PERFORMANCE WORK STATEMENT Web Designer and Master, and Marketing Services

1. Scope of Work. The Contractor shall be responsible for providing web design, master and related social media and marketing services, as defined herein, for RTT Travel, hereinafter referred to as the NAFI (Non- Appropriated Fund Instrumentality). The Contractor shall use and implement various web and related Information Technologies, tools and methods to constantly maintain and update the NAFI web site and social media sites that shall be compatible with, at a minimum, the most current stable versions of the leading web browsers of MS Edge, Google Chrome, Mozilla Firefox and Apple Safari as well as compatible mobile applications. Following is a list of technologies, standards, applications and skills that shall be used by the Contractor. The NAFI reserves the right to modify or replace these with or add other/newer technologies for implementation with no increase in fees (reference section 2 for any additional Contractor costs incurred). ♦ HTML5; XML; CSS3 ♦ JavaScript/JQuery ♦ Bootstrap/UIkit ♦ PHP ♦ DNS/SSL Configuration ♦ Databases (SQL/MySQLi) ♦ CMS (Content Management System), Extensions, Plugins, Templates ♦ Direct Admin Control Panel/Shell ♦ Adobe Creative Suite ♦ Understand Persuasive & Responsive Design Techniques ♦ SEO (Search Engine Optimization) ♦ In-Bound Marketing Techniques ♦ E-Commerce ♦ YouTube and basic video editing and production ♦ Google Products (Analytics, Search Console, Maps) ♦ Social Media Management Tools & Channels ♦ Graphic Design/Art Production in both camera and web ready formats ♦ SVG development and deployment ♦ Strong copy writing skills for creating dynamic web and print content

2. Compliance with Governing Protocols & Standards. The Contractor must understand that the NAFI web site and its content, functionality, and collection of personal information is inherently governed by U.S. Government and Department of Defense (DoD) regulations, Defense Information Systems Agency (DISA) Instructions, Air Force Information Assurance Instructions, 86 Force Support Squadron (FSS) policies and procedures as well as commercial banking policies, regulations, and security restrictions. The Contractor shall comply with the regulations, policies and restrictions outlined by the above regulating agencies and any others that may apply. Such standards will be made available by the NAFI upon request. 2.1. Any customer personal information obtained using any interactive services on the web site shall be treated under the rules of the Federal Privacy Act of 1974 and meet all applicable U.S. Federal and DoD protection rules and laws. All personal identifying information (PII) (e.g., names, birth dates, addresses, etc.) gathered must be kept confidential and securely protected

at all times and shall not be sold, distributed or compromised to any third party. The Contractor shall be held legally and financially liable for the loss or compromise of any such data.

3. Web Development and Travel Industry Marketing – General. The Contractor shall: 3.1. Have a basic comprehension of the German language to accurately be able to interpret standard travel industry terminology from German vendors. 3.2. Have an in-depth understanding of the dynamic needs of the customer as well as the travel industry services and products sold by the NAFI and independently be able to understand, reproduce, and incorporate any listed offers and promotional materials received from various vendors and third parties into the web site and internal promotional materials. 3.3. Be able to read and fully understand cruise, hotel and tour catalogs and ensure that the information is accurately incorporated into the NAFI web site and other internet marketing strategies and print media in a concise, easy-to-understand and aesthetically pleasing format that follows the NAFI-brand style guides. 4. Technical Requirements for Web site Development. The Contractor shall:

4.1. Install, create, modify and customize web CSS templates using HTML, Bootstrap/Uikit and Semantic Web Markup according to W3C (World Wide Web Consortium) standards. 4.2. Use various tools and methods to develop, plan and implement strategies to analyze and improve site and page performance and search engine optimization and capture customer attention for maximum page hits that convert to real sales. The Contractor shall regularly inform the NAFI manager of such strategies, actual courses of action and their results. 4.3. Prioritize pages based on search engine performance to prioritize external links and ad space/banner placement for optimal sales. 4.4. Keep abreast of emerging trends, web and e-commerce technologies and industry standards and provide management with suggested courses of action for improvement, then implementing approved actions. 4.5. Manage, develop and troubleshoot, as necessary, web site components, plug-ins and modules. 4.6. Upon request by the NAFI, implement regulation compliant third party payment gateway/e- commerce solutions, reservation portals and security elements. 4.7. Maintain and regularly test the live web site security, functionality and user-friendliness across multiple popular web browsers, to include its design, programming, technologies, ergonomics and procedures and thoroughly test any new innovation prior to live deployment. 4.8. Maintain and back up daily, on a secure, reliable and NAFI-accessible digital storage medium, a copy of all and a media library containing all images, licensed materials, photos and custom artwork used in the production of the NAFI web site and print media. 4.9. Any proposed changes to the current web structure must be reviewed and approved, in writing, by the NAFI prior to any implementation.

5. Graphic Art, Design & Creative Requirements. The Contractor shall:

5.1. Design, create and submit, for NAFI approval, original digital artwork such as logos, icons, touch icons, favicons, banners and badges, tear sheets, video clips, print ads, and promotional flyers and booklets in high- and low-resolution formats for print media and web display. The NAFI

shall be provided unlimited use at no additional cost of all such Contractor-developed designs, icons, artwork, etc. but the Contractor shall retain ownership and any copyrights to the materials. 5.2. Integrate and implement interactive design elements, artwork and other media as supplied by the NAFI into the NAFI web site and related social web platforms and affiliate web sites, ensuring that they are displayed in a manner that adheres to the NAFI-brand style and visual standards, as approved by the NAFI. 6. Social Media & Interment Marketing Requirements. The Contractor shall:

6.1. Create, manage, optimize and administer NAFI components of coordinated digital campaigns such as email marketing, social media platforms (Facebook, YouTube, Flickr, Twitter, Pinterest, Reddit, E-newsletters, Instagram, etc.), promotional landing pages, third party affiliate web sites (86FSS Home Page, 86FSS WebTV and other NAFI-approved vendors) and articles. 6.2. Act as primary content developer and administrator for all existing and future social media channels to support strategic marketing campaigns, enhance brand awareness, and promote NAFI products. 6.3. Attract and engage customers on current and future social media platforms. 6.4. Review customer activity across various social media channels and develop surveys and customer polls for future NAFI product development. 6.5. Write travel blog articles that are relevant to current trends, the military community and NAFI products and recruit guest bloggers and travel writers, if requested by the NAFI. 6.6. Correlate web site marketing with the NAFI marketing topics that are broadcast weekly on American Forces Network (AFN) Radio. 6.7. Create and manage email newsletter templates for on-demand and routine distribution.

7. Copywriting and Content Development. The Contractor shall:

7.1. Write travel news, advertising and related copy for both print and on-line media that is original, and utilizes key words related to the product for use in blog, internet marketing efforts, social media, product articles, flyers and print media. 7.2. Translate German-language travel brochures, catalogues, tear sheets and promotional offers to English and assemble as promotional offers in print and internet marketing campaigns.

8. Product Research and Development. The Contractor shall assist in the development and deployment of new products and programs, to include but not limited to: ♦ Research for travel themes and trends; ♦ Review of competitors programs and products; ♦ Provide proposals for new and improved itineraries; ♦ Research and review vendors for inclusion in NAFI programs and products.

9. Web Hosting & Data Security. The Contractor shall: 9.1. Provide and maintain a web host for the NAFI web site. Hosting services shall be to the following minimum standards: – VPS/SSD High Performance – DDoS Protection – ISO 901/27001 Data Center Certification – European-based colocation – 30 Day Incremental Back-ups, 3 times daily – 10 GB Storage + 1600/Mbps Bandwidth + 240GB RAM 9.2. Regularly install server updates and patches and troubleshoot and fix as necessary. 9.3. Coordinate CMS, SQL, PHP and server for ongoing updates, patches and service packs. 9.4. Integrate Secure Socket Layer (SSL) certificates for data security and end-user privacy. 9.5. Secure the virtual private server (VPS) and web site against security threats and hackers and conduct routine scans for malware, computer viruses and other types of hacking and attacks. 9.6. Promptly initiate web site restoration should a failure or security breach occur. 9.7. Manage and coordinate migrations and ensure that in-use settings perform correctly and that current applications continue to work in the new environment. 9.8. Create and manage user accounts, to include the security of such accounts.

10. Content Updates, Priorities and Frequency. The Contractor shall, on a daily basis, update the web site contents and programs and be responsible for the prioritization and delivery of NAFI projects that fall outside of routine daily tasks. The priority of tasks will be established by the NAFI. 10.1. High-Priority Content Updates Tasks that shall be completed within 8 hours of the request; includes but is not limited to: 10.1.1. Confirmed Tour Updates; 10.1.2. Social Media Channels; 10.1.3. Special requests by management and chain of command. 10.2. Routine Daily Content Updates Tasks that shall be completed within 24 hours of request; includes but is not limited to: 10.2.1. Product articles updates; 10.2.2. Promotional feature updates; 10.2.3. Artwork for advertisements and banners; 10.2.4. Social media channels; 10.2.5. Event calendar updates. 10.3. Routine Weekly Content Updates Tasks that shall be performed on a weekly basis: 10.3.1. Review all content and remove outdated information; 10.3.2. Update home page features; 10.3.3. Review and update social media channels; 10.3.4. Review third party affiliate web sites for expired banners and promotional content; 10.3.5. Review statistics and data analytics and provide proposals for the NAFI’s review for newsletters, and new product content; 10.3.6. Host an internet marketing meeting and coordinate with the NAFI staff and management for the strategic planning of marketing campaigns.

10.4. Non-Routine Tasks Provide written proposals outlining the specifications and scope of special projects, improvements, technologies and innovations to include forecasts, schedules, supporting research and courses of action for all projects for the NAFI’S approval prior to initiating any changes to the web site. 11. Documentation, Training and Continuity. The Contractor shall:

11.1. Provide the following written overviews and documentation upon request: 11.1.1. Overview of all web site components, tools, technologies and functions; 11.1.2. Password and account information; 11.1.3. Training Articles for NAFI staff as required.

12. Contractors Liability. The Contractor agrees that:

12.1. The following listed content and all other materials created by the Contractor for the web site and related marketing campaigns, such as social media, flyers, catalogues, booklets and other related marketing matter shall remain perpetually available to the NAFI for its usage with no additional costs or licensing fees to be paid, to include present and future work. No NAFI-supplied material may be used by the Contractor for any purpose other than in support of the NAFI and its work product, web presence and marketing campaigns. ♦ Copywriting and other related written work; ♦ All graphic materials (to be maintained in digital Media Library); ♦ Web site scripts; ♦ Web site templates and framework. 12.1.1. 12.2. Passwords to restricted access files or areas must be provided upon request to NAFI personnel designated by the NAFI manager. 12.3. It may provide user accounts for Contractor-screened and qualified web developers and technicians without prior consent of the NAFI. The Contractor accepts sole responsibility for these users and any modifications they make to the web site content and components. 12.4. , hardware and other related costs in performing general tasks outlined herein and not otherwise identified are the responsibility of the Contractor.

13. Limitations to Contractors Liability. The Contractor agrees that:

13.1. It shall be responsible for paying all operating expenses not expressly undertaken by the NAFI. 13.2. All materials and graphics provided to the Contractor by the NAFI will be either original, free for use in commercial marketing or licensed by the NAFI; the Contractor shall not be responsible for verifying any possible copyright infringements in the use of any and all materials and images provided by the NAFI. However, if the Contractor identifies or is made aware of any such infringements, they shall promptly notify the NAFI of such. Any legal disputes arising from materials provided by the NAFI will be the responsibility of NAFI.

13.3. Should the NAFI allow administrative access for non-qualified personnel, the Contractor will

not be held fiscally or legally responsible for any changes, damage, errors, outages or disruptions caused by such access.
