ChiMat news How healthy are children in your community? The new Local Authority Child Health Profiles 2012 provide a snapshot of child health and well-being for each top level local authority in England. Each profile – produced as a short, easy-to-read PDF – provides two types of information for local, regional and national comparison: background demographic information about the children in each area; and comparative analysis with other local authorities across the country. New additions for this year include:

Identify and tackle causes of variation NHS Right Care has published the first in a series of themed atlases which has been developed in collaboration with ChiMat. The NHS Atlas of Variation in Healthcare for Children and Young People maps out the variation in healthcare for 27 different chid health issues across England, including breastfeeding, asthma, epilepsy, A&E, diabetes, and tonsillectomies.

The Atlas of Variation will help hospitals, community services, primary care trusts and emerging Clinical Commissioning Groups to see how their area compares to others around the country, analyse the reasons why and if necessary put plans in place to make improvements. www.chimat.org.uk/variation

BBC: Cot deaths advice 'did not reach deprived areas' A campaign to change babies' sleeping positions and reduce cot death rates in the 1990s failed to get the message across to deprived communities, a study has suggested. http://www.chimat.org.uk/resource/view.aspx?RID=123101&src=KU

CommunityCare: Wales faces radical shake-up of social work regulation The proposed Social Services (Wales) Bill promises a radical shake up of social services in Wales. DH: Regulation of foods for young children to be simplified The Department of Health is publishing responses received to the public consultation, which ended on 30 September 2011, to gather views of interested parties on the EU Commission’s proposal to simplify and clarify the rules that apply to products previously regulated as PARNUTS or ‘dietetic foods’. http://www.chimat.org.uk/resource/view.aspx?RID=123105&src=KU

DH: Update on the current and future maternity workforce Ministers were recently updated with data on the current and future maternity workforce. The Department has commissioned the Centre for Workforce Intelligence (CfWI) to undertake an in depth analysis into the nursing and midwifery workforce which will make policy and strategic recommendations for the future of the workforce. Community Care: County to privatise child mental health services NHS Devon has confirmed the social care services, along with a host of children's health services, will be included in plans to farm out the county's integrated children’s service, which is currently run by Devon council on behalf of NHS Devon. http://www.chimat.org.uk/resource/view.aspx?RID=123244&src=KU

CELCIS: More infant mental health services needed NSPCC head of strategy and development for high risk families Professor Julie Taylor, warned at a conference in Glasgow that looked after children are particularly susceptible to mental health damage and that infant mental health services are essential in helping children recover. http://www.chimat.org.uk/resource/view.aspx?RID=123321&src=KU

DH: Palliative care pilot sites announced Andrew Lansley, Secretary of State for Health, has announced the seven adult and one children’s consortium pilot sites which will collect vital data to help the Government develop a fairer funding system for palliative care in England. http://www.chimat.org.uk/resource/view.aspx?RID=123376&src=KU

NPSA: Harm from flushing of naso gastric tubes before confirmation of placement Misplaced nasogastric tubes leading to death or severe harm are ‘never events.’ The NPSA is aware of two patient deaths since 10 March 2011 where staff had flushed nasogastric tubes with water before initial placement had been confirmed. http://www.chimat.org.uk/resource/view.aspx?RID=123490&src=KU

DH: Immunisation against infectious disease - The Green Book - 2006 updated This guidance provides information on vaccines and vaccination procedures for all the vaccine preventable infectious diseases that may occur in the UK. Home Office: Ambitious plans to turn the tide on irresponsible drinking Plans to turn the tide against irresponsible drinking and empower communities to reclaim their high streets have been unveiled by the Home Secretary. Alcohol Concern: Spend more of £2 billion health budget on alcohol – or new drinks strategy will struggle National charity, Alcohol Concern, welcomes the government’s Alcohol Strategy, but says that a major shake-up of spending on health initiatives is vital if the Strategy announcement is to make a real dent on the country’s massive drink problems – including I in 4 adults drinking at hazardous levels and nearly half of 11-15 year-olds admitting having tried alcohol. The Government’s Alcohol Strategy The alcohol strategy sets out proposals to crack down on the 'binge drinking' culture, cut alcohol-fuelled violence and disorder and reduce the number of people drinking to damaging levels. Using hemoglobin A1c for prediabetes and diabetes diagnosis in adolescents: can adult recommendations be upheld for pediatric use? The obesity epidemic has resulted in more young people having high-risk profiles for the development of type 2 diabetes. Screening to promote earlier diagnosis and treatment of type 2 diabetes is of significant importance, as untreated disease leads to metabolic, microvascular, and macrovascular complications. However, the choice of screening methodology in adolescents is controversial, and implementation of screening protocols is not uniform. http://www.chimat.org.uk/resource/view.aspx?RID=123166&src=KU

Determining the optimal newborn screening protocol for cystic fibrosis There is more published research examining newborn screening (NBS) for cystic fibrosis (CF) than for any other condition. Overall, the evidence for clinical benefit supports this strategy in an appropriate population with accessible healthcare provision. However, the evidence base is not as strong as one might expect, and this highlights the importance of ensuring that CF NBS programmes are designed and implemented in a rigorous and thoughtful manner that minimises potential distress for families. http://www.chimat.org.uk/resource/view.aspx?RID=123173&src=KU

Presentations children and young people's health in changing times, London - Safeguarding The event provided an opportunity for professionals from across the health and care system to hear from others about emerging good practice and how to implement changes in the new system. Delegates heard from young people's representatives about engaging and involving children and young people in the design of services and discussed challenges in relation safeguarding children within the NHS. Many of the discussions looked at how to maximise information and data to transform services and how to ensure smooth transition from children's to adults services. Stop making children criminals CRIN wants to encourage a debate on juvenile justice which gets beyond pragmatism and compromise. In particular they want to provoke a new debate about the setting of minimum ages of criminal responsibility. The enemy within: 4 million reasons to tackle family conflict and family violence 4Children’s report, presents the full picture of conflict and violence within families. Paediatric palliative medicine in the UK: past, present, future Like any new specialty, paediatric palliative medicine is facing challenges as it establishes itself. Adverse drug reactions in children: a systematic review Adverse drug reactions in children are an important public health problem. The authors have undertaken a systematic review of observational studies in children in three settings: causing admission to hospital, occurring during hospital stay and occurring in the community. Novel strategies in newborn screening for cystic fibrosis: a prospective controlled study Newborn screening for cystic fibrosis (CF) is included in many routine programmes but current strategies have considerable drawbacks, such as false-positive tests, equivocal diagnosis and detection of carriers. http://www.chimat.org.uk/resource/view.aspx?RID=123175&src=KU

Sleep problems and early developmental delay According to the authors of this review, sleep disorders negatively impact behaviour, cognition, and growth—the same areas targeted by early intervention and in addition, developmental delays and disabilities may themselves precipitate sleep disorders. Young children with developmental delays experience sleep disorders at a higher rate than do typically developing children; the most common types are difficulties initiating or maintaining sleep and sleep disordered breathing. To date, attention has been focused on sleep problems in children with specific conditions (e.g., autism, genetic syndromes, prematurity, and seizure disorder). Obesity: a disease or a biological adaptation? An update The authors of this report suggest that weight gain is a sign of our contemporary way of living or a ‘collateral damage’ in the physiological struggle against modernity and that prevention and treatment strategies for obesity should ideally target the main drivers or root causes of body fat gain in order to be able to improve the health of the population. http://www.chimat.org.uk/resource/view.aspx?RID=123310&src=KU

Maternal depression and infant growth and development in British Pakistani women: a cohort study Perinatal depression has been found to be a strong and independent risk factor for poor child growth and development in low-income South Asian populations. Relationships between respiratory muscle strength and daily living function in children with cerebral palsy Cerebral palsy (CP) is a common childhood disorder characterized by motor disability. Children with CP are at risk of developing significant respiratory problems associated with insufficient respiratory muscle strength. It is crucial to identify important factors which are associated with the limitations in daily living function in such children. The impact of childhood maltreatment history on parenting: A comparison of maltreatment types and assessment methods This study explored associations between a wide range of childhood maltreatment experiences and both observed and self-reported parenting outcomes. http://www.chimat.org.uk/resource/view.aspx?RID=123495&src=KU

Health care transition for youth with special health care needs Youth with special health care needs (YSHCN) increasingly live into adulthood, and approximately 500,000 U.S. youth transition from pediatric to adult health care systems annually. Through a systematic literature review, the authors sought to (1) determine adult outcomes for YSHCN who have no special transition interventions and (2) identify evidence for strategies that lead to better outcomes, in particular, access to adult health care. http://www.chimat.org.uk/resource/view.aspx?RID=123497&src=KU

Symptoms of maternal depression immediately after delivery predict unsuccessful breast feeding Objective: Postnatal depression may interfere with breast feeding. NICE publishes new draft quality standard for antenatal care - consultation NICE has today (23 March) published a new draft quality standard for antenatal care. Antenatal care covers all pregnant women (up to 41 weeks of pregnancy) across all settings that routinely provide NHS antenatal care, including primary, community and hospital-based care; the consultation closes on 24th April 2012. http://www.chimat.org.uk/resource/view.aspx?RID=123491&src=KU

Consummate Skill: Documentation, Statement Writing and Presenting Evidence All healthcare professionals are likely during their careers to be called to give evidence at Tribunals, Inquiries and Inquests and in civil, criminal and family courts. Led by Kate Hill who is a practicing healthcare lawyer, this interactive training day will provide the tools necessary to write clear, factual statements and present excellent oral evidence. A fictional court will be set up and delegates will face the realities of questioning under pressure. Feedback will then be give to delegates and training on how to deal with common questioning techniques.

Social Consequences of Poor Infant Attachment... "Two Is Too Late" According to the conference organisers, the most commonly asked questions in the aftermath of the civil disturbances of last summer concerned the reasons why these young citizens were destroying their own communities, stealing from people they knew and laughing as they did it. They ask if, in many cases, could it have been lack of empathy as a result of poor neurological development in infancy? They have organised this conference to lay the groundwork for a national movement to bring a greater awareness to professionals and the public of the vital importance of infant attachment and is aimed at anyone working with families.

Public sector leadership - Driving cultural change Public Sector Leadership 2012 is relevant to all public sector leaders, including HR directors and those leading on strategy and transformation. It offers a range of speakers sharing their experiences of building strong leadership in public sector organisations. It will include sessions on financial planning and commercial competence; assessing and managing behaviour change; lean, agile and other project management techniques; staff engagement and skill development.
