Description of the purpose and desired outcomes In the framework of the UN International Strategy for Disaster Reduction, the International Consortium on Landslides (ICL) supported by the main UN Organizations such as UNESCO, WMO, FAO, UN/ISDR, UNEP and UNU, launched the 2006 Tokyo Action Plan, to be implemented as a part of the Hyogo Framework for Action 2005-2015 adopted at the United Nations World Conference on Disaster Reduction. The Tokyo Action Plan defines four main global cooperating fields: - improving technological development - understanding landslide mechanisms and impacts - capacity building - planning mitigation, preparedness and recovery actions The main purpose of the Special Workshop is to build a Pan-European integrated and co-ordinated strategy for the implementation of the Action Plan, with the involvement of the European Commission and other European organizations.

Description of the Organization proposing the Special Workshop The International Consortium on Landslides (ICL) established in 2002, is an international non- governmental organization supported by numerous main UN agencies, scientific associations and programmes, as well as national governments of several countries in Europe, America and Asia. The Consortium includes the major scientific national organisations, academic institutions, regional and governmental organisations, international non-governmental organisations involved in landslide research and landslide risk management. A global multidisciplinary International Programme on Landslides (IPL) has been launched to conduct international cooperative research and capacity building on landslide risk mitigation, notably in developing countries. An European Centre of ICL (ECL) was established in 2006 in Italy with the aim of establishing a closer link with European funding agencies and research organisations.
