Condition of Road Fair to Good. Comments Construction work between Rawsonville and Worcester recommenced in August 2012. Motorists may expect up to two stop/go closures during the day time with traffic signal units at night. Waiting periods approximately 15 minutes at each closure. Loose stones may be encountered inside closures, where the speed restriction is 60km/h. Routine road maintenance teams may be encountered. Duration of Work Feb 2012 until Dec 2012 Contact for Routine Heuppschenne Lekay Maintenance 082 782 9155 National Route N1 Section Worcester to Laingsburg Distance 156 km Description Single carriageway with paved shoulders. The road through Hex River Pass is a four-lane dual carriageway (four km) with an arrestor bed in the south-bound direction before the hairpin curve known as “Spookdraai”. Stopping places are provided at regular intervals. Condition of Road Good. Comments A compulsory stop, manned by the Provincial Traffic Department, is in operation ± five km south of Touws River. An unmanned compulsory stop for heavy vehicles is also in operation on the south- bound carriageway in Hex River Pass. Motorists should also be alert to pedestrians and/or stray animals just north of De Doorns. Motorists should also be alert to hawkers selling alongside the road. It is illegal to stop and buy from the sellers. Stopping places are provided at regular intervals. Condition of Road Good. Comments Construction works between Laingsburg and Dwyka has been completed. Routine road maintenance teams may be encountered. “Kanniedood” safety project is in operation on this section of road. A compulsory stop, manned by the Provincial Traffic Department, is in operation ± 15 km south of Leeu-Gamka. Motorists should be alert to pedestrians and/or stray animals crossing the road in the vicinity of Leeu- Gamka. Between Richmond and Bontebok: Construction between Richmond and Bontebok is complete. Between Mooifontein and Colesberg: Motorists may encounter one Stop/Go closure during the daytime and night time up until 7 December 2012 when construction work will be completed. Waiting period approximately 10min. Road marking teams may be encountered between 7 and 14 December 2012. No closures expected from 7 December 2012 to 7 January 2013. Duration of Work July 2010 until December 2012 Contact for Routine Dewet Lodewyk Maintenance 083 383 8174 National Route N1 Section Orange River (Provincial Boundary) to Bloemfontein (Sydenham Interchange) Distance 175 km Description A two lane single carriageway with wide paved shoulders and climbing lanes on sustained grades. Condition of Road Fair to satisfactory. Comments 1. Road construction is being undertaken between Fonteinjie (Section 14, km39) and Wurasoord (Section 14, km90.2).. The three .Stop/Go controls currently in place are expected to be removed before the Christmas shut-down period. 2. The contract for the upgrading between Wurasoord and Sydenham Interchange commenced November 2012. Traffic will be accommodated by way of deviations, but no Stop/Go controls are envisaged. Duration of Work 1. Until June 2013 2. Until November 2014. National Route N1 Section Bloemfontein to Kroonstad Distance 189 km Description Around Bloemfontein and extending northwards for some 15km, the road is a four-lane dual carriageway with wide paved shoulders. Thereafter it reduces to a four-lane single carriageway for the next 20kms,; otherwise it is a two-lane single carriageway with paved shoulders and passing lanes on steep gradients. The last 10 km, known as the Kroonstad Bypass, is a four-lane dual carriageway. Condition of Road Generally good. Comments 1. Repair and reseal work between Verkeerdevlei toll plaza and Winburg is in progress. Reseal work was temporarily halted for the winter months but recommenced in October 2012. 2. An improvement contract through Ventersburg is in progress. Traffic is being accommodated through parallel roads adjacent to the N1. Although through traffic will have priority, delays can be expected. Motorists should be alert to pedestrian and heavy vehicle activity through Ventersburg, where an urban speed restriction is in place. Duration of Work 1. Reseal work until December 2012. 2. Ventersburg realignment until September 2014. Condition of Road Good. Comments A contract for periodic maintenance between the Vaal Toll Plaza and the Vaal River will commence in November 2012. Duration of Work November 2012 until August 2013. The money shall be released at the expiry date of the retention period, which is normally a three-month period. 5.2 ENGINEERING CONTRACTS 10 % retention shall be deducted on any progress payment certificate, until the total retention value equals 10% of the total contract/ project value.

E-mail: [email protected] and [email protected] ABSTRACT The use of the more commonly used traffic calming measures, such as speed humps and mini- circles, has mostly been restricted to Class 4 and 5 streets. Inappropriate high speeds and driver behaviour, which cannot fully be addressed by law enforcement, do however also often occur on higher order roads. Application of traffic calming measures suitable to higher order urban roads or even rural roads is not addressed in existing guideline documents, and research and investigation into this issue is required. The case of Tafelberg Road in Middelburg, Mpumalanga has offered the opportunity to investigate and implement traffic calming on a higher order road. The two-lane road is constructed to very high standards, almost completely straight over more than 2 kilometres, with pavement width in excess of 11 metres and wide verges. Tafelberg Road has multiple functions in the road network - it has a through traffic function, connecting regional roads, while also serving as an access road for an adjacent residential area. The road also carries relative high volumes of heavy vehicle traffic. High speeds and perceived high noise levels lead to numerous complaints from the public. This paper describes the traffic study that was done to quantify problem areas, including speed, volumes and noise measurements and the methodology used to identify and refine measures to address the problem and an after study that was done, and its results.

E-mail: [email protected] ABSTRACT Roads and railways are in a sense the arteries that keep the lifeblood of the economy flowing. Approximately 70 percent of freight moves by road in South Africa and it is growing by approximately four percent per annum. Data and information on heavy vehicle (HV) volumes and axle masses are therefore indispensable to road authorities for design and maintenance purposes. Heavy vehicle data from three sources, namely 11 weigh-in-motion (WIM) scales at Traffic Control Centres (TCCs) on national roads N3 and N4, 34 WIM scales on some of the main national roads and 35 continuous traffic counting stations, was analysed. Heavy vehicles were classified into 22 classes and average axle masses and spacings were calculated for these based on the N3 TCC data. Typical E80 values for the 22 classes were calculated using the average axle masses as well as the measured mass of each individual axle. It was found that the E80-values from the latter method correspond well with the average values recommended in the TRH 16 (1991). The composition of the HV population, i.e. percentage of 2-, 3-, 4-, 5-, 6- and 7+-axle HVs, was used to classify the main road network in SA into Low, Medium and High HV roads. On Low HV roads more than 55 percent of HVs are 2-axle HVs whereas on High HV roads less than 35 percent are 2-axle HVs.
