Business Unit: Ganybu Infrastructure, Housing & Services (GIHS)

Reports to: GIHS Manager

Classification: 223311 -Civil Engineer Civil Works Trainer, Plant Operators and Civil Works Team Supervises: To assist in the planning, facilitation and evaluation of all LHAI's Role Purpose: construction and civil works programs through the application of theory and knowledge, operation of heavy plant equipment when required, supervision and mentoring of other team members. Relationship Scope GIHS Manager, Municipal & Essential Services Coordinator, Purchasing, Key Internal Relationships: Freight & Facilities Coordinator & Fleet & Member Vehicle Coordinator. Civil Works Trainer Department of Planning & Infrastructure, East Arnhem Shire Council, Key External Relationships: Northern Lands Council and Local Government of the Northern Territory (Lgant) Delegations

Staff: To supervise/coordinate and direct the work activities of the Civil Works Team.

Legislation Governing Position

 Workplace Health & Safety Act 2007, National Privacy Act 1998 Laynhapuy Homelands Association Incorporated provides developmental support services to 24 Homeland centres in North East Anhem Land with a total population of approximately 1200 Homeland members.

The Association comprises of the following Departments and areas of service delivery:

 Administration – corporate, asset and HR management functions  Primary Health Care Service – Remote Health  Community Aged / Disabled Care Service  Housing – new buildings and maintenance  Employment, Training and Community Development  Building, Essential Services and Civil Works  Mechanical workshop  Community Development Employment Program (CDEP)  Various business enterprises within the Homelands  Laynhapuy Aviation Pty Ltd.

The Association membership comprises of residents from all of our Homelands with the Executive Council being made up of from the senior mala leaders of each Homeland. A Chairman is elected from the Executive Council.

The Association was incorporated in 1986 and is endeavouring to balance delivery of developmental support services with Aboriginal traditional law and culture to achieve the organisations objectives and to meet with the aspirations of the member clans.

LHAI is also strongly committed and is corporately aligned to advance the capacity of Yolngu people in the areas of training, development and employment with a strategic focus and commitment to promoting continuous improvement, learning, empowerment and ownership for our Homeland people to achieve self management and self sufficiency in the areas of Cultural preservation, Homeland management, business and enterprise management, health, education and employment.

In consultation with the GIHS Manager assist with the following :

 Analyze survey reports, maps drawing, blueprints, aerial photography and other geographical data to assist with the planning of civil works project.

 Asses load and grade requirements, water flow rates, and material stress factor design specification.

 Assist with the development of plans and cost estimate for civil works projects.

 Plan and design transportation and / or hydraulic system and structures, following government and applicable Australian standards.

 Direct and / or participate in the survey to lay out installations and establish reference point evaluations to guide construction.

 Plan and conduct field surveys to assess new and existing sites.

 Provide technical advice regarding the design, construction or program modification and / or repairs to GIHS Manager.

Key Responsibility Area: Coordination/supervision of LHA’s civil works programs in consultation with the GIHS Manager.

 Direct the construction, operations and maintenance activities at project sites,

 Inspect project sites to monitor progress and ensure conformance to design specifications and sanitation standards, where applicable.

 Provide minimal supervision and direction to other contractors where applicable.

 Report maintenance and l or project problems occurring at sites and negotiate changes to resolve problems with IHS Manager.

 Ensure compliance of LHAI’s Policy and Procedures for work zone traffic management and site diary record keeping.

Key Responsibility Area: Perform civil works operating activities as required by GIHS Department from time to time.  Work from drawings and markers to complete all civil work and construction projects

 Undertake the following civil works activities in the Homelands and designated roads / tracks leading to Homelands:

 Operate, service and maintain LHAI’s Grader

 Gravel Road maintenance using existing and imported materials

 Table drain maintenance where required

 Measure and mark site for spreading of gravel from tippers and undertake leveling requirements of the area

 Hand excavate around the site to locate essential services e.g. Water, Telstra lines and gas lines.

 Break up paving, rock and similar materials by operating hydraulic and pneumatic breakers.

 Excavate or scrap earth, rock or rubble to correct the level and alignment of roads leading to Homeland communities.

 Operate equipment to load trucks with excavated fill and organize the dumping of fill.

 Back fill trenches where required

 Undertake other repairs to roads and other surfaces where required and perform associated traffic control activities

Key Responsibility Area: Operate Heavy Plant Equipment to complete project work as required by LHAI.  Prepare machines for operation

 Operate plant and equipment including loaders bulldozers, forklifts, excavators, rock drills, rock crushers, tractors and trucks as required.

 Load and unload equipment from low loaders and move it around work sites as required.

 Select, change and operate special attachments such as winches, scrub clearers, rippers, pile drivers and rock- breaking hammers as required for particular projects.

Key Responsibility Area:

Coordinate maintenance work on all LHAI’s Heavy Plant Equipment.

 Ensure compliance of daily, monthly and or other routine reports and checks are completed by;

 Regularly servicing equipment by cleaning, lubricating and re-fuelling and making minor repairs when necessary.

 Ensuring equipment is available to the Mechanical Services Department for regular maintenance activities according to their maintenance schedules.

 Troubleshoot equipment/process problems and recommend repairs where required.

 Maintain all tools, company vehicles and equipment provided by LHAI ensuring all resources are accounted for and maintained in accordance with Association Policy.  Key Responsibility Area: Coordinate Staff Development & Training

 Continually lead all Yolngu staff through actively mentoring and providing support mechanisms that allows them to achieve set work tasks and ultimately organizational goals

 Participate in the continual improvement of plant operating and training methods.

 Facilitate on the job training in conjunction with the Civil Works Trainer for all new employees and members of the Civil Works Team where required.

 Report back to GIHS Manager any training needs indentified during the course of work for new employees and civil works team members.  Key Responsibility Area: OH & S Management  Maintain safe work procedures with regard to all work related machinery and tools as required by the Workplace Health & Safety Act 2007.

 Ensure all systems and work procedures maintain integrity and are compliant with the Workplace Health & Safety Act and the relevant NT Codes of Practice.

 Identify hazards and assess the OH&S risk at each workplace (Homelands) and report to the GIHS Manager

 Maintain adequate reporting systems in accordance to LHA[ policy and the Workplace Health & Safety Act 

Job Specification As Civil Works Coordinator Experience Essential:

 Previous practical experience in civil construction.  Demonstrated experience in gravel road maintenance and road construction techniques. Doc.No: HR/JD- 128 C i v i l W o r k s C o o r d i n a t o r P a g e | 6  Previous practical experience in road construction (Unsealed) and associated compaction techniques  Previous practical experience in the operation and associated maintenance activities of heavy plant equipment including loaders, bulldozers, forklifts, backhoe, excavators and rock crushers and breakers.

Desirable:  Experience in remote airstrip and rubbish tip construction Knowledge and Skills

Essential:

 Ability to obtain NT Heavy Combination/Multi Combination Drivers Licence.  Current Traffic Control Ticket- WZ2 & WZ3  Licence for all heavy plant equipment listed above.  Ability to train, support and mentor Indigenous employees and members to achieve organisational goals and the necessary competencies for individuals to perform effectively at their work, with their businesses and in their communities leading to the accomplishment of self sufficiency and self determination.  Ability to communicate effectively in a cross-cultural environment

Desirable:  Computer Literate- Microsoft word, excel & email.  Knowledge of current OH&S legislation and safe work practices underlining civil work and heavy plant operations.
