Town of Collierville Town Beautiful Commission Meeting Minutes-March 26, 2013

David Perry, Chairman called the meeting to order at 6:01. Commission members present were Allen Brown, Pam Coile, Andre Crafford, Mike Crockett, Clint Haley, Linda Lewis-Shaw, Carol Millsaps, David Perry, Alan Scrimager, and Hailin Swan.

Allen moved to approve meeting notes from the February 26 meeting. Haillin seconded and all approved meeting notes.

David shared the formation of four subcommittees for work programs would be the focus of the night’s meeting. He discussed what would be expected of each work program subcommittee.

Work Program Subcommittees

1. Entrance Signs-The group would currently review what is in existence and create a plan or recommendation to the town for additional signage. From there the plan would go to park advisory board. The success of this group would be building the proposal and submitting it to the town. The group may want to find out what do the residents want in regards to entrance signs or would this also include landscaping as well. Allen suggested that Polly be chair since she brought up the project at the last meeting and he would serve as co-chair of the subcommittee. Allen also asked would this be submitted in time for 2014 budget—Greg Clark shared the budget process and quite possibly the subcommittee’s proposal of how to fund signage.

2. Existing Arboretum at W.C. Johnson Park- This would actually be a recertification project. Greg discussed the history of the project and how it began at the Town Beautification meeting. He mentioned tiers for certification and how to expand to the next tier (the steps that need to be taken for the next level of certification). Carole asked for clarification on the location and Greg shared that actually the entire park is considered to be an arboretum since identification of the trees is one tier, but the identification signs are located near the walkway area. This would make an ideal Eagle Scout project and the subcommittee could possible reach out the local troops or anyone looking for an eagle scout project.

3. Holiday Lighting Contest- David discussed the aspects of this program and included quite possibly a map of homes of Collierville in the contest. David suggested using a winning entry from last year poster contest to announce the contest. David discussed a suggested time line and plan, with the subcommittee to develop a more comprehensive plan. Other items to consider was to approach business and town partners, finalizing business costs and poster contest, publishing a map, locating a media partner. It was suggested that people could go to local restaurants to pick up a free map of lighted homes. The subcommittee will need to come up with more ideas how to draw in folks to see lights, maybe with a People’s Choice award or Facebook tie-in. The group will need to work on this plan right away with goals to present to the mayor and alderman. Signs will need to be awarded and quite possibly a bus trip go around to look at lights. Poster contest was an idea from last year that could be continued this year. Making a map of the home with Google maps to be distributed, Challenge: How to get participation and how the homes are judged? The group would go out to judge and declare winners, quite possibly relying on pictures. Allen supported hanging posters where lights are sold and that we must be ready to promote before Halloween since decorations go out around that time. Since most families begin decorating around Thanksgiving, there is a short window of time to judge, award winners, and create maps.

4. Business of the Month-The responsibilities of this subcommittee is to put out a note to submit your pictures to the business or subdivision. The chair will get in some sort of format the photos and we will flip through them to view and vote at the next meeting. Voting will take place at monthly meetings and then the subcommittee will contact the business and subdivision to award signs and certificates. Greg stated that the Parks Department will make the certificates. The subcommittee will submit the information to the local papers. Carole will chair and need a good co-chair to assist during her absence. Additional work programs included Volunteer Beautification Areas and a proposed Horticulture Scholarship for CHS Senior (this will include ongoing funding for the scholarship).

Carole asked for all to email pictures to her and said that we must get lots of pictures. She encouraged members to drive around and take pictures.

Additional items:  More members are needed for Entrance sign subcommittee  Need a co-chair for Arboretum subcommittee  Holiday Lights Subcommittee will meet on April 11 at 7:00 Having no other new business, thoughts, or concerns, a motion was made to adjourn from Carole Millsaps and Alan Scrimager seconded. The next meeting will be held at the same location on Tuesday, April 23, 2013.

The meeting was adjourned at 6:59pm.
