5 MINUTES OF THE MEETING OF BILSBY & FARLESTHORPE PARISH COUNCIL HELD IN HOLY TRINITY CHURCH, BILSBY ON 3rd July 2014.

Present: Councillors Marsh, Wilson-Brown, Morley, Cooper, Bailey, Iredale, P Maplethorpe and J Maplethorpe.

Cllr J Bradley (ELDC) Cllr S Palmer (LCC) Mrs L Croft (Parish Clerk) 1 member of the public.

Member of the public commented that residents had trimmed their hedges as requested in the newsletter. This was noted and residents thanked. It was also noted that a number of potholes had been filled. APOLOGIES. 23. None.

TO RECEIVE ANY UNREGISTERED DECLARATIONS OF PECUNIARY INTERESTS 24. None.

NOTES OF THE LAST MEETING HELD 5 th JUNE 2014 TO BE APPROVED AS THE MINUTES AND SIGNED BY THE CHAIR. 25. Proposed Cllr D Morley Seconded Cllr J Maplethorpe Resolved that these be signed as a true record by the Chairman.

ANY MATTERS ARISING FROM THIS MEETING. 26. Item 17a – Cllr Wilson-Brown apologised that the current venue for Parish Council meetings was not mentioned in the newsletter. Item 19 – The Huttoft Notice Board was funded by a grant from the Coastal Country Park and a LC/GM similar one cost approx £1,000 to £1,500. Letters had been written requesting quotes for refurbishing. Possible grant funding to be looked in to.

CORRESPONDENCE 27. a Lincs2Advice – New service being delivered in Lincolnshire. Thanks to Big Lottery funding, Lincolnshire residents can now access advice, information and support agencies from across the County in one place. The free, impartial and confidential service, which can be accesses by telephone or website, will help residents to find the best placed advice provider quickly and easily over a diverse range of issues from health and car through to money and work. More than 200 organisations are working in partnership. b. Community Wild Life Grants available for between £50 and £500, up to a maximum of 75% of the total cost. The remaining 25% can be made up through volunteer time if work carried out by the local community. Closing date for applications 1 September. c. Notification of road closures including Back Lane, Bilsby – up to 10 days between 1/8/14 and 31/8/14. Signage detailing accurate dates and times will be displayed on site in advance. Required for carriageway patching and essential maintenance work. d. N/143/00807/14 Land off Mill Lane, Saleby – Full planning permission granted for an extension to existing free range poultry unit. e. N/089/00784/14 Crawcroft Farm, Crawcroft Lane, Huttoft. – Full planning permission granted for an extension to existing free range poultry unit. f. Letter requesting emailed copies of minutes and accounts for 2013/14. Clerk to e-mail giving link to minutes and accounts 2013/14 on website, and offer to send hard LC copies at published fee if they are unable to download from website.

FINANCIAL

3rd July 2014 Minutes 23 - 31 6 28. a. Accounts for Payment. Resolved that the accounts as set before the Council totalling £786.31 be paid.

DISCUSS POSSIBLE PURCHASE OF REACTIVE SPEED SIGN. 29. Cllr Iredale had asked residents on Thurlby Road their opinion. 7 were in favour but 9 against mainly because they did not feel they were effective long term. Not much response although some had been unable to leave a message on the clerks phone as there was no voice mail. As there will be an extraordinary meeting to make residents aware of the planned wind turbines at Asserby in the near future it was proposed that the reactive speed sign should be on the agenda to get a better understanding of what residents think about the possible purchase. Clerk to contact Lincolnshire Road Safety Partnership to ask if the village can use their reactive signs. Cllr Marsh willing to collect LC if required.

PLANNING AND DEVELOPMENT. 30. a.) Ambleside, Alford Road, Bilsby – Erection of detached garage. Resolved to object to the application on grounds that the position of the garage will spoil the look of the village. Clerk to write to ELDC to complain about the standard of plans. Cllr Bradley also to LC raise this issue with planning. ANY OTHER MATTERS FOR GENERAL DISCUSSION OR INCLUSION IN NEXT AGENDA. 31. a.) Cllr P Maplethorpe informed the council that the Charity Commission will not allow the PCC to

use the area at Church House as a Car Park as originally planned. As the area belongs to the

trust fund the PCC would have to rent the car park at a commercial rate from the trust. This

would not be financially viable. The land will therefore be sold. Cllr Marsh will contact

Rev.Ros Latham regarding this as it was felt vital that a car park be provided and if necessary GM

the Parish Council would need to consider a possible purchase.

b.) It was noted that a number of properties have poppies in flower.

c.) Clerk asked to enquire about the Rural Police Panel, the last meeting was cancelled and

nothing had been heard since. A new location for the meetings is to be sought, clerk to inform LC

PCSO Prince that Holy Trinity Church is available for hire.

d.) Clerk asked to contact highways regarding blocked gullies on Back Lane causing flooding. LC

There being no further business the meeting closed at 8.15pm.
