School Sport Mass Participation Programme
The School Sport Mass Participation Programme is a joint venture initiative between the Department of Sport and Recreation and the Department of Education. This initiative by the lead Department of Sport and Recreation stems from the firm belief that schools are the nurseries of the stars of the future, and hence the need to work with the Department of Education within whose jurisdiction appropriate intervention and development must be effected.
The School Sport Mass Participation Programme has commenced in all four Regions within KZN. Both the schools as well as the Department of Education have welcomed the programme. Such appreciation is evident at the equipment handing-over ceremonies where principals, learners and local community placed on record their thanks to the Department for breathing new life into sport at school level. The most disadvantaged schools are amongst the first beneficiaries of this programme and these schools and communities cherish the financial and material support as sporting activities contribute towards the discipline of the youth and thus minimises social ills such as crime, prevention of HIV/AIDS, etc.
The comprehensive plan for the School Sport Mass Participation Programme is outlined below
1. Programme Objective The objective of the programme is to facilitate participation in Sport and Recreation Activities within disadvantaged schools focussing in high crime areas, farm and rural areas and Government priority nodes.
2. Programme Values The value which underpin this programme include:
Getting the nation to play: this programme is intended to contribute to “getting the nation to play” Mass Participation : it is about the involvement of large numbers in sport and recreation activities and promoting active communities. Partnership and Cooperation: this programme is about partnerships between government at a national, provincial and local level and between government, the private sector, federations, NGO”s and communities. The underlying value is to work together in a sprit of cooperation and partnership for the benefit of the communities we serve. Unity in diversity: this programme will be used to unify diverse communities. Sport and recreation are tools to overcome difference. Fun: the programme is intended to be fun i.e. getting communities to have fun. Volunteerism: volunteerism within communities is encouraged to promote lifelong mass participation.
3. Programme Overview
159 rural, disadvantaged schools have been identified to participate in this programme. (90 Primary Schools and 69 Secondary Schools). These schools are in 9 Clusters (3 Ukhahlamba, 3 Zululand, 2 Umgungundlovu, 1 Ethekwini). Nkandla, Msinga and Umzimkhulu have a Cluster each.

4. Equipment The first phase of the programme is the provision of Equipment (6 Codes) to all 159 schools involved in the Programme. Schools will receive the following Equipment which amounts to R40 000 per school.

All schools have received Soccer and Netball Equipment. Orders have been placed for the rest of the Equipment which is expected to be delivered to schools by the 09 October 2006.
5. Personnel Appointment The appointment of Personnel to administer the programme is the second phase of the programme. The following is a detailed breakdown of all contract personnel appointed from 01 August 2006. The Cluster Co-ordinators are based at the Department of Education Circuit Offices while the School Sports Assistants are stationed at their respective schools. The Sports Administration Officers are operating from Head Office.

Interviews
Interviews for the above contract posts were conducted in June / July 2006 at the Circuit Offices / Schools in the Clusters. These interviews were conducted by both officials from the Department of Sport and Recreation and Department of Education (Sport). Circuit Managers / Ward Managers were also present at these interviews.

6. Training Training of Administrators and Technical Officials is the third phase of the Programme and it entails the following:
One official from each Province will attend a National Training Course in October 2006 in Pretoria. Workshops will thereafter be conducted locally. Two Principals, two Lead Sports Teachers and two Cluster Co-ordinators have attended a Orientation Symposium from 25 – 27 August 2006 in Pretoria. Training with School Sports Assistants and Cluster Co-ordinators has commenced. Further training has been scheduled for September 2006. Three educators / volunteers per school will train in each code (18 coaches / technical officials per school will be trained). Training will be conducted by the Federations and the Provincial Academy for Sport – scheduled for September 2006.

9. UK Link Schools
Mqedandaba High School from the Ukhahlamba Region and Mnyankanya High School from the Zululand Region have been chosen to forge links with two Sports Colleges from the UK. The purpose of this initiative is to recognise good practices in sport in schools from other countries and thereafter design similar programmes for implementation in our schools. Mr. D. R Maphumalo and Mr. S. L. Dube, the Principals of these schools, and the Lead Teachers Mr. G .R Mlangeni and Mr. M.L Mlambo will be involved in a study tour of the UK Schools in September 2006. A Linkage School Seminar was convened by Sport and Recreation South Africa and the UK Youth Sports Trust on 25 - 27 August 2006. The Principals, Lead Sports Teachers and Cluster Co- ordinators from the above schools attended this Orientation Course.
