A male age around 45 years, height 5’5”, wheatish complexion, round face, wearing green lower only, found on 18-5-2010. 6. BLIND MURDER CASE SOLVED- ACCUSED (HUSBAND) ARRESTED: WEAPON OF OFFENCE RECOVERED.

INTRODUCTION: With the arrest of Irfan (32 yrs) s/o Hasab Tullah @ Toni r/o Mohalla Khera, Village & Post Haldaur PS Haldaur, District Bijnore, UP, the North East District Police has solved a blind murder case of a young lady viz Shahna (25 Yrs) who was the second wife of the accused husband Irfan. Police has also recovered a knife (watermelon cutter) used by the accused to commit the crime.

INCIDENT On 18.05.10, a PCR call was received in PS Seema Puri at about 7.25 pm vide DD No. 35 A that a dead body of a lady is lying inside house no. A-218, 3rd floor, Gali No. 4, Old Seema Puri, Delhi. The police reached at the spot and found a young lady lying on the floor in a pool of blood. Apparently stab injuries had been inflicted on her neck and back reason. Her eyes and tongue were protruding and her body was emitting foul smell. The entire place of incident was carefully inspected. On the basis of site inspection, injuries inflicted and local enquiry, a case of murder was registered at PS Seema Puri vide FIR No. 145 dated 18.05.10 u/s 302 IPC.

THE TEAM AND INVESTIGATION During the initial enquiry at the spot, no eye witness was found. There was no clue about the identity of the deceased lady and her husband except that his name was Irfan and he had shifted to this new address (A-218, 3rd floor, Gali No. 4, Old Seema Puri, Delhi) only 4 days prior to the incident. In order to solve this blind murder case, Sh. S.S. Yadav, Dy. Commissioner of Police, North East District formed several teams under the close supervision of Sh. A.K. Lall, ACP / Seema Puri. Each team was appropriately briefed and tasked. Since the inmates of the building had reported that they have not seen Irfan in the last 48 hours, the first and fore most task of each team was to get in touch with their EYES & EARS CONTACTS of nearby colonies of Delhi and UP and enquire about the identity and whereabouts of Irfan, the suspect husband. Accordingly, more than a hundred eyes and ears sources comprising of Rehri Patri vendors Shopkeepers, Hawkers & Rickshaw pullers etc. in the area of Old Seema Puri, New Seema Puri, Mandoli, Shaheed Nagar, Jwahar Park and Shalimar Garden Extension were contacted and within hours vital information started pouring in about Irfan and his dead wife. All the information was collated and it was gathered that Irfan was a fruit seller of Old Seema Puri and before shifting his residence to A-218, 3rd floor, Gali No. 4, Old Seema Puri, Delhi, he was residing at adjoining Saheed Nagar (UP) and before that he was residing in Jawahar Park (UP). Following this information, Irfan’s previous landlords were contacted who revealed that the name of his dead wife was Shahna and Irfan hailed from Bijnore. Although, none of them knew the name of his native village but it was learnt that before coming to Delhi, Irfan was running a DJ company in the name of “SEEMA DJ” and Shahna was a “dancer” in the DJ company. The two fell in love and got married about a year ago. Armed with this information, a team of PS Seema Puri was immediately dispatched to Bijnore. After reaching there, the team members fanned out in various parts of Bijnore in order to get the exact address of Irfan’s native village and his probable hide outs. The hard work of the team members paid rich dividends. The team got to know that Irfan is a resident of Mohalla Khera, Village & Post Haldaur, PS Haldaur and that he was spotted by a few locals in his village during the day time on 19.05.10. Loosing no time, the police team raided at all the probable hide outs of the suspect but in vain. However, when raid was conducted at his native village, it was learnt that Irfan had already left his village for Delhi a few hours ago. Accordingly, teams were deployed at ISBT Anand Vihar, ISBT Kashmiri Gate, New Delhi Railway Station and the old Delhi Railway Station. Meanwhile, the team already at Bijnore also rushed back to Delhi. Finally, the team succeeded in apprehending Irfan from Exit Gate of ISBT Anand Vihar at about 3 pm on 20.05.10.

THE INTERROGATION: Irfan was brought to the Police Station where, on sustained interrogation he broke down and confessed having committed murder of his second wife Shahna. He revealed that he had two wives. Shahnaz was his first wife from whom he has 4 daughters. Subsequently, he met Shahna who was a dancer by profession. He fell in love with her and married her about 11 months back and after marrying her brought her to Delhi. While they lived together, he came to know about her illicit relations with others and he caught her red handed with others in compromising position on more than one occasion. This led to frequent quarrels and bickerings between the two but Shahna was in no mood to mend her ways. It was due to this that he decided to finally get rid of her and on 17.05.10 he murdered Shahna d/o Sultana r/o Village Poti Pota, PS Noorpur, District Bojnore, UP. After murdering her, he left for his native village and was quite sure in his mind that police will not be able to get him as he had not revealed to anyone about his native address and other details which could provide a clue about his location after the incident.

SENSATIONAL BLIND ROBBERY CUM MURDER OF A BUSINESSMAN IN PS HARI NAGAR SOLVED

Special Staff, West District has solved the sensational blind robbery cum murder of a businessman dealing in spare parts of two wheelers. Five accused persons of self styled biker gang were arrested. One English pistol with two live cartridges used in the commission of crime was recovered. The gang is headed by a notorious Bad Character of Police Station Inderpuri, South West District. INFORMATION/OPERATION :

Keeping in view the recent incidents of snatching/robbery by criminals on bikes, team of Special Staff was given task to collect intelligence about such gangs. On 14.05.2010 at about 9.15 pm the biker gang striked in the area of PS Hari Nagar and targeted Shri Laxmi Narain r/o 36/4, Ashok Nagar, Delhi a business man who deals in spare parts of two wheelers and runs his shop in the name & style of Master Scooter in Meenakshi Garden near Metro Station Subhash Nagar. Shri Laxmi Narain after closing his shop was on his way to his house in Ashok Nagar. When he was alighting from his car just in front of his house with the bag containing cash, the assailants who came on motorcycle tried to snatch his bag. He resisted their attempt but the assailant shot at him and fled from the spot. Shri Laxmi Narain later succumbed to his injuries. In this regard, a case vide FIR No. No 170/2010 dated 15.05.2010 u/s 302/397/34 IPC, PS-Hari Nagar was registered. This daring incident created the sense of fear among the local residents. Keeping in view the sensitivity of the incident, number of teams of local police as well as Special Staff were formed to work on this case and to arrest the culprits at the earliest. The team of Special Staff of West Distt took the challenge and made all out efforts to identify the criminals who could have committed this crime. Secret sources were deployed to collect intelligence about the criminals involved in this case. Through secret sources, it has come to notice that the gang headed by one notorious BC of PS Inderpuri namely Ricky comprising of Shekhu, Ravi, Rakesh & Topi has committed this crime. Criminal intelligence about this gang was further developed. On 21.05.2010, a specific information was received to SI Charan Singh of special Staff that above gang members will be coming in a Santro car and motor cycle without number plate from Inderpuri to Mayapuri Industrial Area for committing robbery with arms. On this a raiding party under the supervision of ACP/Operation Shri Ramesh Chand comprising of Insp. Rajkumar, SI Manoj Kumar, SI Charan Singh, ASI Balvinder Singh, ASI Birpal, ASI Nirakar, HC Ved Parkash, HC Sanjay Bhati, HC Moti Ram, Ct. Pawan, Ct. Suresh, Ct. Narendra, Ct Sunil , Ct. Devender, Ct Sukhbir, Ct Amarjeet, Ct Sudama & Ct.Vinod was constituted and a trap was laid on main Mayapuri road in front of Govt. Press. The police party intercepted one car Santro and motorcycle without number plate. In the car three persons were sitting who disclosed their names as Noshad Khan @ Topi, Rakesh and Ravi. On the motorcycle two persons Ricky and Shekhu were apprehended and on interrogation they disclosed about commission of robbery with murder of a businessman around one week back at Ashok Nagar. HC Baljeet Singh and Const. Ved Parkash from Special Staff of North West District also provided vital information in this case. Necessary information was given to the IO and on search of Shekhu, one sophisticated English pistol loaded with two live cartridges was recovered. They were arrested in case FIR No. 170/10 u/s 302/397/120B/34 IPC PS Hari Nagar, Delhi.

DISCLOSURE & MODUS OPERANDI:

During interrogation accused persons disclosed that they all belong to poor economic back ground. Accused Ricky is a known bootlegger and notorious BC of PS Inderpuri. Topi also indulges in sale and supply of illicit liquor. To earn quick and easy money, he made a gang with Rakesh, Shekhu & Ravi who all live in their neighbourhood and planned to commit robbery by targeting businessmen carrying cash during evening hours. Shekhu and Ricky convinced their gang members on the pretext of the inspiring Hindi movie, in which the hero initially being a good person became a dreaded gangster in need of money and became a millionaire through crime. For committing crime they were in need of a sophisticated weapon which was made available to them by Rakesh @ Ustadji. Ricky purchased the weapon from UP. Rakesh @ Ustadji is a mechanic and also running a dhaba in Naraina area. He used to purchase spare parts of two wheelers from the shop of victim and was having information that the victim used to carry heavy cash in the evening hours.

They all with a common intention targeted one businessman in Naraina Industrial Area but could not materialize the plan. Thereafter, Rakesh and Topi suggested the gang to rob a spare parts dealer in Meenakshi Garden as he also carries hefty amount in the evening hours from his shop. They recced the shop. On 14/05/2010 when Sh. Laxmi Narain was going to his home in his Wagon –R car, Ricky and Shekhu with the Pistol followed him and as he reached his home in Ashok Nagar, Hari Nagar at about 9.15 pm Shekhu attempted to snatch the bag containing cash which Sh. Laxmi Narain resisted and on the instigation of Ricky shot at him with the pistol and fled away with the bag on the motorcycle. Later on it was found that the motorcycle used in the crime was found to be stolen from PS Binda Pur vide FIR No. 152/10 dated 09.05.2010. The pistol used in the commission of crime has also been recovered. Efforts are being made to recover the robbed amount.

Staff involved in the good work is being rewarded suitably.

SPECIAL CELL DATED 21.5.2010

A team of Special Cell led by Inspector Devendra Singh under the supervision of Sh. L.N.Rao, ACP has apprehended ex- employee of Ashoka Hotel for making hoax calls to police control room on 16.05.2010 about the bombs being planted at Ashoka Hotel, which caused considerable panic .

A call was received in the police control room on 16.05.2010 informing that a bomb has been planted in Ashoka Hotel. Police teams alongwith bomb disposal staff and dogs squad rushed to spot and after thorough search, found these calls to be hoax. The investigation for identifying and apprehending the hoax caller was taken up.

Investigation revealed that these calls were made from a mobile phone. The address of the caller were found fake but finally the caller was identified as Sukuman Tamang r/o Vill. Munirka, New Delhi, working in China Garden Restaurant, Ashoka Hotel. He was arrested under the appropriate section of law.

One mobile Phone and Sim Card used for making hoax calls have been recovered from his possession.

Further investigation is in progress.

INTER STATE GANG OF ROBBERS LED BY A HANDICAP ROBBER BUSTED - THREE DREADED ROBBERS ARRESTED, TWO COUNTRY MADE PISTOLS WITH ELEVEN CARTRIDGES OF 315 BORE, ONE .38 BORE LOADED REVOLVER, RS. 70,000/- CASH, FOUR STOLEN MOTOR CYCLES AND ONE ENDEAVOUR CAR RECOVERED.

INCIDENT/BRIEF FACTS:

With the arrest of (1) Sompal @ Sonu s/o Karam Singh (age 24 years) r/o Village Chatnaura, Distt. Ghaziabad, UP, (2) Vikas s/o Satbir (age 26 years) r/o Village Gitara, PS Khekra Distt. Bagpat, UP and (3) Manveer @ Mukhiya @ Netaji s/o Mehkaar (age 23 years) r/o Village Chatnora, Hapur Distt. Ghaziabad, UP a gang of desperate and hardcore inter-state robbers, Special Staff of Outer District has solved 11 cases of day light sensational robberies and MV theft reported in Delhi, Noida, Pilkhua, Meerut, Ghaziabad and Bilaspur, UP. Two country made pistols with nine live cartridges of 315 bore, two used empty cartridges of 315 bore, one revolver of .38 bore, one live cartridges of .38 bore, Rs. 70,000/- of looted booty, one Endeavour Car and four motor cycles recovered. At the time of being apprehended Sompal @ Sonu and Vikas also fired on police party. Accordingly, case FIR No. 123/10 dated 20.05.10 u/s 186/353/307/34 IPC & 25/27/59 Arms Act PS K. N. Katju Marg, Delhi was registered in this regard. TEAM/ INVESTIGATION:

Due to sudden rise in incidents of day light robberies, snatchings and MV Thefts in the area of Rohini, Delhi since last 2-3 months, a special team comprising of Police Officers of Operation Cell including SI Deepak Malik, SI Sanjay Gade, HC Naresh Kumar, HC Narender Singh, HC Jagdish, HC Surender, HC Satish, Ct. Ramesh, Ct. Virender, Ct. Rajeev Raghav, Ct. Parveen, Ct. Rakesh, Ct. Sompal, Ct. Satbir and Ct. Prem under the leadership of Insp Puran Pant and overall supervision of Ved Prakash, ACP/Operations was constituted to develop information regarding active robbers/burglars and to nab them. The dedicated team members spent many sleepless nights to identify the desperate and active criminals and left no stone un-turned to achieve the target assigned to them.

On 20.05.10 at about 06.00 pm, on receipt of specific information by the team regarding movements of some dreaded and desperate interstate robbers in Rohini area, the team immediately swung into action and laid traps at and around Samshan Ghat, Sec-16, K.N. Katju Marg, Delhi. At about 06.50 pm, the police party narrowed on three boys who reached there on two motor cycles. Two of them namely Somapl @ Sonu and Vikas took out pistols as they sensed fear of being apprehended. They were warned to surrender but despite being warned, both fired on police party. Fortunately, the bullets fired by them narrowly missed the police party. Both were promptly overpowered with their third accomplice Manveer @ Mukhiya @ Netaji by the team by not giving them further chance to make another fire. The dedicated team members left no scope for any of them to flee away. Two country made pistol, 10 live cartridges and two empty cartridges were recovered from them. Both the motor cycles (Yamaha F2 and Bajaj Discover) used by them with fake number plates were found to be stolen from the area of Rohini, Delhi. In this regard, case FIR No 425/09 and 579/09 were found to be registered at PS Prashant Vihar, Delhi. Accordingly, a case vide FIR No. 123/10 dated 20.05.10 u/s 186/353/307/411/34 IPC & 25/27/54/59 Arms Act was got registered at Police Station K. N. Katju Marg, Delhi and all three accused were arrested in this case.

2. Vikas s/o Satbir (age 26 years) r/o Village Gitara, PS Khekra Distt. Bagpat, UP.

3. Manveer @ Mukhiya @ Netaji s/o Mehkaar (age 23 years) r/o Village Chatnora, Hapur Distt. Ghaziabad, UP.

INTERROGATION:

During the course of interrogation, accused persons disclosed that during the last week of March, 2010, in day light at about 12.00 noon all three accused with their accomplice Mohit, robbed a motor cyclist for Rs. 5 lacs at gun point, when he had come out from a bank after withdrawing the amount. Since he had resisted for saving his money, they had fired at him which caused gunshot injury to him. They further disclosed that in the first week of May, 2010, they had abducted a passerby in their ALTO Car from Lal Kuan, Ghaziabad and robbed him of Rs. 62,000/- on gun point. In the last week of April, 2010, they had abducted a passerby in their ALTO Car at Hapur Road, Ghaziabad /- and robbed him of Rs. 28,000 on gun point. They further disclosed that on 19.05.10, they had robbed a person of Rs. 2 lacs in day light at about 02.00 pm in Pilakhuwa, Gaziabad, who had come from PNB Bank after withdrawing the amount.

MODUS OPERANDI: Members of gang used 2 modus operandi to rob or steal a vehicle and used the same vehicle for commission of day light robberies duly armed with firearms. The gang members always kept firearms with them and even did not hesitate to open fire on victims or police. (1) One of the accomplices, a man with a handicap in one leg used to conduct reccee inside the bank to watch and choose a target who would be withdrawing huge cash. After identifying the target, he would immediately come out from the bank to inform other members to hit the target. (2) Besides this, they used to give lift to passersby on high ways waiting for transport and later rob them at gun point once they reached on isolated spot.

PROFILE: 1. Sompal @ Sonu s/o Karam Singh (age 24 years) r/o Village Chatnaura, Distt. Ghaziabad, UP. He is a school dropout. He is previously involved in three cases. Being fanaticized with luxurious life, he started robberies and other criminal activities. He is also habitual of visiting the red light area at G.B. Road and spend huge money there from robbed booty.

2. Vikas s/o Satbir (age 26 years) r/o Village Gitara, PS Khekra Distt. Bagpat, UP. He has studied up to B.A (II year). He is previously involved in seven cases. Being fanaticized with luxurious life, he started robberies and other criminal activities. He is also habitual of visiting the red light area at G.B. Road and spend huge money there from robbed booty.

3. Manveer @ Mukhiya @ Netaji s/o Mehkaar (age 23 years) r/o Village Chatnora, Hapur Distt. Ghaziabad, UP. He has studied up to 9th standard and handicap in one leg.
