ABSTRACT The study of a large array of ash waste from landfills of energy sector enterprises in Primorsky Territory was made. Data on the content of gold and silver in the ash and slug waste of some energy enterprises in Primorsky Territory was given. Group of samples with high content of gold and silver was found. Silver content was found within 0.5-29.7 g/t limits. Gold content was found within 0.004–0.45 g/t limits. The information on the chemical composition of the investigated slag samples was given. Based on these data, the method of separation of ash and slag waste in the individual mineral fractions was proposed. The possibility of gold concentration in the non-magnetic fraction of the slag cleared of silt, clay, black charcoal and magnetic minerals was shown. For example, in recent years, yearly inflow of ASW into the ash and slag disposal areas of Primorsky Territory is up to 3.0 million tons. -

The results of an investigation of ash and slag wastes (ASW) of enterprises of the energy sector of Primorsky Krai are presented. The averaged contents of the main elements and mineral complexes in Primorsky Krai are given. It is shown that the mineral composition of the ASW data makes it possible to separate the primary raw materials into fractions with different compositions. A scheme is proposed for dividing the initial ash extractors into separate mineral fractions by the particle size and by their physical properties. The predominant concentration of gold, platinum, rare earth elements (REE) and a number of other valuable components in the heavy non-magnetic fraction isolated from the primary ASW was detected. Almost complete absence of gold, noble metals and REE in underburning of coal, magnetic and micro-dispersed fractions of ASW has been demonstrated. A device was offered for complex processing of ash and slag wastes of enterprises of the power industry of Primorsky Krai, which makes it possible to divide the initial ASW into mineral fractions, being raw materials for various industries. 1 Introduction One of the main problems facing the energy industry, producing electricity and heat using coal, is the problem of waste generated from the combustion of fuel. -

Far Eastern Studies Vol.7 May 2008 Center for Far Eastern Studies, University of Toyama Chinese Traders in Primorsky Krai in 2007 Hongmei MA Abstract This paper examines the controversial issue of Chinese migrants in the Russian Far East, especially the effects that Russian migration regime changes, particularly the restriction and ban of foreigners from the retailing market since 2007, have had upon Chinese petty traders in the Russian Far East. Based on published media articles, internet sources and personal conversations with Chinese traders, this paper provides a sketch of the traders’ lives in Primorsky Krai. Keywords : Russian migration policy, Migration from China to Russia, Chinese traders in the Russian Far East Introduction Since the collapse of the Soviet Union, Russian authorities have struggled with the issue of 1 migrants . Most of these migrants are from member countries of the Commonwealth of 2 Independent States (CIS) . The Federal Migration Service (FMSዅhas stated that over 20 million 3 people come to Russia every year, half of whom are illegal migrants . However, the FMS failed to mention that Russia’s complicated, time-consuming and unreasonable administrative procedures for legal migration contribute to the large scale of illegal labor migration. In effect, migrants are essential to solve the problem of a native labor shortage. The majority of them work in the construction industry or retail industry, doing jobs that the Russians have shunned. Mainly Muslim migrants from former Soviet republics such as Azerbaijan, Tajikistan and Uzbekistan run market stalls, work in restaurants and sell beer and cigarettes from street kiosks. In the Russian Far East (RFE), the majority of migrants are from China, North Korea, Vietnam and Central Asian countries. -

Resolution # 784 of the Government of the Russian Federation dated July 17, 1998 On the List of Joint-Stock Companies Producing Goods (Products, Services) of Strategic Importance for Safeguarding National Security of the State with Federally-Owned Shares Not to Be Sold Ahead of Schedule (Incorporates changes and additions of August 7, August 14, October 31, November 14, December 18, 1998; February 27, August 30, September 3, September 9, October 16, December 31, 1999; March 16, October 19, 2001; and May 15, 2002) In connection with the Federal Law “On Privatization of State Property and Fundamental Principles of Privatizing Municipal Property in the Russian Federation”, and in accordance with paragraph 1 of Decree # 478 of the President of the Russian Federation dated May 11, 1995 “On Measures to Guarantee the Accommodation of Privatization Revenues in thee Federal Budget” (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 1995, # 20, page 1776; 1996, # 39, page 4531; 1997, # 5, page 658; # 20, page 2240), the Government of the Russian Federation has resolved: 1. To adopt the List of Joint-Stock Companies Producing Goods (Products, Services) of Strategic Importance for Safeguarding National Security of the State with Federally-Owned Shares Not to Be Sold Ahead of Schedule (attached). In accordance with Decree # 1514 of the President of the Russian Federation dated December 21, 2001, pending the adoption by the President of the Russian Federation in concordance with Article 6 of the Federal Law “On Privatization of State and Municipal Property” of lists of strategic enterprises and strategic joint-stock companies, changes and additions to the list of joint-stock companies adopted by this Resolution shall bee introduced by Resolutions of the Government of the Russian Federation issued on the basis of Decrees of the President of the Russian Federation.
