ANDREW 12 BILLINGSLEY, OF RICHLAND COUNTY, ON THE RELEASE 13 OF HIS NEW BOOK, YEARNING TO BREATHE FREE: 14 ROBERT SMALLS OF SOUTH CAROLINA AND HIS 15 FAMILIES, PUBLISHED BY THE UNIVERSITY OF SOUTH 16 CAROLINA PRESS. 17 18 Whereas, the South Carolina House of Representatives is pleased 19 to note that Dr. Andrew Billingsley, of Richland County, is the 20 author of an important new book, Yearning to Breathe Free: 21 Robert Smalls of South Carolina and His Families, published by 22 the University of South Carolina Press; and 23 24 Whereas, released in May 2007, the book chronicles the life of 25 Robert Smalls, the “audacious Civil War hero and visionary South 26 Carolina statesman,” and “places [his] heroic achievements, 27 abiding commitment to his families, and his championship of 28 universal public education against the backdrop of the changing 29 fortunes of the larger black community” (Darlene Clark Hine, 30 author and scholar, in her review); and 31 32 Whereas, Dr. Billingsley, eminently fitted to write such a volume, 33 is a professor of sociology and African-American studies and 34 senior scholar in residence at the Institute for Families in Society 35 at the University of South Carolina. He served as a professor and 36 chair of the Department of Family Studies and a professor of 37 sociology and African-American studies at the University of 38 Maryland, as president of Morgan State University, and as provost 39 at Howard University; and 40

1 [4042] 1 1 Whereas, among his previous books are Mighty Like a River: The 2 Black Church and Social Reform, and Climbing Jacob’s Ladder: 3 The Enduring Legacy of African-American Families; and 4 5 Whereas, for his exemplary scholarship and writing, Dr. 6 Billingsley has been made the recipient of the 7 DuBois-Johnson-Frazier Award from the American Sociological 8 Association and the Distinguished Scholar Award from the 9 Association of Black Sociologists. He was also featured in the PBS 10 documentary Blacks in the Civil War, narrated by Morgan 11 Freeman; and 12 13 Whereas, Dr. Billingsley has enriched our understanding of a 14 critical period in the history of our State and nation in his seminal 15 new work, and the House of Representatives takes great pleasure 16 in congratulating him on its recent release. Now, therefore, 17 18 Be it resolved by the House of Representatives: 19 20 That the members of the South Carolina House of Representatives, 21 by this resolution, recognize and honor Dr. Andrew Billingsley, of 22 Richland County, on the release of his new book, Yearning to 23 Breathe Free: Robert Smalls of South Carolina and his Families, 24 published by the University of South Carolina Press. 25 26 Be it further resolved that a copy of this resolution be forwarded to 27 Dr. Andrew Billingsley. 28 ----XX---- 29
