Minutes of the 7th meeting of the Expert Advisory Group (EAG) held at Ahmedabad on 10th to 13th August, 2009 The 7th meeting of the Expert Advisory Group (EAG) of the Kalpasar Project was held under the chairmanship of Shri B. Patel, Secretary (Kalpasar) welcomed the members, invitees and officials on behalf of the Chairman, EAG. Thereafter, with the consent of the Chairman, the proceeding of the meeting was taken up as detailed below:- Item No. 1: Confirmation to the Minutes of the 6th EAG meeting held on 24th to 28th November 2008 at Ahmedabad The minutes of the 6th EAG meeting, which was already circulated to all EAG members was confirmed unanimously. Item No. 2: Action Taken on Minutes of the 6th EAG meeting held on 24th to 28th November 2008 at Ahmedabad. In the 6th EAG meeting, 24 items were discussed; on which further action from Kalpasar department require initiation. Kalpasar department has done very appreciable works in all the items, even though there are limitations of staff and other resources. The agenda item cover all the detailed follow up action which is also appreciated by EAG Item No. 3: Service of Consultants / Experts (Panel) EAG was apprised about the appointments of the National Level Consultants in accordance with Government of Gujarat’s G.R. dated 5.5.2006 for carrying out various studies for preparation of DPR/Bankable Report of the 4 project. The appointments of National Level Consultants were done after consultation with Chairman EAG and Financial Advisor of Finance Department. So far 60 Nos. of consultants have been appointed, out of which 12 consultants (as per the list placed) were appointed after 6th EAG. The consultancy work/reports prepared by various groups of consultants were appreciated by the EAG. Prof. Asit Biswas, member, EAG suggested to constitute a group of national level consultants for coordinating and integration of all reports, already prepared, as well as now to be prepared for feasibility study of the project. The Chairman, EAG opined that norms of present GR dated: 05.05.06 for appointing National Consultants are based heavily on bureaucratic status rather than the quality and relevance of expertise in the field of specialization, whether in or outside the governmental set up. As such, in this context, the said GR is required to be critically examined so as to bring about necessary changes / modifications with the sole purpose of recognition of both quality and adequacy of expertise in the field of specialization instead of “bureaucratic status / standing”. EAG agreed with this suggestion for which the department should now take follow up action. Item No. 4: Traffic intensity Survey The presentation of the revised RFP document alongwith the estimate, as prepared by well known national and international consultant Shri R. K. Mehta was made before 5 the EAG and, thereupon, the EAG accepted with appreciation for the recent progress as made under the guidance of Shri Mehta. The purpose of traffic intensity survey as suggested by Shri R. K. Mehta and GERI, Vadodara is to ascertain the present traffic and then forecast it for next 40-50 years, considering the diverted and generated traffic as a result of economic growth as would take place in the region. The traffic intensity survey will be one of the design inputs for deciding the top width of the Kalpasar dam as well as it will be useful for working out the PPP proposal for Kalpasar project. The objective, scope, methodology, analysis of traffic survey, period of survey, etc are being finalized by the GERI in consultation with the National Consultant Shri R. K. Mehta. After detailed discussion, the EAG agreed for the following: (a) The RFP documents prepared by GERI in consultation with the National Consultant Shri R. K. Mehta as a Draft Tender Paper (DTP). (b) GERI’s revised proposal amounting to Rs. 37.50 lacs against Rs.1.55 crore for traffic survey in peak season. (C) To permit GERI, Vadodara to invite tender for this consultancy work, instead of in-house study to be done by GERI. 6 Item No. 5 :Bathymetry / Geophysical and Geotechnical Surveys for Seabed Investigations for the Kalpasar Dam alignment (Alternative-V) area in the Gulf of Khambhat. 1.0 The work of closure corridor bathymetry survey was earlier carried out by the NIOT Chennai, who had also carried out the first Bathymetric reconnaissance survey between Hansot and Ghogha. However due to earlier policy of Ministry of Earth & Science (MoES), New Delhi, the work as entrusted to NIOT was not actually materialized. Therefore in 6th EAG Meeting, it was decided to go for competitive bids as an alternative for carrying out Bathymetry survey. 2.0 Accordingly, a group of experts headed by Vice- Admiral (Retd) Shri S. C. S. Bangara, prepared the RFP documents for (i) Bathymetric and Geophysical surveys for seabed investigations for Kalpasar Dam alignment in Gulf of Khambhat and (ii) Geotechnical Survey and Investigation for Kalpasar Dam alignment. Meanwhile, after persuasion with the Secretary (MoES) by Kalpasar Department, the NIOT has now agreed to take up the works for (i) Seabed Engineering investigations and model studies for Kalpasar Project. (ii) Intertidal and shallow water bathymetry (iii) Hydrodynamic and sediment model studies and related measurements for Kalpasar Project. 7 3.0 NIOT has, accordingly, submitted following proposals which were placed for consideration in 7th EAG meeting: (a) Geophysical survey for dam corridor area - Rs.1020 lacs (b) Intertidal and shallow water bathymetry - Rs. 1275 lacs (c) Hydrodynamic and sediment model studies and related measurements for Kalpasar project - Rs. 2203 lacs. Later on, this third proposal has been divided by the NIOT into two parts viz (i) bathymetry survey south of dam in Gulf : Rs. 996.03 lacs (ii) modelling & related measurements : Rs. 1207.39 lacs and this has been received by email & letter dated: 13.08.2009. Dr. Kathiroli, Director NIOT & Dr. Shivakholundu, Project Director, NIOT made the presentation of the above proposals. 4.0 During the discussion, it was observed that, (i) Government of Gujarat has recently approved the alignment- V of the proposed Kalpasar dam for the purpose of further investigations and studies as required to be made for finally deciding the dam alignment as well as the proposal for construction of Bhadbhut Barrage & Narmada Diversion Canal.
