RESEARCH PROGRAM SUMMARY
Much of my recent career has been geared increasingly toward development of policy in the federal government, and work with professional organizations and agencies to facilitate the translations and dissemination of research to practice. This has been articulated in federal policy through joint CDC-NIH-AHRQ-RWJF and IOM conferences that I have co-chaired and co-funded on participatory research, translational research, and alternatives to RCT designs for the monitoring and scientific evaluation of large-scale, complex programs. I have conducted research programs to improve and validate methodologies and measures of change at national, state, and local levels of program and policy and to improve the peer review of participatory research grants. I chaired the IOM committee on the review of Prevention Research Centers sponsored by Congress through CDC, and subsequently joined CDC with responsibility for implementing some of the recommendations of the IOM committee.
My work in tobacco control has provided a focus for much of the more generic methodological and research-to- policy-and-practice emphasis described above. Some of the most significant of my recent publications include:

With Instructor’s CD (PowerPoint slides and text bank for each chapter; web resources; bibliographies). This book has been widely adopted in university courses on health program planning. The model it presents has evolved from the first edition to the fourth as the PRECEDE-PROCEED model, with over 990 published applications around the world, and possibly thousands of unpublished applications by practitioners, planners, and policy-makers. This is one of several articles summarizing the systematic attempts made at CDC under my leadership to draw the major lessons learned from the great public health success stories of the last third of the 20th century, particularly in tobacco control, hypertension control, and injury prevention. This article summarizes inferences for dietary counselling by physicians, drawn from other areas of patient education, and predates my five-year effort at CDC to do this cross-problem inference for broader public health problems.
