The Committee recommends REFUSAL of this application on the grounds of over development and the bulk of the proposed properties; the proposals being out of keeping with the existing street scene, particularly in respect of the buildings’ height; concerns over lack of drainage and an inadequate highway which already has excessive heavy goods traffic. My Committee also notes the Environment Agency’s concerns over the aquifer located in the area. In addition, my Commmittee would like assurances that the conditions set by the highway authority, notably the installation of a pelican crossing by Newtown School and improvements to the Alma Road/Berkhampstead Road junction will be enforced by Chiltern District Council.
