AVI is recruiting for a Program Manager to support the delivery of its programs and projects in Myanmar (other than the Australian Volunteer Program (AVP)) in Myanmar.
Job Summary Reporting to AVI’s Manager (AVI Advisory and AVI People), who is based in Melbourne, manage AVI’s programs and projects in Myanmar (except AVP), and identify, develop and implement program opportunities, including tenders, ensuring alignment to AVI’s purpose, strategy and approach to international development. The incumbent will work from AVI’s Myanmar Country Office in Yangon.

Salary The salary is US$2500 per month.
Duties and Responsibility Leadership Develop strong working relationships with DFAT, national government, international agencies, other key stakeholders, as well as host organisations and communities Except for AVP, represent AVI in Myanmar, building relationships and promoting the organisation’s profile and actively building and managing strong professional relationships with a wide range of national and international organisations Identify, investigate and document new program/project opportunities consistent with AVI’s purpose, objectives and country strategy Seek and identify opportunities to promote AVI and its programs Participate in the design and presentation of proposals and bids as appropriate with current and potential partners Facilitate and enhance the delivery of AVI activities in Myanmar Facilitate ongoing sustainable linkages and partnerships between organisations and communities in Australia and Myanmar
Planning, Reporting and Outcomes Develop program plans as required Report to plan and budget, and other program reporting requirements Provide input and advice to AVI’s strategic and annual plans Demonstrate international development outcomes/impact
Program Management Oversee the engagement with potential partners and determine appropriate project partner organisations Oversee the development and management of AVI’s programs and projects in Myanmar (except AVP) Ensure timely, complete and accurate program reporting Application Form: Program Manager - Myanmar
Deployee Management Ensure a consistent approach to the recruitment, management and support of deployees (except AVP), including compliance with code of conduct and applicable regulations and standards Ensure all required administrative procedures are carried out in a timely manner, including database updates and records of discussions. Ensure compliance with child protection requirements for partner organisations and the safeguarding of children and youth in all our work
Assignment monitoring and evaluation Work closely with project partner organisations in-country and program participants to facilitate, coordinate and implement scheduled monitoring and evaluation requirements Contribute to external research and evaluation activities Prepare required correspondence and reports to meet scheduled monitoring and evaluation requirements Provide input to the redesign and improvement of monitoring and evaluation tools and requirements and implement approved changes
Country team management Manage the (non-AVP) project personnel, ensuring compliance with local laws and AVI policies and procedures, including recruitment, performance review, remuneration setting Negotiate and monitor service agreements as required Consistently demonstrate behaviour that lives out AVI’s values
Knowledge & Experience Relevant tertiary qualification and/or equivalent experience Demonstrated international development and program management experience, including risk and critical incident management, program/project development, implementation and monitoring A high level of cross-cultural awareness – preferably gained by working / living internationally Knowledge of human resources and/or international development issues and challenges, combined with an in-depth understanding of the history and current state of affairs in Myanmar Understanding of, and commitment to, AVI’s mission, values and corporate objectives Understanding of, and commitment to, Equal Employment Opportunity (EEO), Child Protection and Privacy requirements in the workplace (for further information please refer to the AVI website)
Skills & Attributes Strong representation and negotiation skills Capacity for strategic and operational planning and decision-making Strong interpersonal and stakeholder management skills, including the capacity to maintain open and constructive communications in an international context Well-developed administrative, financial (including budget management) and organisational skills and computer literacy- including proficiency with database, spread sheet and word-processing software packages Excellent written and oral communication skills Proven maturity of judgement and problem solving capability Ability to take initiative, be flexible and self-motivated in work practices, set priorities for self and meet required deadlines
