Watts, Chair Fueled by a massive offshore deep-water oil boom, Angola has since the end of war in 2002 undertaken a huge, complex, and contradictory national reconstruction program whose character and dynamics have yet to be carefully studied and analyzed. What explains the patterns of such projects, who is benefitting from them, and how? The dissertation is grounded in the specific dynamics of cassava production, processing and marketing in two villages in Western Malanje Province in north central Angola. The ways in which Western Malanje’s cassava farmers’ livelihoods are shaped by transport, marketing, and an overall agrarian configuration illustrate how contemporary reconstruction – in the context of an offshore oil boom – has occurred through the specific conjunctures of multiple geo-historical processes associated with settler colonialism, protracted war, and leveraged liberalization. -

Angola in Transition: The Cabinda Factor by Shawn McCormick In accordance with the Portuguese-mediated agreement signed by leaders of the governing Movimento Popular de Libertac;:ao de Angola (MPLA) .and the Uniao Nacional para a Independencia Total de Angola (UNIT A) in May 1991, the 16-year civil war that erupted in Angola as the country achieved independent statehood in 1975 has ended. Efforts to implement the second priority mandated in the agreement-national elections by late 1992-are being assisted by a range of international actors, including the United Nations, the United States, Russia, and Portugal. More than 12 parties are likely to participate in the elections (scheduled for September 29 and 30, 1992). The process of achieving a third key element of the agreement-demobilization of three-fourths of the two armies and integration of the remaining soldiers into a 50,000-strong national force-seems unlikely to conclude before elections are held. Although media attention focuses on developments and major players in the capital city of Luanda, where UNIT A has officially established a presence, analysts of the Angolan scene are according new attention to tiny Cabinda province (where an increasingly active separatist movement is escalating its pursuit of independence from Luanda) as "possibly Angola's last and most important battlefield." The significance of Cabinda-a 2,807-square-mile enclave along the Atlantic Ocean separated from Angola's other 17 contiguous provinces by a 25-mile strip of Zaire-lies in the fact that current offshore oil production, including that from the Takula and Malanga fields, totals more than 310,000 barrels per day (bpd). -

OBut any impression that this apparent ‘invasion’ is evidence of China’s scramble to control Africa’s new oil Eldorado is dis- missed as “a major misconception” by Ary Carvalho, a board member of Angola’s Agência Nacional para o Investimento Privado (ANIP). “The investment you see is the Angolan government’s investment in its own country,” he says. “People forget this. It is a credit line, which Angola is paying for on very good terms, for the railways, roads, schools and hospitals.” Carvalho estimates that China’s credit lines to Angola total $4bn. Others put the figure at $6bn, if funds via the China International Fund are included, even if not all of this has been spent, as evidenced by the delay in construction of the Benguela railway between Lobito and Katanga in the Democratic Republic of Congo. Talk of asset-stripping is certainly misplaced and China’s direct share of Angola’s oil exploration permits is modest. In 2007, Sinopec had to withdraw from a bid to build a 240,000- barrel per day (b/d) refinery in Lobito because it could not reach agreement with state oil company Sonangol, which wan- ted a facility that would produce export-quality petrol and diesel for the European and US markets. -

Reform or unravel? Prospects for Angola’s transition Paula Cristina Roque Angola is facing an existential transition. A presidential succession is occurring ahead of the August 2017 elections amid a deep financial crisis, internal factionalism within the Popular Movement for the Liberation of Angola and strong opposition demands. Reform is necessary to dismantle the pillars of the current governing strategy that have become unstable and have weakened the security apparatus, have politicised the economy and oil industry, have weakened the ruling party and have increased the levels of repression. Introduction
Introduction The cover image of a wire-and-bead-art radio embodies some of this book’s key themes. I purchased this radio on tourist-thronged Seventh Street in the Melville neighborhood of Johannesburg. The artist, Jonah, was an im- migrant who fled the authoritarianism and economic collapse in his home country of Zimbabwe. The technology is stripped down and simple. It is also a piece of art and, as such, a representation of radio. The wire, beadwork, and swath of a Coca-Cola can announce radio’s energy, commercialization, and global circulation in an African frame. The radio works, mechanically and aesthetically. The wire radio is whimsical. It points at itself and outward. No part of the radio is from or about Angola. But this little radio contains a regional history of decolonization, national liberation movements, people crossing borders, and white settler colonies that turned the Cold War hot in southern Africa. Powerful Frequencies focuses on radio in Angola from the first quarter of the twentieth century to the beginning of the twenty-first century. Like a radio tower or a wire-and-bead radio made in South Africa by a Zimbabwean im- migrant and then carried across the Atlantic to sit on a shelf in Bloomington, Indiana, this history exceeds those borders of space and time. While state broadcasters have national ambitions—having to do with creating a com- mon language, politics, identity, and enemy—the analysis of radio in this book alerts us to the sub- and supranational interests and communities that are almost always at play in radio broadcasting and listening. -

Southern Africa • Angola/DRC Expulsions Regional Situation Report No. 2 22 October 2009 This report was issued by the Regional Office of Southern Africa. It covers the period from 11 to 22 October 2009. The next report will be issued within the next two weeks. I. HIGHLIGHTS/KEY PRIORITIES • Representatives of the Angolan and Democratic Republic of Congo (DRC) Governments met in Kinshasa on 13 October 2009, and publicly regretted the recent ‘migration incidents’ between the two countries. A joint Communiqué released on the same day called for the immediate cessation of expulsions between the two neighbors. • Despite the Communiqué, humanitarian actors on the ground report that the expulsions are continuing1. Angola • The number of Angolan nationals expelled from DRC had reached 39,000, according to the Angolan Ministry of Social Affairs and Reintegration’s (MINARS) last available estimate as of 17 October 2009. These include an undetermined but perhaps significant numbers of refugees. • MINARS and UN agencies (including UNFPA, UNICEF, UNHCR, IOM and WHO) undertook a needs assessment from 15 to 21 October 2009 in M’banza Congo in Zaire Province, and also delivered relief supplies. • The locations where populations are to be temporarily relocated do not contain landmines, according to National Mine Action authority (CNIDAH) in Angola. • The Angolan Red Cross and Save the Children have also carried out assessments in the affected areas. • MINARS and the Governor of Zaire Province have requested UNHCR to provide thousands of tents and other emergency non-food items. Democratic Republic of Congo • The number of DRC nationals expelled from Angola has significantly subsided in both Kasai and Bandundu provinces, but remained high in Bas-Congo Province, growing from 2,000 in July 2009 to 18,000 in September 2009. -

The Country Information Unit of UNHCR's Centre for Documentation and Research (CDR) conducts its work on the basis of publicly available information, analysis and comment, with all sources cited. In the third part, the paper provides a statistical overview of refugees and asylum-seekers from Angola in the main European asylum countries, describing current trends in the number and origin of asylum requests as well as the results of their status determination. The project aimed to document the floristic diversity of the Angolan escarpment, a combination of general walk-over survey, plant specimen collection and sight observation was used to aid the characterization of the vegetation. Over 100 plant specimens in flower or fruit were collected within four identified vegetation types. The list of species in- cludes two new records of Guineo-Congolian species in Angola, one new record for the country and one potential new species. Trade and the Merchant Community of the Loango Coast in the Eighteenth Century Thesis submitted for the Degree of Doctor of Philosophy University of Hull by Stacey Jean Muriel Sommerdyk Honors BA (University of Western Ontario) MA (York University) May 2012 ii Synopsis This thesis explores the political, economic and cultural transformation of the Loango Coast during the era of the transatlantic slave trade from the point of contact with Europeans in the sixteenth century until the end of the eighteenth century, with particular focus on the eighteenth century. While a number of previous studies of the West Central African slave trade have focused principally on the role of the Portuguese on the Angola Coast, this thesis makes a new contribution by evaluating the balance of power between Dutch and Loango Coast merchant communities. In doing so, this thesis concludes that well into the eighteenth century, local African religious and political traditions remained relatively unchanged on the Loango Coast, especially in comparison to their southern neighbours in Angola. Drawing upon detailed records compiled by the Middelburgse Commercie Compangie (MCC), the thesis builds upon an original database which accounts for approximately 10,000 slaves sold by 640 identified African merchants to the Dutch Middelburg Company over the course of 5,000 transactions. Expanding upon the work of Phyllis Martin and other scholars, this thesis highlights a distinction between the Loango and the Angola coasts based on models of engagement with European traders; furthermore, it draws attention to the absence of European credit data in the MCC slave purchasing balance sheets; and, finally, it explores the difficulties involved in procuring slaves via long distance trade. -

Armed Conflicts Report - Angola Cabinda Armed Conflicts Report Angola-Cabinda (1994 - first combat deaths) Update: January 2007 Summary Type of Conflict Parties to the Conflict Status of the Fighting Number of Deaths Political Developments Background Arms Sources Economic Factors Summary: 2006 The Angolan government signed the Memorandum of Understanding in July 2006, a peace agreement with one faction of the rebel group FLEC (Front for the Liberation of the Cabinda Enclave). Because of this, and few reported conflict related deaths over the past two years (less than 25 per year), this armed conflict is now deemed to have ended. 2005 Government troops and rebels clashed on several occasions and the Angolan army continued to be accused of human rights abuses in the region. Over 50,000 refugees returned to Cabinda this year. 2004 There were few reported violent incidences this year. Following early reports of human rights abuses by both sides of the conflict, a visit by a UN representative to the region noted significant progress. Later, a human rights group monitoring the situation in Cabinda accused government security forces of human rights abuses. 50,000 refugees repatriated during the year, short of the UNHCR’s goal of 90,000. 2003 Rebel bands remained active even as the government reached a “clean up” phase of the military campaign in the Cabinda enclave that began in 2002. Both sides were accused of human rights violations and at least 50 civilians died.
