MINUTES of a MEETING of the HUGGLESCOTE AND DONINGTON LE HEATH PARISH COUNCIL held at 7.30pm THURSDAY, 16 March 2017, at the Community Centre, Grange Road, Hugglescote

Cllr Johnson declared

“I will consider the matters in my capacity as a Parish Councillor in full consideration of my Parish Council duties. The decision/representation will be in my capacity as a Parish Councillor, not in my capacity as a District Councillor/Member of the Planning Committee and without full knowledge and detail of the matter as will be before me in my capacity as District Councillor.

I take my position as a District Member/Member of Planning Committee under full duty of my Code of Conduct obligations with an open mind, objectively and on assessment of the individual merits of all matters before me and will not be prejudiced by my Parish Councillor status.”

17/30 WARD AND COUNTY COUNCILLORS REPORT CC Eynon presented her Interim Report for March 2017 and referred particularly to her meeting with senior Highways officers regarding Bardon Grange proposed development and the provision of a ‘punch through’. Officers have been asked to include the ‘punch through’ as part of the Highways overall strategy for the A511, thus releasing funds and legal mechanisms making it a reality. The response to this request would be monitored.

Cllr Johnson reported a series of events since he last meeting:

 Raw sewage leak at the Hugglescote cross roads from a drain on Central Road – cleared up by Severn Trent.

 Anti social parking near the crossroads resolved after item posted on social media – car having been parked for two days.

 Wainwright Road - Construction traffic stopped following contact with developer. 16

Cllr Palmer reported a serious road accident had taken place near the cemetery.

17/31 MINUTES Resolved That the minutes of the meeting held on 16 February 2017 be approved as a correct record.

17/32 PLANNING MATTERS

(a) Applications

(i) App Ref 13/00802/FULM - Phase 1 Land to the North Wainwright Road - 79 Dwellings - Amended Plans/ Substitute plots. (ii) App Ref 15/00641/FULM - Phase 2 Land to the North Wainwright Road - 196 Dwellings - Amended Plans / Substitute plots, Drainage Strategy, House Type Schedule, Amended Planning layout. (iii) App Ref 17/00232/FUL - 191 Central Road Hugglescote - Dropped kerb to allow for vehicle access. (iv) App Ref 17/00188/ADC - Hugglescote Methodist Church Station Road - Erection of non illuminated free standing sign and display of 2 illuminated advertisements and 1 non illuminated double sided post sign. Members suggested that a timer be attached to the illuminated signs.

Resolved That the Parish Council has no objections to the applications.

(b) Appeal Submission – The Green, Donington Le Heath

An approach from Wenbury Homes, seeking costs, received via The Planning Inspectorate had been rejected.

(c) Street Naming – Frearson Road Development

Lists of themes received from Mr J Talbut.

17/33 NEIGHBOURHOOD PLANNING

Members considered a report proposing the development of a Neighbourhood Plan. Resolved (a) That the contents of the report be noted. (b) That the development of a Neighbourhood Plan for the Parish be supported in principle. (c) That the existing Parish boundary be designated the Neighbourhood boundary of the planned area and submitted to the local planning authority (NWLDC). (d) That a task and finish group be established, comprising interested parties, to consider the process; the implications; the resources required, likely timescale and an outline project plan for consideration at a future meeting of the Council and to establish a Neighbourhood Plan Steering Group (The Neighbourhood Planning process requires a joint project management approach between the parish council and the community).

(e) That the task and finish group be asked to consider working with agencies i.e.”YourLocale” to provide the professional input into the process. (f) That a public meeting be called to gauge / explore the level of interest in the Parish to the production of a Neighbourhood Plan.

17/34 FINANCIAL MATTERS (a) Internal Monitoring and Control – Audit Check Cllr Springthorpe had undertaken an internal audit to check and verify the figures as presented to Council. At the time of inspection two payments could not be evidenced and reconciled to the bank statements. These had since been added to the file and noted. Cllr Springthorpe reported that payments and receipts have been made in accordance with the Financial Regulations and documented accordingly.

(b) Payments

Resolved That the payments and receipts listed in Appendix A be approved.

17/35 LAND AND PROPERTY

Cllr Jordan commented on the level of pollution and illustrated his concern with a photographic ‘before and after’ of his power washed driveway. 19

17/36 HIGHWAYS, TRAFFIC AND CAR PARKING

The Clerk had received a query from a resident of Dennis Street regarding progress of discussions re parking. The DC wanted discussions on parking in general whilst the Parish Council was still awaiting a report back from the County Council on options and costs. Enforcement action had recently been taken following dangerous parking outside the school.

17/37 COMMUNITY ENGAGEMENT

Next quiz night to be held on 19 May 2017 (TBC). The Clerk would pursue options and costs for possible alternative arrangements to Bear Facts. Work on website ‘community interaction’ on comments and issues raised noted.

17/38 SENCE VALLEY ENVIRONMENTAL IMPROVEMENT PROJECT Ashburton Road benches – signatures awaited. Dennis Street Garden Project still alive – issue of bench attracting anti social behaviour – concern expressed.

17/39 PARISH LIAISON MEETING The Chairman and Clerk had attended a recent meeting at which a presentation was made on Parish Council up take of County Council roles, without any transfer of resources.

17/40 CLERK’S UPDATE The Clerk referred to the Action Sheet circulated on today’s agenda, which was reviewed and updated at the meeting.

Annual meeting of the Parish To be held between 1 March and 1June 2017 (date to be arranged).
