MEMORANDUM FOR JROTC Incoming LET I Cadets

SUBJECT: JROTC Program Requirements SY 2016-2017

1. The program is designed to teach high school students the value of citizenship, leadership, service to the community, personal responsibility, and a sense of accomplishment, while instilling in them self-esteem, teamwork, and self-discipline. It is important to know that JROTC is not a recruitment nor an indoctrination program. The military structure is only a vehicle to develop students’ self-discipline, confidence, and pride in ways schools generally do not offer.

2. The program’s focus is reflected in its mission statement, “To motivate young people to be better citizens.” It prepares high school students for responsible leadership roles while making them aware of their rights, responsibilities, and privileges as American citizens. The program is a stimulus for promoting graduation from high school, and it provides instruction and rewarding opportunities that will benefit the student, community, and nation.

3. JROTC Course requirements are as follow:

ATTENDANCE

Cadets are expected to be on time; follow classroom procedures; participate in classroom learning activities; and complete all required assignments. In case of a valid absence, it is the cadet’s responsibility to make up assignments missed, according to a timeframe that is approved by the instructor. Cadets are expected to apply the values and principles learned in class by setting the example for other to follow. All cadets are expected to be positive role model to their community.

UNIFORMS

Cadets are issued an AJROTC uniform, consisting of (Blue Jacket, Gray Shirt, White T-Shirt, Tie, Belt and Buckle, Light Blue Pants, Cold Weather Jacket, Military Footwear, Headgear, Socks and earned Cadet Decorations and Awards at no cost on a loan basis. Cadets are responsible for the condition of these items and for the proper return of all items at the end of the school year or when they leave the program. Students are responsible to pay for damaged or lost items. Cadets are required to wear the cadet uniform every week on a specific assigned day (with make-up for a valid absence but not for any other reason) and when necessary. Cadets will wear the uniform in accordance with Department of the Army Cadet Command standards (to include hair length and grooming standards is mandatory.) Males will be cleanly shaven; mustache trim. Hair will be cut to create a neat appearance; Sideburns will not exceed the first opening of the bottom of the Earlobe. Extreme, eccentric, or trendy haircuts or hairstyles are not authorized while in the cadet uniform. If cadets use dyes, tints, or bleaches, they must choose those that result in natural hair colors. Male are not expected to wear earrings while in uniform. Shoes will be maintained clean. Uniform will be maintained clean and press. Females will ensure their hair is neatly groomed, that the length and bulk of the hair are not excessive, and that the hair does not present a ragged, unkempt, or extreme appearance. Likewise, trendy styles that result in shaved portions of the scalp or designs cut into the hair are prohibited. Females may wear braids and cornrows as long as the braided styles is conservative, the braids and cornrows lie snugly on the head. Dreadlocks (unkempt, twisted, matted individual parts of hair) are prohibited in uniform. Female’s hair will not touch the top of the collar of the uniform when worn. The use of neutral colors of makeup can be use when appropriate. Females are expected to wear small ¼ inch stud earrings while in uniform.

Participation in after-school or off-campus activity may require the wearing of the uniform. On uniform day, cadets will wear the uniform properly throughout the entire school day, to include to and from school, unless specifically excused by one of the instructors. Cadets are responsible for the proper wear and maintenance of their issued uniform.

VOLUNTEER COMMUNITY SERVICE / SERVICE LEARNING ACTIVITIES

It is mandatory for every cadet to participate in volunteer community service hours. The JROTC Program will be participating in various events throughout the school year which will require support from the cadets assigned to the program. Each cadet will be required to accumulate at least a total of 20 volunteer’s hours of community service for the school year.

PHYSICAL FITNESS

Physical Training (PT) is essential for becoming a well rounded leader. The JROTC PT uniform is mandatory and available for purchase thru the Senior Army Instructor Major Vazquez. Physical Training is conducted every other week or as required in according with the curriculum schedule. The overall goal of the fitness program is to improve Cadets’ strength, cardio-vascular endurance and promote a healthy lifestyle. On physical fitness days cadets must suit-up for physical training (PT) in their student JROTC Physical Training Uniform and athletic shoes. Proper wear of the Cadet Uniform and “suiting-up” for PE and participating is a major portion of the grade in this class.

CADET CHALLENGE

Cadets will be required to participate in the Presidential Fitness Award Program. Each event has its own system of measurement. Cadet Challenge uses the Physical Fitness Test from the President’s Challenge.

Cadet Challenge consists of the following events:

(1) Curl-ups or partial curl-ups. (2) Pull-ups or right angle push-ups (or flexed-army hang, but only for National Physical Fitness Award). V-sit reach or sit and reach. (4) One-mile run/walk. (5) Shuttle run.

MILITARY BALL This is a mandatory event for all cadets. The uniform for Male Cadets is the “Class A” Uniform, for female Cadets and all guest the attire is formal. The military ball is a class within itself. It teaches our Cadets how to conduct themselves in a formal a setting and the proper etiquette associated in such an environment. The Cadets enjoy a good meal, a notable speaker, presentation of awards, dance and will be introduced to traditions, customs, and courtesies. There will be a cost for family members attending this event. Date and cost will be determined early during the 3rd quarter of the school year.

GRADING PROCEDURES

Cadets are expected to master the academic, drill and physical portions of the curriculum. In addition, and considering the high degree of discipline expected of each cadet, grades are based on academic and participation in the program. Marking period grades will be determined based on the following criteria:

HW - Homework 10.0% QUIZ - Quizzes 5.0% TEST - Tests 15.0% UNIF INSP - Uniform Inspection 40.0% PT - Physical Fitness 15.0% PART - Class Participation 5.0% PERF - Overall Performance 10.0%

DISENROLLMENT

At the discretion of the SAI, and with the approval of the school’s administration, a Cadet will be withdrawal from the program. In all cases, a Cadet will be considered for disenrollment when they:

(1) Withdraw from school.

(2) Demonstrate ineptitude for leadership training indicated by a lack of general adaptability.

(3) Fail to keep an acceptable standard of academic achievement, conduct, appearance, or attendance.

(4) Exhibit undesirable character traits, such as:

(a) Lying, cheating, stealing or hazing. (b) Unauthorized possession or use of illegal drugs or substances. (c) Conviction or adjudication as a juvenile offender for committing an offense that could lead to imprisonment. (d) Frequent incidents of a discreditable nature with civil or school authorities or other similar acts.

(5) Fail to maintain the requirement for enrollment IAW paragraph 3-14.

(6) Exhibit an indifference to and a lack of interest in citizenship and leadership training as demonstrated by:

(a) Frequent absences or persistent tardiness from class or drill. (b) Accumulation of a large number of demerits or other documented measurements. (c) An established pattern of shirking responsibility or other similar acts.

(7) Cadets are expected to recite the Pledge of Allegiance. However, if they choose not to participate they must not be disruptive in any way; to include turning their backs, sitting on the floor, etc.

(8) Continued disruptive behavior will result in disenrollment from JROTC.

The above mentioned offenses must be substantiated through written counseling by the Senior Army Instructor or Army Instructor.
