  • South Tampa Neighborhoods
    SOUTH TAMPA: South Tampa is a 4 mile x 8 mile peninsula that protrudes into the Tampa Bay / Hillsborough Bay. South Tampa is home to MacDill Air Force Base, which is encompasses the entire southern point of the peninsula. There’s a diversity of neighborhoods, ranging from mansions to historic homes to smaller, modest homes. Western side of the peninsula has hundreds of waterfront homes with direct access to the Tampa Bay. Each neighborhood is unique with homogeneous appeal and construction quality. Due to the desirability of South Tampa, and lack of vacant, buildable land, homes of less quality are being razed to make room for new, larger homes with significant appeal. This trend is obvious while driving the streets of south Tampa by both the mixture of new and old, and ongoing construction. Bayshore Boulevard overlooks the Hillsborough Bay, and sports the longest sidewalk in the world. Bayshore Boulevard is home to Tampa Bay’s largest and most popular festival, the Gasparilla Parade. This tradition started in 1904 as the mythical Jose Gaspar, a pirate, had a buried treasure in Tampa. Jose Gaspar and his krewe of 900, Ye Mystic Krewe of Gasparilla, invades the city by pirate ship every February, bringing nearly ½ million spectators to the invasion. SOUTH TAMPA NEIGHBORHOODS: BALLAST POINT Gandy Boulevard to the north; MacDill Air Force Base to the south; Hillsborough Bay to the east; MacDill Avenue to the west Driving through Ballast Point, you will see a wide variety of housing types, ranging from modest ranches to large estate homes. 1940’s vintage homes are average quality ranch design.

ACTION: Proposed rule. SUMMARY: We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for the federally threatened rufa red knot (Calidris canutus rufa) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 649,066 acres (ac) (262,667 hectares (ha)) are proposed in 120 units (18 of which are further subdivided into 46 subunits) in Massachusetts, New York, New Jersey, Delaware, Virginia, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, and Texas. We also announce a public informational meeting and public hearing and the availability of a draft economic analysis of the proposed critical habitat designation. DATES: Comment submission: We will accept comments received or postmarked on or before [INSERT DATE 60 DAYS AFTER DATE OF PUBLICATION IN THE FEDERAL REGISTER]. Traffic’s a problem only at peak hour. • The real problems are at intersections. Focus on those. • Chamber concerns: • No official position, because project was never finalized. • Taking traffic off Gandy would kill businesses. • Maintenance Of Traffic during construction also a concern. Project History Project Development & Environmental Study (early 1990s) • Conducted by FDOT • From 4th St. (Pinellas) to Dale Mabry Hwy. • Recommended: • In Pinellas County: 6-lane controlled access road • In Hillsborough: 4-lane controlled access road along CSX corridor south of Gandy Blvd. • Not completed due to new Major Investment Study requirement Improved Gandy Bridge (1994) • New southbound span • Re-configured northbound span • Resulted in 6-lane bridge • Increase of 2 lanes Major Investment Study (1996 – 2000) • Conducted by FDOT • Many Alternatives considered • Narrowed down to 3 options: 1. Elevated 4-lane controlled access road over Gandy Blvd. & re-construction of existing Blvd. as 4-lane divided road 2. At-grade 4-lane By-pass south of CSX rail line, plus enhancements to existing Gandy Blvd. 3. Widening Gandy to 6 lanes (insufficient capacity per FDOT traffic forecast) • MPO endorsed moving ahead with options 1 & 2 PD&E Study Resumed (2001 – 2002) • Conducted by FDOT • Alternatives Considered: • Elevated 4-lane controlled access road over Gandy Blvd.

Proposed Activity: Conduct a Project Development and Environment Study (PD&E) that establishes the location and toll feasible design concepts for improving the capacity of Gandy Boulevard (U.S. 92) in Hillsborough County. 3. Background The Tampa Hillsborough Expressway Authority has initiated a PD&E Study of Gandy Boulevard from the Gandy Bridge to the western termini of the Selmon Expressway, in the vicinity of the intersection of Dale Mabry Highway and Gandy Boulevard in the City of Tampa, Florida. This study will evaluate possible improvements to the Gandy Boulevard corridor that would separate regional through-traffic from local traffic between the Gandy Bridge and the western termini of the Selmon Expressway, a distance of approximately 1.6 miles in Tampa, Florida. The project will be developed consistent with other local transportation and land use plans in the study area.
