States are taking their first steps toward another new normal. Well, there’s nothing normal normal anymore. Businesses that do reopen must try to maintain social distancing and take steps to keep their staff and customers safe. That is not always possible in businesses with such close contact. “Every business leader understands that we can’t just reopen and go back to where we were and what we were doing before—we have to move forward in light of the circumstances that have developed,” Mr. Cuomo said in a statement. New York State would reopen regionally with regions less impacted by the virus upstate shortly after May 15. The question is: Now we’re open, will they come?
