PLAN 2018—2038 2 Foreword The Mayfair Neighbourhood Plan 2018 to 2038 is now complete; built on the ideas and comments received through many consultation events over the past years, we hope it reflects the collective desires and aspirations of those who live in, work in and visit Mayfair. The Plan provides an extraordinary opportunity to help shape the future development of Mayfair; it will influence the planning decisions that will be made in the years to come and through that, how the buildings around us, our streetscapes and public spaces will look and work. During this time the impact of Crossrail opening will be felt, new retail formats will likely develop in response to the growth of on-line shopping, business space requirements will be different and the homes we live in will evolve and respond to advances in technology and increased lifespan, while the decline of fossil fuel driven vehicles will continue until they disappear. It is populated by the wealthy and occasionally, perhaps, the not-so-wealthy; however, it would appear that most night-time visitors are not spending with an eye to their budget, at least as indicated by their transport choices. There is a preference for transport by Black Cabs and private cars: not Night Buses, the Night Tube, or even minicabs. This is very non- typical of nightlife patron behaviour in London. There are few licensed premises marketed straightforwardly as bars or nightclubs, but many restaurants with high alcohol (wet-)sales themes and that offer disc jockey entertainment and spaces to dance.

A powerful political go-between and solicitor, the social position Burgess held was an unusual one. He moved discreetly amongst Regency London’s very highest echelons and worked closely with some of the country’s most influential individuals. Perhaps the most dramatic occurrence of his career took place in 1812, as he was awaiting the arrival of Prime Minister Spencer Perceval in the lobby of the House of Commons. At 5.15pm Perceval entered the lobby, but before Burgess could address him a man stepped forward, drew a pistol and shot the Prime Minister in the chest, killing him almost immediately. In the commotion that followed, Henry Burgess stepped forward to apprehend the perpetrator and would go on to give evidence in the subsequent trial. Henry Burgess did of course entertain many well-known guests at his 40 Curzon Street home. One of his closest allies was Richard Brinsley Sheridan (1751-1816) - playwright, poet, and owner of the London Theatre Royal on Drury Lane. By the 1840s the property had become home to George Thompson Gream. The son of a Sussex clergyman, Gream studied medicine and then embarked upon a highly successful career as an accoucheur.

There is one in the Diocese of London, another in the Diocese of Southwark and half-a-dozen in the rest of the country. Ministers of proprietary chapels were required to be ordained clergy of the Church of England. The motives for establishing a proprietary chapel varied from wanting to preach the Gospel to finding employment for a particular cleric and also to financial investment. Ethically some of these motives were suspect but no doubt the chapels met a need when the Church of England lacked accommod~tionfor the expanding population. During the eighteenth and nineteenth centuries there were more than 500 clergy who held appointments in these chapels in the Diocese of London. Mostly they were highly motivated and the few who were not, either moved to other appointments or had legal proceeding taken against them. The Book of Common Prayer (1662) was in use in these chapels so lessons were read from both Old and New Testaments. Sermons were sometimes preached with variation in quality but, as has been pointed out, Gill (1999: 261) claimed "that churchgoers are relatively, yet significantly, different from nonchurchgoers .
