I. Background

Government of seeks to create conditions so that the people of rural Bangladesh have the opportunity to reach and maintain the highest attainable level of health. It is a vision that recognizes health as a fundamental human right and therefore the need to promote health and reduce suffering in the spirit of social justice.

Keeping this vision in mind, during 1996-2001, Govt. planned to establish Community Clinic at the village level to extend quality primary health care at the door step of the rural people all over Bangladesh. For this Govt. planned to establish 13500 community clinics, one community clinic for more or less 6000 rural population. 10723 Community Clinics were constructed during 1998-2001 of which 8000 started functioning but due to change of Govt. in 2001, community clinics were closed & remained as such till 2009. Community Clinic is a small clinic at the grass root level including the remotest and hard to reach areas. It is basically meant for health education (on Health, Nutrition & FP), health promotion and treatment of minor ailments, first aid, and identification of emergency & complicated cases with referral to higher facilities for establishment of an effective referral linkage with UHFWC & UHC for better management.

1. UNDERSTANDING OF THE ASSIGNMENT

Community Clinic is the dream of our Hon’ble Prime Minister Sheikh Hasina. Under her dynamic leadership and guidance the dream has come is reality. Presently, healthcare services are being provided at already-established 13700 community clinics across the country. Today Community Clinic has become the largest public-private rural health care initiative in the world and Bangladesh has become role model in rural health care sector. But due to lack of awareness specially in the hard to reach areas people are not taking services from Community Clinic as per expectation. Even ownership has not been developed in true sense and as a result in the long run it may be difficult to make Community Clinic activities sustainable all over the country.

That is why advertising & publicity through TV Channels (TV Spot & Scroll telecasting) has foreseen very important with other awareness raising programmes.

Objective of the service contract:

According to the project proposal, Publicity through TV Channels to be done using minimum 3 popular TV channels including BTV as awareness tool to the mass people for making them understand in respect of activities of community clinic and their role for effective functioning and sustainability.

Within the framework, the following tasks are meant to be executed:

1. Design and Telecast of TV spots through minimum 3 popular TV channels for 120 days . 1. 2. Design and Telecast of TV scroll (24 hours a day) through minimum 3 popular TV channels for 120 days. 2. Preferred TV channels are BTV/ Ekattor Television/ / // ATN 3. news/ JamunaTV/ SA TV. 2. Design of a media plan for Telecasting TV spots (60 sec each) through minimum 3 popular TV a. and scroll (24 hours a day) through minimum 3 popular TV channels for 120 days. 4. Minimum 12 spots per day (6 Pick & 6 off). 5. Preferable position for placement of TV spots are; News/Programme/Cinema/Drama in mid break.

Target Audience:

Primary audience is Mass Community of all classes/professions. Secondary audiences are local policy makers, local Government representatives Community leaders, local Govt. representatives, development workers and other stakeholders.

Specific tasks and responsibilities

 Prepare and submit a detailed work-plan for Publicity through minimum 3 popular TV channels .  Undertake all necessary steps conducive to the planning, development and management of the Publicity through TV channels .  Design and telecast of TV spots and scroll through minimum three popular TV channels for 120 days. (Preferred TV channels are Ekattor Television/Channel 9/Channel 24/my tv/ATN news/Jamuna TV/SA TV).  Design of a media plan for telecasting TV spots and scroll through minimum three popular TV channels including BTV for 120 days.  Development of IEC Materials & approval from the IEC Technical Committee (If needed).  Develop a risk management plan for success of publicity through minimum 3 popular TV channels.  Supervision and Monitoring plan for Publicity through TV channels.

Reporting:  Inception report: 3 copies within 2 weeks after signing of contract.  Monthly/Progress report: 3 copies within 2 weeks of the following month to be submitted to the Line Director, CBHC.  Final report: After completion of assignment 3 printed copies of final report to be submitted to the Line Director, CBHC. Time frame: Contracted activities to be completed within 4 (Four) months after signing of contract.

Procuring Entity's inputs: The client will provide the following inputs (a) relevant documents and information for telecasting. (b) if the selected applicant desires to utilize CBHC staff, they may be allowed to do so with prior permission from the Line Director.
