1. President’s Report: As attached.

2. Secretary’s Report: This was Barb Richards last meeting as secretary after 17 years service to the zone. She thanked all clubs, DCs and Secretaries for their help over the years and for dealing with the many changes, and associated paperwork, that had been produced over the years. Barb returns to Tibet to continue her work with underprivileged children in May 2008.

At the conclusion of all the reports, the meeting was handed over to Zone Representative Leonie Lang to chair the election of office bearers for the coming year.

8. Election of Office Bearers: All positions were declared vacant and nominations received as follows:

President's Report, CZ AGM

The past year has been a good one for Central Zone with many successful schools, events and productive meetings. There are many people who are responsible for this. Thank you firstly to all the Executive, the Zone Events sub committee, the Zone Chief Instructor and the DCI/ZA panel, the Zone Examining Secretary and all the course creditors. Thank you to all those who have judged at our events, all the clubs who have run the events and all the riders and their parents who have come along to support our Zone events. All these people have contributed in no small way to our happy and successful Zone.

This last year we have seen the formation of our Zone Events sub committee, which has made a huge difference to the general workload at events. We have seen the formation of an official Zone Gear checking Panel which ensures that our gear checkers are fully conversant with all the new gear rules at Zone events. We have formed a panel of judges who are proven suitable to judge in all Pony Club rings at agricultural shows and gymkhanas. Hopefully this will eliminate some of the problems that were taking place due to judges not being familiar with Pony club.

I have been asked on several occasions why it is that I am stepping down this year as Zone President after serving only two years. The reason is that I did not seek this position and only agreed to take it on after there was absolutely no one who was prepared to do it. I have enjoyed the position, it has been very stimulating and I have been lucky to work well with other members of the executive.

During the past 30 years whilst I have had four children going through Pony club, I have always been in a club executive position. I have also served as Zone Secretary, Zone Examining Secretary and Zone Chief Instructor. It is time now that I step back, make way for fresh ideas, enjoy my own club, my DCI work and my family.

I shall still be happy, however, to help out with instruction at other clubs on a voluntary basis in emergency situations when I am available and to judge when required.

I have one outstanding wish which I would have liked to have seen set in motion during my time in office (and would still like to see it discussed by the Zone Committee) and that is to consider having a ground where all our Zone events can be held. It would be great to have our own Zone shed built which would house all our own equipment and provide a place to display all our Zone trophies. Maybe our Zone meetings could be held there. Some of our Zone schools could also be run there. Clubs would be rostered to do the setting up and clearing up at events and schools. In my experience this works very well in other Zones. I do know of a very suitable central venue on a club ground where interest in such a scheme has been expressed. It just needs to be discussed and followed through if the Zone would consider it.

On behalf of the Zone I would especially like to thank Barb Richards who has worked as Zone Secretary for so many years and done such a dedicated job. I wish her all happiness for her future. Also a final thank you to Norm Glenn who will be missed. I know we all wish him well for the future also.

Welcome now to our forthcoming new Executive, and to Leonie Lang our new Zone Rep. I hope you will all enjoy your roles.

Zone Rep’s Report, CZ AGM

The PCAV State council had their AGM on August 28, 2007, where I was elected as your Zone Representative. Everyone should have received a copy of the Annual Report, so I will just summarise some of the main topics discussed.

Jan Faulkner, the President, commented on the purchase of new office premises for PCAV at Mulgrave, the new rules books, the need for everyone to have a Working With Children check by July 1 2008 (free for volunteers), the decline in membership over the last 2 years and the State Championships held throughout the year. The new premises will continue to be called “Irving House” in honour of Miss Kay Irving, who did so much for the establishment of Pony Clubs in Victoria. The PCAV was successfully represented at the National championships held in Toowoomba, Queensland during July, where about 40 riders competed. We also had 2 riders representing Victoria in the Australian teams sent to the USA for the InterPacific Rally and International Mounted Games. One of these riders, Amy Holland, had recently gained her “A” certificate and she later gave a talk about the USA trip and urged all riders to make the effort to do all the certificates.

James Fitzpatrick, the Executive Officer, discussed the Membership Database. 191 clubs are now registered to use the Online membership and Website Database and over 100 clubs have their own website. James encouraged clubs who currently don’t have a website to have a look at some as they are a great way to keep members up to date with events. It is free to set one up using the PCAV database. He also discussed the membership reduction and considered that the main factor was the drought and high feed prices. The Treasurer’s report showed a strong financial surplus, but James explained that this would be significantly reduced when the new premises at Mulgrave were paid for and re-furbished.

Clare Lewin, the State Coaching Director, commented on the resources that had been developed this year. The Dressage training DVD series is highly recommended, the Efficiency Certificate worksheets have been up dated to align with the July 2006 Pony Club Australia Syllabus of Instruction and a manual for “C” certificate has been written, with “D” and “D*” to follow.

Norm Glenn reported on the activities of Central Zone and highlighted many of the personal and team achievements during the year. He also congratulated Barbara Richards and Glenda Perry on being awarded Life Memberships, Janice Ray for her Outstanding Service Award and Lauren Kalms of Findon for her Award of Merit.

Zone Examining Secretary’s Report, CZ AGM

I have only recently taken over this job from Karen Butler. Firstly I would like to thank Karen for her years of service.

During 2007, 47 riders were put through the certificate process. We have applications outstanding for at least a further 20 or so, some of which have booked dates, but whether they go ahead depends on advice at this meeting due to the threat of equine influenza.

I am in the process of writing an instruction manual as to how to do the ZES job. There is a 4 Reg. No. A0026915H 4/30/2018 description on the PCAV website of the ZES responsibilities (organise C exams etc), but nothing to give the step by step process of how to do it, (what forms and letters to send when and where and to whom). I am therefore making a pro forma of all letters required etc.. This will help me to check that I am correctly following all the steps required and hopefully it will also make it easier for all future ZES’s to take over the job when required. I also purchased a roller box, folders etc to keep all the paperwork in order.

It can be a lengthy and time consuming process to book examiners. Perhaps a better system would be to have email contact for all examiners and I could advise them as a group, of dates examiners are required? They could then reply as to whether they are available for any of those dates? Do you think this would be a feasible way of doing it?

We currently have less than 20 potential examiners on the books, which may seem like plenty, however several of those are unavailable for parts of the year or have limitations etc. Perhaps we should encourage more people to make themselves available as examiners? We could run an info day on how to be an examiner. It is not a huge commitment, they may only be called to examine once a year or less.

Zone Chief Instructor’s Report, CZ AGM

Jamie Murray ran a successful two day school at Macedon for the senior jumpers. Brenda Mitton held a successful Educating-the-Educators for the ten years and under, at El Castillo, Bolinda. Sue Leslie ran a similar school for coaching the instructors with junior riders at Broadford Pony Club. A junior show jumping school with Sally Francis was held in perfect weather at Riddells Creek and one was held with Allan Mitchell for the junior riders at Lancefield Pony Club. A Dressage school for all levels was held with Lisa Young and Alison Van Weenan which helped people to accurately mark dressage tests from grades 5 through to grade 1. As a result we have new judges.

The Boy’s Camp, Allan Mitchell’s Grade 5 jumping school and Sue Leslie’s Educating the Educators have all been cancelled as PCAV recommend that Pony Club does not hold rallies and events for the rest of the year.

Rhiannon Stammers from Riddells Creek attended the PCAV run ABK weekend in the Barwon Zone and said it was absolutely fabulous. The 3 K candidates who had hoped to attend were busy organizing and running their own club Combined Training Day. Our H candidate is fully committed elsewhere.

Many clubs have been visited this year by DCI’s and ZA’s but not all will be, due to the equine flue lock down. I would like to thank the DCI and ZA panel, all clubs, personnel and riders who have helped make all the above happen.
