AREA PANEL COMMUNITY PARTNERS

1.0 Matter for consideration

1.1 To consider the identification of three community partners, to serve on the Area Panel.

2.0 Recommendation(s)

2.1 To identify three potential community partners and two reserves to serve on the Panel.

3.0 Summary of Key Issues/ Background

3.1 The review of the Council’s Area Forums and Working Groups was agreed by Council at its meeting on 23rd January 2008. The Council asked the Policy, Overview and Scrutiny Management Committee to consider how each Panel should appoint community partners. That Committee agreed a list of potential community organisations from which Community Partners can be drawn. This is attached at Appendix 4(a). The Panel can choose community partners from this list or identify another organisation not on this list who it is strongly recommended would work towards COMPACT status, who could be added to this list. Organisations are identified on a thematic basis. 3.2 Each Panel is asked to identify 3 potential community organisations to partner with, with 2 reserve organisations, ideally from different themes. These organisations will then be asked to confirm whether they are willing to provide a representative to serve on the relevant Area Panel and whether they will be willing to work towards achieving COMPACT status. Organisation are not at present required to achieve COMPACT status to become a Community Partner, but the Council’s Policy Overview and Scrutiny Committee has agreed that Community Partner organisations be strongly recommended to join and that a review of which Community Partner organisations have COMPACT status be undertaken by that Committee in 12 months time. An introduction to the Blackpool Compact is attached at Appendix 4(b).

3.3 Should the Panel wish to identify an alternative community organisation to those listed, the criteria attached at Appendix 4(c) needs to be considered.
