Agenda topics 1. PROPOSAL PRIORITIZING COUNCIL DISCUSSION One person was not able to attend today and submitted her prioritization. Since others were not offered the opportunity to do the same, the Council will not consider her prioritization. The Council decided, under the circumstances, that a proposal that was submitted late (Monday morning after the Friday midnight deadline) will be included for consideration. The Council agreed to take a mid-morning break; lunch will arrive between 11:45 and noon. (Recorder’s note: all rankings were agreed by consensus. Each proposal was discussed and placed in the ranking one at a time.)

Proposal 1 was a “no” when the proposals were sorted in March.

Proposal 2 – Biology Faculty Full-time temps have been used for the last 3 years and overload is part of the justification. The adjunct pool is weak. Nursing no longer has a wait list, but they prioritize current COD students when reviewing applications to the nursing program. This position was #2 on last year’s priority list and #1 of the faculty list last year. COD is obligated to teach biology at CSUSB PDC beginning Fall 2009. CSUSB will fill the classes and COD instructors will teach them. The college gets the credit for the FTE apportionment. This accounts for approximately 12 SIUs per semester. Ranked #1 by default.

Proposal 3 – Math Summer Bridge This was one that Council could not determine because more data was needed. No additional data was provided. There was opinion that CPC not reject the proposal outright. There was opinion that CPC needs to set a precedent regarding the importance of providing sufficient information, so this proposal cannot be ranked high. It was placed at end of the list with indication that CPC still doesn’t have enough information.

Proposal 4 – Physical Science Lab Tech Doug MacIntire reviewed the additional information that was provided. This is a full-time position. This one ranked second, after the biology faculty proposal.

Proposal 5 – EVC bilingual secretary Withdrawn by author.

Proposal 6 – EVC/MC Lab Liaison Ranked before physical science lab tech, after biology faculty.

Proposal 7 – Enhance DSPS Website Functionality Ranked after physical science lab tech.

Proposal 8 – Conduct Student Focus Groups Ranked before DSPS Website Functionality.

Proposal 9 – Adjunct Bilingual Bicultural Counselors After EVC Lab Liaison, but before or after Physical Science Lab Tech? This counseling position has to do with mental health, not academic counseling. There was brief discussion about the importance of all counselors and the number of students served. Ranked before the Physical Science Lab Tech.

Proposal 10 – Learning Disabilities Specialist It was noted that additional information was requested and it was not provided. All proposal authors have representatives in the room who should be able to speak on behalf of the proposal. This position has been needed for 10 years and has repeatedly been ranked high. There is only one staff person and it takes approximately 16 hours for each assessment, approximately 250 students, and there is a waiting list. This is a mandated activity and we are out of compliance. Ranked after EVC Lab Liaison, before Adjunct Bilingual Bicultural Counselor.

Proposal 11 – Medical (Clerical) Assistant to Student Health Services Hilb is staffed fro 8 am to 7 pm, adjuncts stagger hours to cover. Office closes at 1:00 pm on Fridays. This assistant would complete paperwork so medical personnel could do medical tasks. Our Classified union is concerned about having non-classified staff doing too much clerical work. Ranked after Physical Science Lab Tech, before Student Focus Groups.

Proposal 12 – Nursing Skills Lab Coordinator This proposal had previously addressed incorrect goals, so they changed their justification to address the current goals. This is a full time position, tenure track to be paid by general fund, no longer soft money. Ranked after Assistant for Health Services and before Student Focus Groups.

Proposal 13 – Nursing Simulation Lab Coordinator Full-time, faculty position, tenure track, grant expires in 2010. The division said this proposal was less important than nursing skills lab coordinator. Rank: placed after Student Focus Groups and before DSPS Website Functionality.

Proposal 14 – Secretarial Support (Program Review) HS/ECE This proposal was rewritten to address correct goals and they submitted considerable additional information. The division has 11 grants requiring quarterly, semesterly, and annual reporting. This is #4 on their list. Ranked just after Nursing Simulation Lab Coordinator.

Proposal 15 – Facility Coordinator HS/ECE The division ranked this #1. There was discussion as to whether or not CPC would consider and respect the division’s ranking of their own proposals. It was decided that CPC would maintain the order of a division’s proposals, even if there are other proposals in between. This proposal is for release time for four faculty. Ranked before the division’s #2.

Proposal 16 – Admin Assistant – President’s Office There was additional information provided regarding office demands. Ranked after Learning Disabilities and before Adjunct Bilingual Bicultural Counselors.

Proposal 17 – Umoja Project No additional information was provided when it was requested. Ranked after Nursing Simulation Lab Coordinator and before Nursing Secretarial Support.

Proposal 18 – Implement ESLN Assessment Test This is now a recommendation from the recent site visit; we are out of compliance. There was opinion that if we are out of compliance this ranks higher than biology faculty. This proposal would service approx 2,000 students. The consequence of not doing this: adverse effect on funding and accreditation standing. Because it takes 2 years to validate the test through the Chancellor’s office, we should get started. Ranked in the #1 position.

Proposal 19 – Disaster Recovery Farther outlying areas were considered, but were found to be too expensive. Ranked after Learning Disabilities and before Admin Asst President’s Office.

Proposal 20 – Network Support Specialist Bina Isaac summarized the data provided as to the additional duties IS does now, as compared to 10 years ago, without adding any additional staff. Chancellor’s office standards were also submitted. Because this affects so many functions on campus, it was ranked before Biology Faculty, in the #2 position.

Proposal 21 – Assessment Testing Preparation and Review Supplied more data as requested. This is for pre-placement help for all students, not just MESA. It is common to hear about students who were not placed in the right class. There are a number of ways for us to address this problem. The K12 folks are asking us to consider test prep tools and also to reconsider our placement test in the first place. Ranked after DSPS Website and before Nursing Simulation Lab Coordinator.

Proposal 22 – Provide Testing at EVC This proposal is to provide testing where the students are, particularly Indio and Mecca locations. Ranked after DSPS Website and before Assessment Testing Preparation and Review.

Proposal 23 – Online Scheduling Online scheduling for assessment tests. Staff currently take telephone reservations. Registering online would be an option, not a requirement. This could affect many students. Ranked after Admin Asst President’s Office and before Adjunct Bilingual Bicultural Counselor.

Proposal 24 – Lab Support for English 51 Additional information was provided. Eng 51 now includes a lab component. This impacted the ASC by 1/3. They opened up an additional room. This proposal is for staffing. This is a course requirement. This was the area’s priority #1. There was opinion that a physical science lab tech is also a safety issue so the English 51 Lab support would rank lower. There was also opinion that this affects so many students and is a basic skills matter. Ranked after Biology Instructor and before IT Specialist. It was suggested that the college should have an automatic process by which adding additional sections would automatically trigger these support functions.

Proposal 25 – Software Licensing The ASC has no budget for software licensing for Skills Tutor and Read On software. This proposal covers 3 years of license renewals and will support English 50 and all reading students and most ESL students. This software would impact the EVC and MTC lab liaison, so should be placed before that proposal. Ranked above EVC and MTC Lab Liaison and after Lab Support for Eng 51.

Proposal 26 – Dialogue With and Survey Students We have the survey instrument; this is the dialogue piece. We use Zoomerang now, but Zoomerang has confidential items that would then be accessible to everyone, so we need a different tool. Chris Nelson (author) suggested placing this toward the end of the list. Ranked at the end, after Nursing Secretarial Support. Proposal 27 – Lab Support for ESLN Basic Literacy Could be used for lower levels of ABE and ESLN, so it serves a smaller number of students. This proposal was placed just before the other one, Dialogue With and Survey Students.

Proposal 28 – Expand Software License for Pronunciation Power Consistent with the division priority, this proposal was placed at the end, after Dialogue With and Survey Students.

Proposal 29 – Tutoring Services at Expanded EVC The current DACE fund produces only approx $1000 annually. Tutoring would like to have a fund to support tutoring at EVC and MTC. Although this is currently in the ASC area, the college will hire a tutoring coordinator, so this proposal should be considered in a different category, out of the ASC. Ranked just before Adjunct Bilingual Bicultural Counselor.

Proposal 30 – Tutoring 1 There are approx 90-100 tutors per year. This proposal is for full-time secretarial support. This is a major service area of the college and there is currently no clerical support. There was discussion about placing this proposal near the one for Tutoring Expanded at EVC. The Council noted that as items are inserted, some are being bumped lower on the list. When all the rankings are finished, Council will review the whole list and see if anything needs to be reconsidered. Ranked after Nursing Skills Lab Coordinator and before Student Focus Groups.

Proposal 31 – Tutoring 2 (ESLN) There is currently no tutoring support for 6 levels of ESLN and ABE. Ranked after their #1 which is Tutoring 1 (Clerical Support).

Proposal 32 – Tutoring 3 (Math and LC) These activities are currently being supported with soft money; tutoring would like general fund support. Lecture and lab now both in the classroom, not separate. Soft money funding will end the end of June. There was opinion that if we are considering institutionalizing this activity, there should have been an assessment to determine that this model works better for our students than our old way. Ranked after Testing at EVC and before Assessment Testing Prep and Review.

Proposal 33 – International Program Development Specialist Additional data was requested, but not received probably because the director was out of the country. The college is being approached for these types of activities so the program is anticipating an increase in activity. The proposal is also proactive, helping us to promote this activity. There was brief discussion about hiring a full-time person for something that isn’t yet fully developed, however, a new program will not develop if the college does not direct resources in that direction. Adrian (representing the author) suggested placing this last as it is still in the developmental stages, but nevertheless a considerable potential for the college.

Proposal 34 – Research Analyst Student Services Data This is an area-specific research person to liaison between Student Services and Research and IS. There was discussion about whether or not the college has made an institutional decision to centralize research, some believing that it had in the Office of Institutional Effectiveness. It was noted that this analyst could be located in Student Services or in the research office. It was noted that some programs have specific data needs, in addition to those of the general college, regardless of where the person works. It was noted that a data position was on last year’s priority list and the college still needs an additional person in this area. Ranked after Biology Faculty and before Lab Support for Eng. 51.

Proposal 35 – Expanding Counseling at EVC Locations This position will also help guide us as we develop student services in the east valley in general, so it’s more than just another counselor position. Ranked after Software Licensing and before EVC and MC Lab Liaison.

Proposal 36 – Nursing Counseling Nursing evaluation was yesterday and the program approved for another 4 years. Their highest commendation was in their counseling. The position is supported by grant funds. If this were district funded, the position could also provide support to other health science programs, but is now limited to only RN students because of the grant funding. There is great need for counseling that this person is not allowed to do. The number of students served would go from 240 to over 400, so it would be more in line with standard practices. Ranked after Online Scheduling and before Tutoring Expanded at EVC.

Proposal 37 – Clerical Support for Counseling/Career/Transfer Centers Currently have a part-time position, looking for full-time to work together with one existing full-time position. There are no district funded positions in this area that serves most if not all of our students. Ranked after Admin Asst in President’s Office and before Online Scheduling. New Proposals Proposal 38 – History Faculty Position Generally, we don’t automatically replace anyone who retires without a discussion about the need for the position. There are 3 FT instructors now, one of the largest areas in this division, but this is the only one who teaches World Civilization courses.

As far as process, we should first decide yes/no before we consider its rank because this is a new proposal. The data used for faculty proposals should be comparable. This data did not come from Research as did that of the Biology position. Council decided the proposal was a “yes”. It was noted that the adjunct pool is limited, and the department has cut back sections for history next year. Ranked after Lab Support for Eng. 51 and before Software Licensing.

Proposal 39 – Articulation Officer This was on the priority list last year. This is a campus-wide position even though the person sits in counseling. It is a required position and includes work with high schools and 4-year institutions. This was one of the college’s weaker components in our last accreditation self-study. Council voted “yes” for this proposal, then ranked it after ESLN Assessment Test and before Network Support Specialist.

Proposal 40 – MTC Secretary Bilingual Full-Time position This missed the deadline in February because of the uncertain status of Mecca at that time. Now that we know how much activity is out there, this position is important, and answers the phone. Voted as “yes.” Rank first proposed at #3, once we decide to open a location, we should staff it. College Planning Council does not consider the 50% rule when ranking. Rank #2 after ESLN and ahead of Articulation Officer.

Proposal 41 – Turfgrass/Horticulture Faculty – Replacement Former tenure track person left before tenured. Current faculty is overworked and safety is in question. The Council voted “yes” for this proposal. This position was high on last year’s list, but that is no guarantee of placement this year. The History department has more students. Nursing has more students. There was discussion about the relative value of the faculty positions, such as, students in the program, whether or not the course is general ed. Ranked after Nursing Counselor and before Tutoring Services Expanded at EVC.

Now, Council will view all the proposals as ranked and see if the placements still seem appropriate. There was a question about the ranking of the Nursing items and they were deemed appropriate by the representative. When faculty hiring is considered, faculty positions will be pulled off the priority list and considered separately, so the ranking of the other items in between does not matter. Council confirmed that this is a recommendation going forward to another body, understanding that the prioritization could change and that all of these proposals are considered priorities. The record will show that the Council unanimously agreed with this ranking. The resulting list was reviewed as a whole and deemed correctly sorted.

All of the ranked proposals were deemed important for the college to implement. Each proposal was discussed and placed into the ranking based on its relative importance as to urgency, mandate, number of CONCLUSIONS students served, accreditation, college goals, safety, etc. When completed, the ranking was reviewed for consistency and deemed acceptable as listed above with unanimous approval.
