A RESOLUTION recognizing Kentucky's Drive Smart Program. WHEREAS, the Kentucky Transportation Cabinet's Drive Smart program is a comprehensive, fully integrated, and proactive approach to reducing fatalities and injuries on the Commonwealth's highways; and WHEREAS, the Drive Smart program is a joint effort relying on the experience and expertise of the "four E's" -- engineering, enforcement, education, and emergency response; and WHEREAS, the backbone of the Drive Smart initiative is the Community/Corridor Safety Improvement Program that looks at corridors with above average accident rates and works to identify the causes, from roadway deficiencies, speeding, and low seat belt use to alcohol involvement, and to determine conceptually what types of activities are needed to reduce fatalities and injuries; and WHEREAS, the Drive Smart program operates statewide in all twelve highway districts and is tailored to address problems specific to each district; and WHEREAS, corridor meetings are held in each highway district with the persons that represent agencies along the corridor, the purpose of which is to bring the various agencies together to develop a coordinated approach to determine what resources are required to address problems within the district, and what resources are available to implement the Drive Smart program; and

WHEREAS, the Drive Smart program conducts awareness programs on a variety of issues pertaining to transportation safety for all ages including topics such as seat belt usage, impaired driving, highway construction work zone safety, inattentive drivers, highway road rage, defensive driving techniques, safe trucking operations, and pedestrian safety; NOW, THEREFORE, Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The members of this body, both individually and collectively, hereby recognize and honor the Kentucky Transportation Cabinet's Drive Smart program for its innovative approach to highway safety for the motoring public in the Commonwealth. Section 2. The Drive Smart program is lauded for its progressive stance in dealing with the many difficult and varied factors that must be addressed to reduce highway fatalities and injuries across the Commonwealth. Section 3. The Drive Smart program is a model that other state agencies should follow when developing a state initiative. Section 4. The Clerk of the House is to transmit a copy of this Resolution to James Codell, Secretary of the Kentucky Transportation Cabinet, Ed Logsdon, Commissioner of the Department of Vehicle Regulation, Kentucky Transportation Cabinet, and Mrs. Judy Patton.
