ALFOLD PARISH COUNCIL MINUTES of the Alfold Parish Council Annual Meeting held on Tuesday 14th July 2020 held via Zoom at 7.30pm. Present: Mrs Penni Mayne (Chairman), Mr. Adrian Erricker (Vice Chairman), Mr. Rick Dyer, Mrs. Mary Brown, Mr Denton-Miller Mr. Chris Britton, Mr. Wayne Mouring, Mrs Julie Flenley (Clerk), Mr. Kevin Deanus (WBC Councillor). Two members of the public were in attendance. Apologies: None ACTION 20/074 Representations from members of the public. None. 20/075 To receive declarations of interest pertaining to agenda items. None 20/076 To receive for confirmation Minutes of Meeting held on 11th June 2020. Agreed. 20/077 Chairman’s report Cllr Mayne reported that Dan Church was happy with the work Titchmarsh’s carried out on the adjacent cemetery land and that he had commenced building of his fence. There was also some more general cleaning up of the Cllr Mayne cemetery to be done and that a working party would be looked at in the and Cllr future to carry out the works. Erricker Cllr Mayne also reported that correspondence had been received from a Loxwood resident about pre application on a site at Loxwood Claypits. The Clerk had conducted preliminary searches but found no further information in the public domain but will await a response back from her email. Cllr Mayne noted that a meeting had not been diarised for August but would schedule a meeting if anything was to come in. Also noted that Cllr Britton would be attending a meeting with Surrey Highways with regards to improvements in the village. 20/078 Clerk’s progress report The Clerk reported that the Audit was in progress and that the last loose ends were being tied up. All accounting practices had been carried out and that the AGAR would go as planned to the internal auditor. The Clerk reported that expenditure was as expected and that a forecasting exercise was also being carried out in order to understand what funds were held by Alfold and what we could commit to in terms of projects going forward. The Clerk also reported that the cemetery extension was moving along – she had been in contact with Cemetery Development Service (CDS) with regards to mapping, steel grave markers and that the extension ought to be completed by the end of the year. The Clerk reported that the Floods Forum was being restarted and that a date had been set with Angela Richardson’s office for a meeting on 18th Clerk September. She was in the process of finding contacts at the various stakeholder parties and when this is done, she will send out the Zoom invite. 20/079 To receive report from Waverley Borough Councillor Cllr Deanus reported that he had had a meeting at Sweeters Copse and had confirmation that the builders would be off site by the end of August/September and that the common land was discussed; the land would have to be dug up and reseeded and to enclose the common land in fencing to ensure it does not become confused with the gardens of the dwelling. He also noted that A106 money for highways works at Sweeters would be due soon. Cllr Britton also noted that there was ambiguity in terms of what was altered under the S106 Agreement under application S52/2018/0008. Clerk to clarify what works were confirmed for the entrance to Sweeters Copse with the planning officer at Waverley Borough Council. Cllr Deanus also reported that Surrey County Council were considering applying to become a Unitary Authority which would, if approved, make it the biggest in the country and with a potential end date of April 2020. It is however early days and Councillors needed to be mindful of potential implications. Cllr Deanus to update when he has further information. Also reported that there were many GTR encampments which are moving within the borough but the barrier was in place at Alfold Rec which should act as a deterrent. 20/080 Dunsfold Park update. Councillors discussed the recent webinar which was attended by Alfold Councillors on the Town and Country Planning Act. Cllr Britton noted that the Waverley Head of Planning noted that there was an additional 4 weeks consultation on the Masterplan but that there was still no mention of the Cllr Deanus local Parish Councils being involved in the Governance process which was worrying. Cllr Deanus confirmed that he had raised this issue several times but he was still pushing for an answer, and would raise it once more at the full Waverley Council meeting in two weeks time. Agreed that Alfold Parish Council would draft a letter questioning the Governance procedure at Waverley and why Parish Councils were not being Cllrs involved when we want to be. This question would be asked in full at the Britton, meeting. Cllr Deanus also said that he would field the question at the same Mayne and meeting. Noted that the question date was imminent and that the letter Clerk enclosing the question should be actioned urgently. 20/081 Neighbourhood Plan update. Cllr Denton-Miller noted that the SEA Screening Opinion Request had been submitted this week and that he wasn’t sure how long Waverley had to respond to the application. Looking at funding packages to see what further Cllr work ACOM can do. Cllr Denton-Miller to update. Denton- Miller Cllr Denton-Miller also confirmed that he had received the first draft of the design code document and it looked good. 20/082 Correspondence The Clerk confirmed that she had received confirmation from Thakenham stating that they were going to review their plans in light of comments from villagers. She also confirmed that an email exchange had occurred between the Parish Council and Ryan Crumley who wished to discuss his proposals at Alfold Business Park and that she had asked him to make representations directly to the Councillors at our monthly meetings where it can be recorded. The Clerk also confirmed that the issue with the overgrowth at the cemetery boundary which abuts the Old Rectory had been resolved; Titchmarsh’s had attended the site and had done a good job and that she had been thanked by the owner of the property. The Clerk also noted that there had been a Notice served on the GRT community at Stovolds for a breach of Planning Regulations and Cllr Britton then noted that an Injunction had been served. Cllr Britton also reported that positive moves had been made to establish a relationship with the GRT Community in order to assist interactions going forward which has come as a result of the UKOG Oil Application. 20/083 To receive a list of Planning Applications for information if recent decisions made by WBC and Appeal and Planning Inquiry cases - WA/2020/0719 – Former Turtles Farm Lodge, Rosemary Lane, Alfold. PENDING - WA/2020/0737 – 9 Brockhurst Cottages, Dunsfold road, Alfold, GU6 8JD. FULL PERMISSION - WA/2020/0645 – High Stovolds Farm, Stovolds Hill, Cranleigh, GU6 8LE. PENDING - WA/2020/0644 – High Stovolds Farm, Stovolds Hill, Cranleigh, GU6 8LE. PENDING - PRA/2020/0009 – Glebelands Farm, Loxwood Road, Alfold. PENDING - WA/2020/0571 - 1 Crossways Cottage, Guildford road, Alfold, GU6 8HF. FULL PERMISSION - WA/2020/0523 – 17 Clappers Meadow, Alfold, GU6 8HH. PENDING - WA/2020/0260 – Land at coordinates 504360 134890, Horsham Road, Alfold. PENDING - S52/2020/0004 – Land West of Sweeters Copse, Loxwood Road. PENDING - WA/2020/0474 – Land adjoining Brockhurst Farm, Alfold Crossways. PENDING - WA/2019/0796 - Loxley Oil Well. REFUSED - WA/2020/0260 - Land Coordinates 504360 134890, Horsham Road, Alfold (Land at the BP Garage), PENDING Councillors noted the above. 20/084 To consider all new Planning Applications a) WA/2020/0964 – Linden Farm, Rosemary Lane. Erection of a storage shed and construction of a cycle path. Cllrs noted and no comments were made. b) WA/2020/0997 – 1 Alfold Cottages, Loxwood Road. Erection of outbuilding following demolition of existing (revision of WA/2020/0305). Cllr Dyer noted that the outbuilding had been altered to fit the area which does not lend to Clerk maintenance being carried out on site without encroaching on the neighbours property. Clerk to write a letter. c) WA/2020/0909 – Sidney Lodge, Rosemary Lane. Erection of extension and alterations to elevations. Cllrs noted and no objections noted. 20/085 AOB Cllr Britton asked Cllr Brown about the Better Help Partnerships as he had a correspondence with Smart Cranleigh who want to assist parish councils post Cllr Brown COVID to help vulnerable people. Cllr Brown volunteered to start liaising with Smart Cranleigh and would report back. Cllr Erricker requested that the Clerk look into adopt the village phone box, which has fallen into a state of disrepair but is a vital village asset in the Conservation Clerk and Area. Cllr Erricker Cllr Erricker also asked about the posts around the crease of land by the Church where Waverley had installed the posts in the wrong area. Clerk confirmed that Clerk she would look into it. Cllr Mouring also asked for an update on the playground as it was in need of maintenance work on some equipment. The Clerk confirmed that there was a budget and that maintenance work could be carried out with the assistance of a handyman and in line with the ROSPA report recommendations which had Clerk recently been done. The Clerk also suggested that a working party attend the site with her in order to ascertain the general condition of the play equipment.
