The Central Virginia Training Center Local Human Rights Committee met on Tuesday, March 13th, 2007 at 5:30 p.m. The meeting was held in Conference Room A of the Administration Building. The Chairperson called the meeting to order and motioned that the CVTC/LHRC go into Executive Session pursuant to Virginia Code, 2.2-3711 (15), for the purpose of discussing restrictive treatment programs for individuals. LHRC minutes for January 9, 2007 were read. Ms. Elliott, Chairperson asked for a motion for approval of the minutes. Ms. Clingempeel made the motion of approval and the committee members so approved. Ms. Elliott, Chairperson asked for a motion to go into Executive Session. Mrs. Milnor made the motion and Mr. Saunders seconded the motion. Eightteen new medication requests were reviewed. Eighteen were approved. Thirty-one annuals were reviewed with no recommendations by LHRC. Eight programs were reviewed as per request of the Facility Director. The Compliance Officer reviewed the Medical Protective Restraints. The Human Rights Advocate gave her report. The Human Rights Advocate announced the Volunteer Reception Luncheon will be held April 3, 2007 in Staunton. Ms. Clingempeel stated she would like to attend. The Human Rights Advocate also notified the committee members that effective October 10, 2007, CVTC will be a smoke-free facility. She explained the advocate’s will be monitoring those individuals living at the facility who smoke and how preventative measures for smoking cessation are being implemented. The Chairperson then asked for a motioned to return to open session. Mrs. Milnor made the motion and Ms. Clingempeel seconded the motion. The Chairperson then moved that each member certify that to the best of their knowledge only matters lawfully exempted from open meeting requirement and to Virginia Code, 2.2-3711 (15), for purpose of discussing restrictive treatment programs. Each member stated, “I so certify”. The Chairperson made a motion to approve the restrictive treatment programs discussed in closed session. Ms. Clingempeel made the motion and Mr. Saunders seconded the motion. With no further business, the meeting adjourned at 8:08 p.m.
