Audit Committee Meeting Minutes April 29, 2008

The semi annually scheduled Audit Committee meeting of the Yonkers Parking Authority took place on Tuesday, April 29, 2008, at 6:00 p.m. at the YPA offices at 8 Buena Vista Avenue Yonkers, NY 10701

Call to Order Chairman William T. Regan called the meeting to order at 6:10 p.m.

 Introduction of Committee Members Chairman Regan introduced the members of the newly formed Audit Committee. He will serve as the Chairman of the committee and Mr. Louis Nigrello and Mr. Michael Ramondelli will serve as members. The three members were selected at the regular board meeting held on February 26, 2008 when the Audit Committee and Charter were both adopted.

 Authority Budget Office (ABO)-budget report confirmation Mr. Haitham Gammoh, Deputy Executive Director of Finance informed the committee that the Yonkers Parking Authority is in compliance with the Authority Budget Office (ABO). The following reports were submitted to them: the financials, the starting and ending terms for each board member and the 2007/2008 Audit. In addition the audit will be submitted to the underwriter and the bank. The information was also posted on the YPA website.  Miscellaneous Mr. Haitham Gammoh, Deputy Executive Director of Finance advised the committee that the Veteran’s Office requested a ten (10) year lease agreement. Their lease is usually updated on a yearly basis. The Yonkers Parking Authority cannot offer them a lease at this time.

Audit Committee Meeting Minutes November 25, 2008

The semi annually scheduled Audit Committee meeting of the Yonkers Parking Authority took place on Tuesday, November 25, 2008, at 7:05 p.m. at the YPA offices at 8 Buena Vista Avenue Yonkers, NY 10701

Present: Committee members: William T. Regan, Chairman Michael Ramondelli, member Louis Nigrello, member

Call to Order Chairman William T. Regan called the meeting to order at 7:05 p.m.

Approval of April 29, 2008 Michael Ramondelli, member motioned to approve the minutes of the Audit Committee meeting held on April 29, 2008. The motion was seconded by Louis Nigrello, member. The Board voted unanimously 3-0.

Other Business

Yonkers Parking Authority Audit Michael Dalton, Executive Director informed the Committee that Bennett Kielson Storch & Company, LLP will begin their audit in February, 2008. The audit company made a recommendation to separate the Accounts Payable Department from Accounts Receivables. Currently Canute McLaughlin, Account Clerk III handles both. He will now only be responsible for Accounts Payable and Sarita Gonzalez; Office Manager will be responsible for Accounts Receivables.

Stored Vehicles Mr. Dalton informed the Board that complaints have been posted on the Journal News site concerning cars with covers that are in the Buena Vista Garage and have not moved in some time. Blake Perez, Security Supervisor confirmed that these customers are paying customers. Mr. Dalton stated that as long as these parkers display their plates and permits he is okay with them leaving their cars in the garage.

Yonkers Avenue Jammed Meters Mr. Dalton informed the Board that Yonkers Avenue contains approximately thirteen (13) jammed meters which prevents the money from going entirely into the bottom half of the collection cans. He will be looking into this externally as well as internally to see why this is happening.

Audit Committee Meeting Minutes June 30, 2009

The semi annually scheduled Audit Committee meeting of the Yonkers Parking Authority took place on Tuesday, June 30, 2009, at 6:00 p.m. at the YPA offices at 8 Buena Vista Avenue Yonkers, NY 10701

Call to Order Chairman William T. Regan called the meeting to order at 5:30 p.m.

Approval of November 25, 2008 Minutes Michael Ramondelli, member, motioned to approve the minutes of the Audit Committee meeting held on November 25, 2008. The motion was seconded by Louis Nigrello, member. The Board voted unanimously 3-0.

Updates

 Chairman Regan asked how things were working out with the recommendation made by Bennett Kielson Storch & Company, LLP to separate the Accounts Payable Department from Accounts Receivables as discussed at the Audit Committee meeting held on November 25, 2008. Joseph Dalli, Deputy Director/CFO informed the Board that things are working out well. Sarita Gonzalez, Office Manager is responsible for Accounts Receivables and Canute McLaughlin handles Accounts Payable.  At the last Audit Committee meeting the Board addressed some concerns parkers were having regarding vehicles with covers parked in the Buena Vista Garage that have not moved in some time. Jay McLynn, Assistant Director informed the Board that the issue has been addressed and things are 99% better. Parkers with covered cars are required to display their plates and permits at all times.

 Yonkers Avenue Jammed Meters At the Audit Committee meeting held on November 25, 2008 the committee and general Board discussed the issue concerning the thirteen (13) meters that were jammed on Yonkers Avenue which prevented the money from going entirely into the bottom half of the collection cans. Some time in April, 2009 two men were charged with $200,000 worth of damages for jamming the meters and stealing the coins.

YPA Bond, Series 1999A  Mr. Dalli informed the board that he received the waiver from Rochester Fund Municipals concerning the YPA Bond, which was the only thing needed in order for Bennett Kielson Storch & Company, LLP to begin their audit. The waiver has been certified and officially filed by the Authority. The auditors will process the waiver as soon as they have all the reports ready. The Audit will be presented to the Board in August, 2009.

Conclusion With no further business, a motion to adjourn the meeting at 5:38 p.m. was made by Louis Nigrello, member and seconded by Michael Ramondelli, member. The committee voted unanimously 3-0.
