EXPRESSION OF INTEREST OPERATING MARINA AT BOLGATTY ISLAND LOCATED AT KOCHI, KERALA

Kerala Tourism Development Corporation (KTDC), the largest hotel chain in Kerala, is about to commission India’s first full-fledged Marina at Bolgatty Island in Kochi, Kerala. The Marina, with the state-of-the-art facilities, is located at the eastern coast of Bolgatty Island in the Bolgatty Palace Heritage Hotel (Dutch Palace) and Bolgatty Island Resort premises under KTDC, close to international maritime route at the south west coast of Indian Peninsula, having good ambiance throughout the year with minimum tidal variation. The Marina is located very near to the Kochi city, which is one of the top tourist destinations in the world. Kochi has a world class natural Port and an International Airport. It will also be the world’s only marina with a golf course (nine holes). The potential of this Marina stems from the fact that even without a marina, numerous luxury yachts call at Kochi every year, en route from Gulf/West Asia region to destinations in the Far East and vice versa. Initially, the Marina will have berthing facilities for 34 yachts, which would be increased to 50 in the second phase. The construction of the Marina is now in final stages and KTDC schedule to commission the same by April 2010. KTDC propose to outsource the operations of Marina and its marketing to experienced marina management service providers for a period of three years initially. KTDC invites “Expression of Interest (EOI) from marina management service providers (individual/company/consortium) having hand on experience in providing responsible operation of marinas with excellent quality services to customers and marketing of such services in the international market. The interested parties should be capable of providing unsurpassed marina management services customized to fit the requirements of KTDC, having the expertise to bring the best in marina operations, including environmental and regulatory support, marketing and advertising etc., with proven track record. They shall be responsible for the entire operations of the Marina. Those who have experience in managing the entire operations of a Marina for at least three years and those who have experience in marketing such services internationally need only apply. Interested parties could visit the site also. The revenue proceeds from all services provided at the Marina (berthing, repairing, servicing etc) are proposed to be shared between KTDC and the selected party on 50:50 basis. The tariff for various services could be finalized mutually. Interested parties are requested to submit their Expression of Interest in the format appended herewith along with all the necessary documents. EOI shall be liable for rejection in the absence of supporting documents against each of the applicable requirements. The proposal would be evaluated on the basis of eligibility criteria and the experience of interested parties in the relevant area as mentioned above. Evaluation of the submitted EOI fall under the sole discretion of KTDC, which may choose to apply whatever conditions it deems appropriate during the evaluation. Those who are interested may submit their EOI in the prescribed format in sealed covers superscripting “Expression of Interest for operating Marina at Bolgatty Island, Kochi” in the following address on or before 3 PM, 12th March 2010. Managing Director, KTDC Ltd, Mascot Square, Thiruvanathapuram-695 033. FORMAT FOR THE SUBMISSION OF TECHNICAL BID FOR OPERATING MARINA AT BOLGATTY ISLAND, KOCHI, KERALA

The Marina operations include

1. General Requirements

0 a. All the works will be performed in a professional manner by experienced and well trained, personnel, utilizing equipment of the latest and most efficient design. 1 b. The practices and procedures employed will be according to the accepted industry standards; installations and applications will be made with technical expertise; all vehicles and equipment will be operated both skillfully and safely within the area of the Marina. 2 c. To ensure that the work performance comply with the relevant Occupational Safety and Health Act. 3 d. Training of the crew members to abide by the laws of the local waters and safe Maneuvering of their vessels within the limits of the Marina. 4 e. The contractor will arrange all labour, material consumables and equipment for the performance of the marina operations. 5 f. The contractor shall liaise with the Cochin Port Trust, Customs, Police, Inland waterways Department and all other relevant departments for the operation of Marina. 6 2. Maintenance

I. Cleaning a. To undertake waste disposal viz chemical/hazardous waste disposal (Oils, etc) and bio/non-biodegradable trash. b. To check periodically (to be discussed and decided) for sea/backwater growth on submerged components of the Marina and will be responsible to scale off any growth with the desired tooling and an assurance of no physical damage to the components. II. Planned Component Maintenance 1 a. Service Bollards: To check periodically (to be discussed and decided) for Corrosive coatings, electrical terminal ends and safety of Splash proof power outlets. b. Electrical Services: Cables to be checked for snagging and damage due to the flexible nature of the Marina. Power supply to be checked monthly for surges and irregularities if any. c. Fresh Water Services: All Fresh water lines will be checked monthly for leaks and snags. Inline pumps to be checked for regulated pressure. d. Fire Hose Connections/Reel: Hoses will have to checked periodically (to be discussed and decided) for holes and weathering. Water lines to be checked for excessive salt deposits and stagnation. e. Sewage Pump Out: All line to be flushed with an Environmentally Non- hazardous Chemical once in every 3 months to assure no blockages in the line. Discharge reservoirs to be cleared by contractors every week or in event of reaching the limit. f. Illumination and Beacons: Indication Beacons will be checked regularly for light source and shield Clarity. g. Mooring Cleats: to be checked for fractures due to overloading and suitable location for mooring. h. Fasteners. All Pontoon and Gangway fasteners will be checked periodically (to be discussed and decided) and tightened to secure a long life for the Marina. 3. Pest Control a. The contractor will inspect the Marina periodically (to be discussed and decided) for indications of pest problems. b. Upon confirmation of a specific problem requiring treatment, the contractor will apply pesticides as needed and only in affected spots, whenever possible using the least toxic, effective pesticide. No pesticide will be applied to Marina designated areas without the express approval of KTDC. c. All applications of pesticides will be performed when temperatures are below 90°F and wind drift is negligible. d. The contractor will keep records on pests identified and treatment(s) rendered for control. e. Pesticide applications will be made in accordance with the rules and regulations governing use of pesticides in Kerala. 4. Unplanned Maintenance a. Damage Control: in event of damage caused due to climatic condition etc, a diagnostic report will be made up on inspection of the affected area and a cost of repair inclusive of manpower and material will be submitted to KTDC representative for approval before works can be carried out. i. Damaged areas will be cornered off with safety barriers and the designated area will be closed off till such time that works are in progress. ii. The contractor will be required to provide a schedule of works assuring a timely completion. iii. The contractor will carry out repairs on the designated area with minimal disruption to every day operations of the Marina. b. Weathering: in event of deterioration due to ageing similarly to the above (Damage Control) a diagnostic report will be made up and submitted along with a cost of Manpower and materials to the KTDC representatives for approval before commencement of works. c. Optional Service Issues 1 All optional services will be by supplemental written agreement of the KTDC/ representative and that agreement will specify the extent and cost of the proposed work. All such work, however, will satisfy these general requirements. 5. Scope of works (to be undertaken by the contractor)

a. The contractor will inspect and test water and electrical devices and other components monthly and shall reset manually according to seasonal changes. b. Minor adjustments and repairs such as cleaning or replacement of filters repair small leaks, and minor adjustments shall be made by the contractor. c. Once a year, the contractor will recalibrate meters and Gauges allowing for accurate reading. d. During monthly maintenance checks, the contractor will note and report to KTDC any symptoms of inadequate or excessive supply of electrical, water or drainage etc. e. All routine maintenance works will be carried out by the contractor at their own expense. 6. Inspection and Acceptance of Work 1 a. The contractor shall be responsible for notifying KTDC all the works prior to and after execution. b. An inspection will be made by the KTDC representative and the contractor representative, within 48 hours of notification by the contractor that work has been performed. A snag list if needed will be executed. c. All work must meet the specifications and KTDC will be the final authority on acceptance. 7. Insurance, Licenses, Permits, and Liability 2 a. The Contractor will carry liability amounts and worker's compensation coverage required by law on his/her operators and employees and requires the same of any sub-Contractors and provides proof of same to the KTDC /representative. b. The Contractor will carry general liability insurance in connection with the operation of Marina. 8. The contract will be governed by the laws of India.

Situations which the contractor deem responsibility for: a. Any damage due to the operation of equipment in performing the contract, to include damage to Marina components, or any device on the Marina. b. Failure to comply with all laws pertaining to the pollution of the environment and spillage, Labour laws pertaining to the employee engaged by the contractor and all applicable laws which deem to have a direct bearing on the contractor. c. Improper replacement or retrofitting of components. All the relevant license/permits for the operation of Marina shall be obtained by the contractor. Any other matter required for the operation of Marina can be finalized on mutual consent.
