SPRING ARTICLE one of the secret additional protocol of the Soviet-German Non- Aggression Pact of 23 August 1939 stated that, 'in the case of a territorial- political transformation in the area of the Baltic states (Finland, Estonia, Latvia, Lithuania) the northern frontier of Lithuania will form at the same time the boundary of the spheres of interest of Germany and the USSR .
