Prevention Certification Board of New Hampshire December 15, 2010 Meeting began at 8:30 at CHI at 501 South Street, Concord, NH

Present: Diane Casale, Kelley Hobbs, Donna Arias, Bob Thompson, Judy Fournier, Cyndi Desrosiers (Admin), Katy Kopp (BDAS Personnel), Jodi Clark (guest), Diane Pepin (NH Training Institute), Jackie Valley & Shannon Quinn (Providers Association), and Marshall Rosier (CT Certification Board)

CCB: Meeting began with an overview of the CCB Distance Learning Training Program information provided by Marshall Rosier from CT Certification Board, Executive Director.

Marshall provided a thorough description of the distance learning opportunity that many states are participating in order to offer trainings in a convenient method. A fall catalog was shared that desribed fee’s involved with several different packages NH could purchase, we could partner with other states, sell to other states or have CCB partner with us; a variety of combinations was considered and explained by Marshall. Basically, trainings are completed on-line (although hard copy and CD is available). The content of the curriculum is taken from NIDA, TIP’s & TAP’s, all evidence based SAMHSA material – Science to Service model. A pre/post test is used to evaluate student’s evidence of understanding. There are 2-year agreements currently that we could participate in with CCB, courses and costs can be modified if desired. Science to Service/CCB credit and follow parameters of the program would be the expectations at minimum if we alter and modify to better suit NH needs. There were also three methods described as options available to NH. 1) CCB does all the work and we market the program, 2) partnership, we do the work and get the benefits and 3) Pre/Post by fax to CCB, they do the scoring. CD option is also available, this is a self- paced program, no limit on completion between the pre/post timeline. As far as initial reaction, there are benefits and issues to be considered:  Personnel would be necessary to track participants, communication with CCB or partners in this program, handling of fee’s, policy making, database to track participants  Free technical assistance from CCB  Most of the courses are not prevention courses,  Partnership/collaboration with NH Training Institute  Clearinghouse should become aware of this opportunity Regular Board of Director Meeting resumed at approx. 10:30 am. Review of Minutes: Motion to accept November 17, 2010 meeting minutes by Diane Casale, seconded by Judy Fournier.

Treasurer’s Report: Diane presented financial reports. Motion made to approve reports by Bob T. and seconded by Donna A.

Note: Bob T. asked the minutes reflect that the presentation by CCB is one of the reasons the NH Certification Board should continue to attend the IC&RC conferences.

Contractor’s Report: Cyndi reported one CEU application. One resignation on the Peer Review committee that will need to be filled; also noted that a second meeting is necessary concerning conflict with by-laws.

Kelley, Judy F. and Tim had telephone conference concerning Ethics Training applications/trainings with more conversation to follow. Kelley reported that she contacted other boards and there does not appear to be any set standards for the ethics training except they all are sure to include “stages of moral development, and decision making model”….we were hoping to determine the difference between the standard Ethics trainings and CPS Ethics Training in order to meet criteria for the CPS ethics guidelines. No further action from the By-Law Committee concerning conflict of interest policy.

Diane Pepin stated Ethics Training protocol is important in order for the training institute to guarantee the appropriate CPS trainings. Kelley to write up recommendations of an appropriate ethics training for Peer Review to review and report back to board and Diane P.

Peer Review: Tim not present

Diane Casale reported on December certification exam. 10 applications, one person did not show. Tests sent out. Suggestions made to show appreciation to the Liquor Commission for use of the testing space. Diane to determine a purchase; all agreed. 4 meeting dates have been confirmed for future testing. Diane to check with IC&RC on certificates owed to those specialists who have achieved prevention status.

Bob T. suggested we give an initial response to Marshall at CCB with an overall thank you, confirm next steps, if any, we decide to take. Consideration will be given to who else should join in on this conversation involving distance trainings (LDAC board member, Katy to Kelley)
