All members of the Council are summoned to attend a meeting of Yarcombe Parish Council to be held in The Yarcombe Village Hall on Monday 3rd October 2016 at 8.00 pm for the transaction of business as set out below.
(This follows a session of Free defibrillator training in the Village Hall at 7.15pm very kindly by Paul Nally for anyone in the village that would like to attend).

5. Reports on ongoing activities of the Council
Chairman Philip Bearne of the Yarcombe Parish Community Land Trust to answer any queries members of the Parish Council may have, regarding “The Protocol which established the relationship between Yarcombe Parish Community Land Trust Ltd (YPCLT) and Yarcombe Parish Council”, being within the document approved by the board. See below for copy document for reference. Additionally, Philip will provide an update of where the Community Land Trust is with their efforts to date.
Blackdown Hills Parish Network – Steve Horner has been in touch with Catherine Bass who has provided more information about the Networks activities.

A protocol to establish the relationship between Yarcombe Parish Community Land Trust Ltd and Yarcombe Parish Council (Draft)
A Parish Council is a civil local authority found in England and is the first tier of local Government.They are elected corporate bodies, have variable tax raising powers, and are responsible for areas known as Civil Parishes. Their activities fall into three main categories: representing the local community, delivering services to meet local needs, and improving quality of life and community wellbeing. The two principal Acts of Parliament which govern the affairs and powers of parish Councils are The Local Government Act 1972 and the Localism Act of 2011
A Community Land Trust is a Limited Company registered under the Co-operative and Community Benefit Societies Act 2014, it has a board of Directors who are responsible for the proper governance for the company to its shareholders who are members of the Community and furthermore more shareholders are and will continue to be sought as we move forward
Thus Yarcombe Parish Community Land Trust Ltd is a sovereign body managed by a Board of Directors on behalf of the shareholders it should be noted that currently two of the Directors happen to also be members of Yarcombe Parish Council, and two more independent Directors are currently being sought
In so far as Affordable Housing is concerned the objectives of both the Yarcombe Parish Council (YPC) and Yarcombe Parish Community Land Trust (YPCLT) are the same however the strategies by which this objective may be achieved are different.
YPC is working under Strategy 27, which requires the preparation of a Neighbourhood Plan which is in its final stages of submission and agreement. The main reason for the PC undertaking the Neighbourhood Plan process was to address and seek to overcome the issue of the built up area boundary , the village having been decreed to be Non Sustainable Community. The plan encourages small scale developments to meet a specific housing need within the village centres - meaning Yarcombe and Marsh - and, during the process of consultation, was supported by community views that some growth should take place within the parish over the plan period.
YPCLT has been formed, at the instigation of the YPC, with the aim of providing Affordable Housing in the Parish. The purpose of the CLT is to be able to pursue this through Strategy 35 which allows for permitted development under certain circumstances including: 1. The affordable housing need in any given locality would not otherwise be met. 2. The development is within or physically close/well related to a village/the existing built form The village or small town has with a population that falls below 3,000 persons, the scheme is well designed using local materials, close to a range of community services and facilities (including four or more of a school, pub, village hall, shop/post office, doctors surgery, place of worship or public transport service) and sympathetic to the character of the settlement and has a satisfactory highway access. 3. Initial and subsequent occupancy of the affordable housing is restricted to a person(s) who: a) Does not have access to general market housing and is in housing need; and b) Is a resident of that Parish group, or has a local connection with that parish group because of family ties or a need to be near their workplace.
Thus it is important to understand that Yarcombe Parish Community Land Trust Ltd is a sovereign body managed by a Board of Directors who will to ensure: 1. A verbal report is presented to each meeting of the Parish Council as to progress on attaining the objective of Affordable Housing for Yarcombe 2. It being recognised that at times there may be confidential negotiations in progress the nature of which cannot be disclosed until concluded. 3. Any article to be published in Yarcombe Voices, or elsewhere by YPCLT will also be circulated to members of the YPC 4. In the unlikely event of there being a conflict of interest between the YPC and the YPCLT the Chair of the Board or other independent Director would be available to report matters to the YPC. 5. The YPCLT is working with the Wessex Community Land Trust Project as its mentors and they on our behalf are handling all the initial Planning enquires with EDDC, the reason being that this body has the expertise and experience in such matters having achieved many similar CLT schemes elsewhere already.
