MINUTES OF THE REGULAR MEETING held at the ORLANDO SANFORD AIRPORT ONE RED CLEVELAND BOULEVARD, LEVEL II CONFERENCE ROOM Tuesday, March 11, 2003 - 6:00 p.m.

I. CALL TO ORDER The regular meeting of the Sanford Airport Noise Abatement Committee was called to order at 6:00 p.m. by Chairman Pennington, after which the mission statement was read.

Larry Dale, President & CEO of Orlando Sanford International Airport, welcomed members and the community. He assured the public of the airport’s commitment to improve relations with its neighbors; stating that Noise Abatement meetings are taken very seriously and that the cooperation of the community is needed.

Chairman Pennington announced that this meeting was unique, in that it was a combination of members from the Orlando International Airport (MCO) and Orlando Sanford International Airport (SFB) noise abatement committees: the ANAC for Orlando International (MCO), and the SANAC from Orlando Sanford International (SFB). He encouraged an introduction of all members.

Following this, and there being a quorum present.

Review of minutes of the February 11, 2003--- meeting. Motion by David Johnson, and seconded by Jack Dow to approve the minutes of February 11, 2003. Motion carried.

II. Old Business + Report on complaint letter from 147 Mellonville Ave………..……………………Michael Kern Kern stated that once a month all pilots from Comair are required to attend a meeting. In the past two meetings, the above-mentioned letter was discussed. An average of 160 pilots attended each meeting. Kern told pilots to vary their flight patterns, keeping airplanes closer to the airport when flying a rectangular pattern. These meetings were different from previous once, in the sense that instead of addressing technical issues regarding Comair, they discussed issues that affected the citizens and surrounding areas. Kern hoped to have raised awareness on pilots of the impact flight patterns have on the citizens. Being that there were no representatives for 147 Mellonville Avenue (nor surrounding areas) the committee was unable to determine if the change of flight patterns have had any impact on the Mellonville Avenue area. Chairman Pennington encouraged the committee to contact the citizens from 147 Mellonville Avenue to determine if there have been any changes regarding noise.

III. NOISE REPORT + Joint Presentation of Monthly Noise Reports

SANAC Jack Dow presented the Noise Report for February 2003 for Orlando Sanford International Airport (SFB). The summary of operations for the month of February and cumulative for the year is as follows:

Dr. Beverly Boothe stated her concerns regarding the noise data gathered, the 150 Part study, and the purchase of land by the airport. Pres. Dale assured her that actions are being taken and noise abatement procedures are taken seriously. He also explained the reasons why the 150 Part study was necessary and its relevance to noise abatement. He further commented on airport expansion and land acquisition.

Marilynn Hall suggested a representative of Volusia County be on the SANAC Committee. Chairman Pennington stated that the Committee is appointed by the County Commissioners. Such proposal was presented at one time but rejected.

ANAC Vince Corbisero presented the Noise Report for February 2003, for both Orlando Executive Airport (ORL) and Orlando International Airport (MCO). The summary of operations for the month of February and cumulative for the year is as follows:

Mr. Corbisero stated that these numbers reflected the current weather pattern, a Westerly flow. This pattern affects households in the West and puts the traffic over the Downtown Orlando area.

Mr. Corbisero concluded that the numbers reflected changes of the North flow path usually taken. Changes are made due to current weather pattern.

Chairman Pennington wondered if the data collected by the sensors correlated with the complaints. Mr. Corbisero stated that it did, and the data collected from the sensors helps him differentiate which complaint is legitimate, and which on is not.

Bryce Courtney talked about noise abatement at night and explained how Dr. Boothe’s noise complaint data influenced airport’s procedures. Vince Corbisero pointed out that traffic in Ventura has increased because of operational impediments (delayed flights from the Northeast, weather and runway closures), delaying the nighttime noise abatement [opposing traffic] configuration from 11 pm to 6 am.

Bill White, Lake Golden area resident, requested that an updated list of grants applied for by the airport be made public. Pres. Dale agreed. Jack Dow allowed Mr. White to call in complaints at the end of the month. Marilynn Hall mentioned the website and its convenience. Chairman Pennington was concerned that the data collected would not have any meaning unless it gives accurate information, not only bulk numbers.

+ Overlay Zoning (ANAC) ……………………………………………………… Vince Corbisero Chairman Pennington stated that zoning is beneficial for potential buyers by informing them of noise prone areas.

Mr. Corbisero outlined the procedures for an effective noise program.

It included:  A noise abatement committee  Noise Abatement Procedures (Runway use/Nigh time Procedures/Pilot Procedures)  Land use planning

+ Noise Sensitive Zoning (SANAC) Antonia Gerli – City of Sanford Alice Gilmartin - Seminole County Antonia Gerli stated that among other things already mentioned, the Part 150 Study has provisions to minimize the impact of an airport on other land usage. The City of Sanford is in joint cooperation with Seminole County in the development of a zoning plan, with a projected date of 2020. One of the purposes of the zoning is to reduce the residential area east of Ohio Ave. Existing lots cannot subdivide the land; they can only build 1 single-family residence. It will in turn be resold for industrial or commercial use. The plan calls for industrial construction or rental buildings to be made on high noise areas east of Ohio Ave. Neither residential homes on an above 60dNL area, nor mobile homes East of Ohio Ave. will be allowed.

Rebecca Hammock- Representing Juan Omana – City of Lake Mary The Lake Mary area is less affected then Sanford when it comes to noise. They do not anticipate in making any noise control planning for now. However, they have identified areas that have been impacted by air traffic noise, such as Timacuan. The City has encouraged developers to include noise controls within their developer’s agreements, in compliance with noise guidance. Such examples are Bentley Park and Tuscany, which have included upgrade construction materials in their development in order to minimize noise.

David Konstan wondered if anybody had approached Volusia County as a participant of the overlay zoning. Chairman Pennington encouraged Volusia’s residents to see their County Representative regarding zoning.

+ Seminole High School Noise Project Update………………………………………………………………... Cush Copeland

Seminole High School received two corporate grants from Toyota ($10,000) and Toshiba ($7,500) to study noise emanated by the airport. Five teachers and approximately 100-200 students are gathering the data. The students monitor noise levels at various locations, enabling them to master the use of decibel meters and helping them to make precise location determinations. The objectives will be: to train the students into using up-to-date instruments; gather, analyze and interpret the data; make a presentation & website with the integrated data. Mr. Copeland stated that the data most likely would be complete by the end of next school year.

+ Approach Patterns to SFB from JAX and Miami ……………………………... Bryce Courtney Inbound flights from Jacksonville, depart from Daytona Airport, head for center of Orlando Sanford International Airport (SFB), and once they are about 5 miles from SFB, they turn East or West (depending airport location).

Flights from Miami, start due South of SFB, once they are about 5 miles from SFB, they turn East (right) or West (left) (depending airport location). When departing, they head to I-4.

Another route on the West is restricted area for military traffic (South and North of OIA). Not a lot of commercial travel there.

IV.Future Meetings The next SANAC meeting will be held April 10, 2003 at 9:00 a.m. in the A.K. Shoemaker International Domestic Terminal Conference Room, Level II, 1200 Red Cleveland Boulevard.

VI. Adjournment Motion by Jack Dow, seconded by Jack Taylor to adjourn the meeting. Motion carried.
