1 Background Market Trading

The team work with traders and the public to regulate and promote Hackney’s markets and street trading. The primary markets include those at Ridley Road, Broadway Market, Hoxton, Kingsland Waste, and Well Street.

1.1 The Markets and Street Trading Service (“the Service”) at present is responsible for the licensing of ‘street market trading’ and ‘shop front trading’ in the borough.

1.2 The Markets and Street Trading Service (“the Service”) was transferred to the Head of Parking (Public Realm) effective from 1 June 2009. The department is now called Parking and Markets/ Street Trading Services.

1.3 The Market Service has put together a Market Strategy to enhance the effectiveness and efficiency of its market operations and to ensure that the borough’s markets are sustainable. This is reflected in the key strategic work packages (long and short term) as outlined in the document below and appendices.

2 Objectives

2.1 General objectives of the Markets Strategy over the next four years are to: 1. Ensure legislative and statutory compliance across the range of business activities; 2. Build satisfactory financial accountability, including the regularisation of income and costs; 3. Develop a comprehensive data management strategy 4. Develop a more comprehensive Property Management Strategy 5. Continuously improve stakeholder engagement and consultation practices 6. Improve communication and public access to information 7. Introduce initiatives to improve operational management, leadership and support for members of the Service 8. Develop and deliver projects to improve general market operations 9. Develop and deliver projects in response to various market-specific issues 3 Summary

3.1 The below report is divided into achievements to date, future market objectives and summary timetables and appendices (full milestone and timetables for work packages in appendices).

4 Key Market Strategy Achievements to date

4.1 Launch of Goldsmith’s Row Book Market, which aims to be a cultural market for Hackney and London. Opening party 8th July (provisional).

4.2 Chatsworth Road market trialled from December 2010 to June 2011 where it developed into weekly market.

4.3 A management structure has been adopted with a specific focus on proactive development and operations of the market. This has involved:-

 appointment of a Markets and Street Trading Manager to oversee the effective management of the market in operations and policy

 creation of a Markets Advisory Board chaired by the lead member to ensure monitoring, advice and accountability at the elected level of the Council

4.4 A market’s development champion has been appointed whose clear focus is to improve the borough’s markets and sits on the Advisory Board.

4.5 The Market Service has progressed its working relationship and support of traders. Regular monthly meetings are held with Ridley Road, Chatsworth Road, Broadway Market traders representatives, and bi-annual meetings with Chatsworth Road traders representatives is scheduled to began in February 2012. Further to this, Senior Market Service Managers hold quarterly meetings with Ridley Road Traders representatives chaired by the Assistant Director. Where there are no market trader representatives, the Market Service engages directly with traders.

4.6 The Market Service has nurtured and supported traders. In this regard, the Service has implemented:-  a cashless payment system has been established for temporary traders.

 offers of permanent pitches in Hoxton have gone out to all temporary traders.

 permanent pitches have been offered at the Ridley Road market resulting in 139 out of 160 pitches (87%) being permanently licensed.

 a revision of the Standards Conditions was completed/implemented April 2012.  discounted rates for new traders in Kingsland Waste, Well Street and Hoxton markets were introduced in July 2011 for a six month period and re-introduced for the new financial year in April 2012 to end of March 2013 .

 a close working relationship has been cultivated with local shops and businesses to encourage uptake of pitches in Well Street.

 Encouragement and facilitation has been provided to up to 10 worklessness traders who started trading in rotation at different markets in 2011/2012.

4.7 Traders are kept up to date with information by way of a newsletter which is provided to all traders. The expectation is that a well informed trader will be a more productive and successful trader.

4.8 A senior inspector and inspectors for market and street trading operations have been appointed as a tool with which to ensure the highest level markets trading standards, monitoring and enforcement. The market inspectors’ office has also been refurbished, and all inspectors are appropriately trained and provided with uniforms.

4.9 Market infrastructural development has taken place:-  The full refurbishment of Ridley Road Market, (including remarking by studs, numbering of pitches, electric supply bollards and waste management recycling),

 Hoxton Street Market (including numbering of pitches, remarking by studs, painting of gates, and electric supply columns put in good working order for traders use).

 A re-build of the Broadway market is also currently underway. The planned completion for the first, main phase is expected to be the middle of July 2012.

 Ridley Road and Hoxton markets have been rebranded and identifiable banners have gone up along the lamp columns giving each market its individuality at the same time being a Hackney run market. 4.10 Additional Pay and Display parking facilities have been introduced around markets so as to better facilitate market visitor numbers.

4.11 Greater investment has been made in the training of both staff and traders. Throughout the past year there has been increased training for Market Service staff. Further to this, refresher training has been provided to existing traders and training manual introduced for new traders. The expectation is that overall performance as relates to markets, on the part of both staff and traders will be improved owing to enhanced individual capacity through the training afforded.

4.12 Waste audits are regularly undertaken in Hackney’s markets, which have improved and increased the recycling of markets waste (see section 5).

4.13 Traders are now segregating their waste (general waste; recycling organic waste and flat packing cardboards and stacking wooden palettes for recycling).

4.14 Market inspectors have also been provided with push bikes for use in their inspection of all markets. This has ensured that markets in their operation contribute to the sustainability of the wider green environment within the borough.

4.15 The Market Service works closely with other LBH services such as through regular operational meetings. This partnership working incorporates the Regeneration team, Trading Standards, Communications team, Legal Services, Environmental Enforcement, Waste Operations, Environmental Health, Noise Pollution, Community Safety, Parking Services and the local Police service. This partnership has aided effectiveness and efficiencies in market operations.

4.16 Improvements have been made in market management procedures. This includes:-  the drafting of a Market Operational Guidance/Manual for the Ridley Road Market. This Guidance is near sign off with traders’ representatives.

 an Officer Licensing Panel which has been established to deal with markets and street trading matters chaired by Assistant Director, Public Realm.

 the development of process maps for operational day to day processes, enforcement processes, markets administration processes, finance and arrears collection processes, in addition to application processes have all been completed and being used accordingly.

4.17 Enforcement within markets is more effectively managed relative to prior periods. Continuous enforcement and officer presence in all our markets especially Well Street/Kingsland Waste have deterred unlicensed street trading. Working closely with Trading Standards as part of the “Real Deal” Agenda, the Markets Service has ensured that no fake or counterfeit goods are offered by traders for sale in markets. Further:-  increased shop front trading inspections. With patterned area visits to cover the whole of Hackney in a rolling schedule.

 flat packing checks.

 use of appropriate waste container for disposal of waste.

 commodities checks.

 over pitching checks.

 debt collection for markets and shop front trading.

 allocation of pitches.

 electric bollards checks (to ensure good working order). N.B. These are the general checks now done on a daily basis within markets and shop front trading that have ensured that enforcement is robust and market standards have been raised.

4.18 Consultations are an affectively used tool by the Market Service. Following approval of the Chatsworth Road Markets Fees and Charges Report, consultation with traders and representatives is due to start at the end of January 2012 on issues contained in the Report.

4.19 The Hackney Market brand is being actively developed. This has involved  market branding completion in the Ridley Market and Hoxton.

 signage from train and tube stations and vantage points directing people to markets have been put up.

 market promotions through advertising via social networks, LBH webpage, local newspaper (Hackney Times) and public transport stations.

4.20 Greater financial and management transparency for markets has also been brought about with :-  A transparent and open street trading account.

 shop front trading account now fully separated from market trading account.

 payment of charges by permanent market now done by monthly invoice.

 payment of charges by temporary shop front traders in advance (6 months – full payment).

 fees and charges increased in 2012, for the first time in 16 years.

 debt collection by inspectors is now done with the use of hand held machines (no cash/cheques collected).  markets deficit on the whole has been reduced from £1.1m to a sum in the region of £400k over the past 2 years.

N.B. Although an aim of the Market Strategy is to encourage new and locally run private markets, a privately run market under current law cannot operate on public highway independent of the local authority. All licensing, operational, etc, have to be undertaken by an authorised local authority officer. However, the Market Service will continue to seek ways to revive the markets which will conform to the markets and street trading legislation and not open the Council to legal challenge.

5 Market Waste Recycling

5.1 Further to the recent market audits which have been taking place between August 2011 and May 2012 it was calculated that 43.38 tonnes of waste and recycling are produced weekly. Ridley Road was the largest producer of waste and recycling producing on average 39.9 tonnes per week.

5.2 In total 20.57 tonnes was diverted to recycling from all markets, this represents a recycling rate of 47.5%.

5.3 The projected disposal cost in market waste and recycling in 2012/13 is £98,000.

5.4 There is scope for increased recycling in Ridley Road, Broadway and Hoxton Markets, three waste streams that show potential for recycling improvements are:

 Cardboard (Ridley, Broadway and Hoxton)

 Organic waste (Ridley Road, Broadway)

 Pallets (Ridley Road)

5.5 The current recycling rate is estimated at 47.5% this could be increased to 60% with increased trader participation which could potentially reduce disposal costs by up to £20,000 per annum.

6 Future market objectives

6.1 Material for the training of staff on market processes will be completed by September 2012 the training will be completed by December 2012 with an evaluation by the end of March 2013.

6.2 Further scoping of training requirements for market practice for traders will be carried out by October and delivery will take place in 2013. 6.3 In order to develop new markets, consultation will take place between residents and businesses in the Chatsworth Road area to ascertain support for the extension of the market.

6.4 The markets operational manual will be signed off in the near future (awaiting final feedback from trader’s association).

6.5 The second phase of Broadway Market to be completed in 2012/13

6.6 Final market stall prototype is expected from Harry Dobbs Design on June 28th 2012. After a month it will be installed in Dalston in the week commencing 18th June 2012.

6.7 Hackney Markets Branding and Communications upcoming initiatives:

 Draft communications strategy to be discussed at forthcoming Strategy Board meeting.

 Improving markets section of LBH website in time for Love Your Markets campaign (late June).

 Destination Hackney website launching in June, with potential for lead feature on markets.

 Reviving newsletter – the first to be produced alongside Love Your Markets campaign (late June).

 Opportunity for LBH to work in partnership with local stakeholders to rejuvenate Hoxton Street market and ensure longer-term sustainability.

 Promotional work on new Ridley Road App in partnership with local organisations. Launch 16th June.

 Throughout June and July these achievements will be promoted through media outlets including Hackney Today.

6.8 The Market Service is working with CICT in the development of a new administration and operational system (CRM). This will mean that the Markets team will have a system that is interconnected with other council programs and covers all data management/payments in relation to market and shop front traders. This system is currently at a design stage with testing being carried out on the first module currently (Temporary Market traders). This system will go live in four stages with the first module becoming available in June.
