B-4049 ADVERTISEMENT FORBIDSealedBids will be received by the Cobb County-Marietta Water Authority at 1170 Atlanta Industrial Drive, Marietta, Georgia 30066 until: 2:00 PM, local prevailing time on August 26, 2014 for the Project known as: JAMES E. QUARLES WATER TREATMENT PLANT AND RAW WATER PUMP STATION BACK-UP POWER GENERATION PROJECT at which time and place theBids will be publicly opened and read aloud.Bids received after the designated time will not be considered. The Owner of the project is Cobb County-Marietta Water Authority. The Engineer for the project is Jacobs Engineering Group Inc.Bidopening time is subject to extension pursuant to O.C.G.A Section 36-91-20(d). Pre qualification ofBidders has been completed. OnlyBids submitted fromBidders that have been pre-qualified for this project will be opened. The approximate extent and character of the Work is generally described as follows: The Project generally consists of constructing back-up power generation systems for the Quarles Water Treatment Plant (WTP) and the Raw Water Pump Station (RWPS), including two bi-fuel generators at the WTP and one bi-fuel generator at the RWPS; associated new switchgear and modifications to existing switchgear necessary to operate closed-transition transfers with the Georgia Power Company utility services; sub-base diesel fuel storage tanks; sound- attenuated, weatherproof enclosures to protect the engine generators and ancillary equipment; manufactured power houses, NEMA 3R walk-in type, for new switchgear and controls provided by the generator manufacturer; computer-based controls associated with improvements; all associated civil and structural works including fuel unloading/containment area, equipment foundations, utility installation, (stormwater, natural gas, electrical, and control); and site development and storm water management.Bidders shall inform themselves concerning Georgia Laws and comply with same.A mandatory Pre-BidConference will be held for allBidders at 10:00 AM local prevailing time on August 13, 2014 in Conference Room 216 at the James E. Quarles Water Treatment Plant, 4402 Lower Roswell Road, SE, Marietta, Georgia 30068. ABidsubmitted by aBidder not having attended the pre- bidconference will not be opened. A short tour of the WTP and RWPS sites will be conducted following the Pre-BidConference. The work will be awarded in One Contract. All checks are to be made payable to Jacobs Engineering Group Inc. No partial sets will be sold. Shipment will be via delivery service - two-day delivery. By purchasing the Contract Documents, purchaser agrees to having company information (company name, address, phone and fax numbers) published on the Jacobs Engineering Group Inc. website as a planholder. Copies of planholder list andbidresults will only be available at ConstructionBidding.jacobs.com. The Owner is not obligated to consider aBidder's proposal, ifBidder is not on record with the Issuing Office as having received acompleteset ofBidding Documents from the Issuing Office. The time allowed for Substantial Completion is 390 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 420 consecutive calendar days from the date of commencement. Allbids must be made out on thebidform to be obtained from the Engineer with the contract documents, in accordance with the Instructions toBidders. No interlineations, additions or deletions shall be made in thebidform by theBidder. EachBidmust be accompanied by aBidBond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. EachBidmust also be accompanied by a notarized Non-Collusion Affidavit ofBidder, Statement ofBidder's Qualifications, Contractor's License Certification, Affidavit Verifying Status For Cobb County-Marietta Water Authority Public Benefit Application, and Security and Immigration Compliance Act Certification. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. EachBidder must be a State of Georgia licensed Utility Contractor at the time of theBid. The successfulBidder must employ and assign to the Project supervisory personnel trained and state certified at Level 1A - Fundamentals of the Georgia Erosion and Sediment Control training program. The Owner will in no way be liable for any costs incurred by anyBidder in the preparation of itsBidin response to this Advertisement forBid. The successfulBidder will be required to furnish Performance Bond, Payment Bond, Certification of Contractor's Attorney, and Contractor's Affidavit and Agreement with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successfulBidder will also be required to furnish the Pre-Construction Oath pursuant to O.C.G.A. §36-91-21 from every person who procures the Agreement. The successfulBidder shall also provide an executed Subcontractor Affidavit for each subcontractor working on the Project, using the forms attached to the Agreement; Subcontractor Affidavits shall be submitted to the Cobb County- Marietta Water Authority as each subcontractor is brought under contract during execution of the Project. The terms and time for payment are set forth in the Agreement. AllBids will remain subject to acceptance for sixty days after the day of theBidopening, but Owner may, in its sole discretion, release anyBidand return theBidsecurity prior to that date. The Owner reserves the right to reject allBids, to waive informalities and re-advertise.
