Bush established the Security and 24 Prosperity Partnership of North America with Mexico and Canada 25 on March 23, 2005; and 26 27 Whereas, President Bush expressed a desire for a union of the 28 United States, Canada, and Mexico based on free trade and a 29 commitment to markets, democracy, transparency, and the rule of 30 law; and 31 32 Whereas, the gradual creation of a North American Union from the 33 merger of the United States, Mexico, and Canada would be a direct 34 threat to the constitution and national independence of the United 35 States, and also implies an eventual dissolution of the national 36 borders within North America; and 37 38 Whereas, the White House confirmed the continued existence of 39 the Security and Prosperity Partnership of North America and its 40 “ongoing process of cooperation” in a statement issued on March 41 31, 2006; and 42

1 [3185] 1 1 Whereas, Congressman Ron Paul of Texas has stated that a key to 2 the Security and Prosperity Partnership of North America is an 3 extensive, new, and massive NAFTA superhighway extending 4 from Canada through the State of Texas and into Mexico; and 5 6 Whereas, the trilateral partnership to develop a North American 7 Union has never been presented to the United States Congress as 8 an agreement or treaty, and has virtually no congressional 9 oversight; and 10 11 Whereas, state and local governments throughout the United States 12 would be negatively impacted by the Security and Prosperity 13 Partnership of North America/North American Union process, 14 including its “open borders” vision, eminent domain takings of 15 private property along the planned NAFTA superhighways, and 16 increased law enforcement challenges along the planned NAFTA 17 superhighways. Now, therefore, 18 19 Be it resolved by the House of Representatives, the Senate 20 concurring: 21 22 That the members of the United States Congress, and in particular 23 the members of the South Carolina Congressional delegation, 24 support, work to pass, and vote for legislation withdrawing the 25 United States from any further participation in the Security and 26 Prosperity Partnership of North America and any other bilateral or 27 multilateral activity that seeks to advance, authorize, or promote 28 the creation of a structure to accomplish any form of North 29 American Union as described herein. 30 31 Be it further resolved that a copy of this resolution be forwarded to 32 the United States Senate, the United States House of 33 Representatives, and to each member of the South Carolina 34 delegation. 35 ----XX---- 36
