PUBLIC HEARING APRIL 19, 2004

Presiding Officer President Doyle A. Valdez

On this the 19th day of April 2004, at 7:00 p.m., the Board of Trustees of the Austin Independent School District convened in the Reagan High School Cafeteria, 7104 Berkman Drive, Austin, Texas. The following members were present, to wit: Cheryl Bradley (arriving at 7:20 p.m.), Johna Edwards, John Fitzpatrick (arriving at 7:08 p.m.), Rudy Montoya, Jr. (arriving at 7:12 p.m.), Robert Schneider, Ingrid Taylor, Doyle Valdez, and Patricia Whiteside. The following member was absent, to wit: Ave Wahrmund.

President Valdez called the public hearing to order at 7:03 p.m.

The Board found and determined that, in accordance with the policies and Order of this Board and with Chapter 551 (Open Meetings) of the Texas Government Code, as amended, the notice of the meeting has been properly complied with, including the posting of notice as to time, date, place of the meeting, and the subjects to be discussed at said meeting.

Approve Agenda

Ingrid Taylor made a motion that the Board of Trustees approves the agenda. Robert Schneider seconded the motion.

The motion passed unanimously.

Public Hearing on Bond Election

President Valdez opened the meeting with introductory remarks related to the 2004 Bond Initiative. Mr. Valdez expressed appreciation to the members of the Citizens Bond Advisory Committee for developing the comprehensive report for Board consideration.

Staff Presentation on Bond Proposal

Dr. Pat Forgione, Superintendent, provided an overview of the needs related to the proposed 2004 Bond Initiative. The Citizens’ Bond Advisory Committee made a final recommendation to the Board of Trustees in the amount of $420,381,033. The CBAC categorized the projects into three areas: overcrowding affecting student learning, providing a safe and secure learning environment, and protecting our current investment by replacing worn out facilities. Paul Turner, Director of Bond Development and Execution, reviewed the membership of the Citizens Bond Advisory Committee (CBAC) and the details of the recommendations for the proposed 2004 Bond Initiative.

Public Comment

Keith Rutledge, a teacher at Travis High School: support for including a new science and technology wing at Travis High School.

Mary Canning Cardenas: inquiring about proposed keyless access to District facilities.

Barbara Hankins: recommending to change the date of the bond election to November 2004 along with the Presidential election.

Connie Williams, a McCallum High School parent: support of adequate funding for the Fine Arts Academy at McCallum High School, including the addition of a Performing Arts Center.

Eugene Williams, a student at McCallum High School: support adequate funding for the McCallum High School Fine Arts Academy.

Edgar A. Whitfield, member of the 1996 Bond Committee: support of including a new middle school in northeast Austin.

Michael King, an LBJ High School parent: support of bond items for LBJ High School, including fine arts complex.

Erica Diaz, a student at Travis High School: support of adding new science labs and technology classrooms at Travis High School.

Linda Pous, a parent at Travis and Anderson high schools: support of needs at Travis High School, including technology classrooms and needed renovations.

Any Rodriguez, a student at Travis High School: support of science and technology wing for Travis High School in the bond initiative.

Spencer Pous; a transfer student at Travis High School: supportsr including the upgrade of the communications and technology departments at Travis High School.

Albert Garcia, a Travis High School student: consideration of needs at Travis High School in the bond initiative.

Bryan Smith, a Travis High School parent: supports Travis High School receiving renovations to meet the Texas Education Agency education specifications.

Annie Marks, a student at Travis High School: support for including renovations at Travis High School, including science labs and technology opportunities.

Karen Marks, a former student and current parent of Travis High School: concerns regarding lack of equity at the high school level, including science labs and technology.

Nancy Taute, a parent at Travis High School: support of adequate facilities at Travis High School.

Angela Frankhouser, the science chair at Travis High School: support of additional consideration of Travis High School needs, including science classrooms.

Quentin Fennessy, the president of Circle C Homeowners Association: support for bond initiative, including additional funding for the construction of a middle school in southwest Austin, construction of Performing Arts Center at McCallum High School, construction of science wing at Travis High School and environmental stewardship.

Stephanie Castro, a student at Travis High School and member of Communications Academy: support of including technology and science wing at Travis High School.

Gail Nicholson, parent of a McCallum Fine Arts Academy student: support of functional equity for dance instruction.

Lorraine Chammah, parent of a McCallum High School student: concerns regarding handicapped access at McCallum High School and the District’s support of the Fine Arts Academy.

Petra Dominguez, parent of a Travis High School student: support for included the needed renovations at Travis High School.

Russ Hodes, resident of the south Austin community: support for including the needed science and technology wing at Travis High School, the construction of a new middle school in South Austin, the performing arts center at McCallum High School; and problems with data related to south Austin.

Stephanie Jones, parent at McCallum High School: including the renovation needs at McCallum High School and expansion of the bond initiative.

Larry Camp, a McCallum High School parent: support for McCallum High School Fine Arts Academy facility renovations.

Jobeth Worden, support of bond initiative expansion to include keyless entry, soccer fields and swimming pool for Reagan and LBJ community; and use of temporary facilities.

Ed Theriot, director of the Texas Memorial Museum: support of including the new science labs and technology classrooms at Travis High School.

Dolly Lambdin, parent of a LBJ High School student: support for bond items of covered slab areas at elementary schools for physical education and support for bond items for LBJ High School fine arts renovations.

David Ray: support of one bond initiative, not broken into four; support of softball fields in south Austin; support for marquee message boards at activity centers; needed parking garage at House Park, and renovating the dressing facilities at Nelson Field and House Park.

Tim Mahoney, member of the South Austin Citizens Association: support for including the science and technology expansion at Travis High School.

President Valdez announced the next Public Hearing on Tuesday, April 20th, at Covington Middle School; and two Board Work Sessions scheduled for the Board to continue discussing the proposed 2004 Bond Initiative on Tuesday, April 27th, and Monday, May 3rd, in the Board Auditorium.
