Tallinn Old Town derives its Outstanding Universal Value mainly from its rich layers of archaeological findings, well-preserved historical buildings and street network, mostly preserved fortifications, and traditional use as a living environment. The central and permeating goal of the Comprehensive Management Plan is to preserve the Outstanding Universal Value of Tallinn Old Town and to pass the cultural heritage on to future generations. With this goal in view, the Comprehensive Management Plan describes in closer detail the most important cultural heritage attributes of Old Town and provides an evaluation of their authenticity and integrity. The Plan includes an analysis of the legal, economic and administrative means applied to protect the value of Old Town, and of the necessity to improve those means. Various possible threats to the preservation of cultural heritage are also discussed as well as the aims and actions planned to maintain the unique attributes of Tallinn Old Town. Old Town as the historic city centre of Tallinn has come down to us as a unique combination of the material heritage and the intangible heritage of the past. In addition to being an authentic architectural heritage site, the significant value of Old Town lies also in its functioning as a living environment. While the heritage conservation standards that apply in preserving the material environment can be regarded as comparatively stable, the necessities of the living environment are constantly changing. Consequently, the Comprehensive Management Plan focuses on maintaining the living community of Tallinn Old Town and achieving a balance between the living, business, working and visiting environments. Compared to the currently valid Development Plan of Tallinn Old Town, the Comprehensive Management Plan provides a more exact definition of the OUV of Tallinn Old Town and its protection mechanisms. That was made possible by the active involvement of the local community in the drafting process and by the advice and technical support received from the UNESCO World Heritage Centre. INTRODUCTION Estonia signed the UNESCO Convention Concerning the Protection of World Cultural and Natural Heritage in 1995. In doing that the Republic of Estonia assumed the obligation to identify, protect, preserve, popularize and pass on to future generations the cultural and

    Andres Tvauri LATE MEDIEVAL HYPO CAUSTS WITH HEAT STORAGE IN ESTONIA INTRODUCTION As often happens with archaeologists, the stimulus for writing this article was a discovery unexpectedly brought to light from under the ground. In autumn 2007, I had the opportunity to study a large medieval heat storage furnace (Figs. 1 and 2) constituting the central part of the hot air heating system, or hypo caust, of a former grooms’ building. It was unexpectedly unearthed in the course of construction work in the outer bailey of the medieval Order Castle of Viljandi.1 The furnace found in the Viljandi Castle was a nice but, in the context of Estonian medieval fi nds, rather ordinary discovery. In Old Livonia, roughly corresponding to the territory of present-day Estonia and Latvia, hot air heating systems in which the core was a furnace fi lled with large stones, making it possible to store heat and rid oneself of the need to con- stantly heat the furnace or the fi replace, was used in the 13th to the 16th centuries before the introduction of Dutch tile stoves in castles, monas- teries and in residential and public buildings in towns. Starting in the 1930s, such furnaces, or their archaeologically studied remains, have been found in numerous medieval buildings in Estonia. The furnace found in Viljandi induced me to look for literature about hypo causts with heat storage. With the assistance of my colleague Erki Russow, the most thorough paper on medieval hot air heating systems ever written soon landed on my desk – a thesis published by the Ger- man researcher Klaus Bingenheimer in 1998, Die Luftheizungen des Mittelalters.

This paper presents an overview of changes in history teaching/learning in the general education system during the transition period from Soviet dictatorship to democracy in the renewed state of Estonia. The main dimensions revealed in this study are conception and content of Estonian history education, curriculum and syllabi development, new understanding of teaching and learning processes, and methods and assessment. Research is based on review of documents and media, content analysis of textbooks and other teaching aids as well as interviews with teachers and experts. The change in the curriculum and methodology of history education had some critical points due to a gap in the content of Soviet era textbooks and new programmes as well as due to a gap between teacher attitudes and levels of knowledge between Russian and Estonian schools. The central task of history education was to formulate the focus and objectives of teaching the subject and balance the historical knowledge, skills, values, and attitudes in the learning process. New values and methodical requirements were included in the general curriculum as well as in the syllabus of history education and in teacher professional development. Keywords: history education, history curriculum, methodology Introduction Changes in history teaching began with the Teachers’ Congress in 1987 when Estonia was still under Soviet rule. The movement towards democratic education emphasised national culture and Estonian ethnicity and increased freedom of choice for schools. Palermo has maintained its identity over the centuries as a complex and multicultural site. In 1993 the local government of Palermo, supported by the Sicilian Region with specific Laws and funds, launched a process of regeneration of the historic centre, restoring public monuments as well as encouraging recovery of private houses. A specific planning instrument such as the Piano Particolareggiato Esecutivo (PPE) was implemented and a special office was established to coordinate activities and funding. Local community developed a pro-active attitude over the years, demanding local government to promote more cooperation and coordination between the different stakeholders involved in the recovery process. The civil society emphasised the need to intervene not only on the urban and building fabric but also on the social one, starting from the weakest sections of the population. The support of civil society, with its bottom up approach, and the strong political will of local government, determined in the regeneration of the historic centre, made possible to speed up the process.

Dear Tallinn City Centre Residents, International Women's Day is celebrated globally on March 8. This year is notable for Estonia, as two women currently lead the Estonian Republic: Kersti Kaljulaid as President, and Kaja Kallas as Prime Minister. A recent survey conducted by the National Statistics Board and published symbolically on March 8th shows that Estonian women are well- educated, hard-working, and in great physical shape. Our health is strongly connected to the environment we live in, which is why the webinar “Waste Sorting and Recycling in Tallinn” initiated by the City Center New Arrivals Council was particularly topical. Library British Library of Political and Economic Science Abstract This study investigates the interplay of collective memories and national identity in Estonia, and uses life story interviews with members of the intellectual elite as the primary source. I view collective memory not as a monolithic homogenous unit, but as subdivided into various group memories that can be conflicting. The conflict line between ‘Estonian victims’ and ‘Russian perpetrators* figures prominently in the historical culture of post-Soviet Estonia. However, by setting an ethnic Estonian memory against a ‘Soviet Russian’ memory, the official historical narrative fails to account for the complexity of the various counter-histories and newly emerging identities activated in times of socio-political ‘transition’.
