Carlton Parish Council

MINUTES OF MEETING HELD ON MONDAY JUNE 3rd 2013

PRESENT Cllrs. Garside, Fletcher Mrs. Parmley and Mrs. Goldie

APOLOGIES Cllrs. Mathews and Thompson

DECLARATION OF INTEREST None

Residents from Willow Bridge attended the meeting in the hope of progressing matters concerning a footpath between their houses and the village along Letch Lane. Cllrs. Parmley and Goldie had represented the Parish Council at the Area Transport Partnership where a bid for funding for the works had been submitted. As a result the Parish Council had been informed that the Partnership had agreed to fund half the cost of the works (now estimated at a total of £8600) on the basis the remaining money would be provided by Carlton Parish Council(£1000) and the Borough Councillor’s local environmental improvement fund (£3300). Unfortunately Cllr.Stephenson was not present at the meeting to confirm whether he was able to make his contribution. It was agreed that he or John Angus the fund’s administrator at S.B.C. would be contacted to secure their commitment for the work.

13.06.01 MINUTES The Minutes were accepted as a true record of the last meeting – Proposed Cllr.Mrs Watson Seconded Cllr.Fletcher.

13.06.02 MATTERS ARISING Cllr.Garside has been able to secure logos for the plaque at the playing field and is to contact Andrew Whitfield at Ripon Farm Services for their logo. Cllr.Mrs Watson suggested that Claire Stansmore’s name be on the plaque together with Impetus the other contributor to the refurbishing of the playing field.

13.06.03 PLANNING High View Carlton – plans for two dormer bungalows – no objections. Pruning of Ash Tree in Poplars – no objections.

13.06.04 FINANCE Clerk’s Salary –Proposed Cllr. Fletcher Seconded Mrs. Goldie. Out Sourcing Payroll at cost of £51 Per Annum this was suggested by Cllr.Fletcher to make matters easier at the next Audit – no objections. Cllr.Fletcher advised that the accounts would be forwarded to B.D.O. on time.

13.06.05 CORRESPONDENCE Clerk to the Carlton Parish Council Mrs A.G. Jackson 33 Green Leas Carlton Stockton Cleveland TS21 1EJ - Telephone 01740 630696 Carlton Parish Council Request for funding has been received from Butterwick Hospice – Parish Council agreed to put this matter in abeyance at present. Bishopton Brownies – P.C.agreed £50 contribution towards their costs. Cleveland Scouts – P.C.agreed £50 contribution when Clerk has ascertained who the residents are taking part on the expedition.
