State Capitol and Executive Residence Board Meeting Minutes Governor's Conference Room, 115 East, State Capitol July 11, 2001 1:00 p.m. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++

1. Call to Order . The meeting of the State Capitol and Executive Residence Board (SCERB) was called to order by the Chairman, Representative Marc C. Duff at 1:10 p.m.

2. New Members . Two of the new members were introduced: Representative Marlin Schneider and Debra Woodward, Interior Designer. Mr. Robert Cramer, DOA-Division of Facilities Development, was unable to attend the meeting.

3. Roll Call  Ms. Susan A. Springman, SCERB Secretary called the roll and a quorum was present. . Present: Representative Marc C. Duff; Senator Fred A. Risser; Representative Carol Owens; Representative Marlin Schneider; Senator Dale Schultz; Mr. Eugene Potente, Public Member; Mr. Anthony Puttnam, Public Member; Mr. Robert E. . Absent: Mr. Walter Wilson, Public Member; Senator Brian Burke; Mr. Robert Cramer, DOA, Division of Facilities Development.

. Guests Present: Mr. Michael Stark, Department of Administration - Division of Buildings and Police Services; Mr. Daniel Stephans, Department of Administration - Division of Facilities Development; Mr. Michael Bath, Department of Administration - Division of Buildings and Police Services; Mr. Jim Schumacher, J.P. Cullen; Ms. Debbie Bothell and Ms. Tammi Alexander, Department of Administration - Division of Buildings and Police Services.

4. The new members of the Board signed the oath of office.

5. Approval of Minutes  Chairman Duff moved to accept the minutes as recorded from the March 5, 2001 SCERB meeting. Seconded by Senator Schultz. Approved by a unanimous voice vote.

6. Subcommittee on the Executive Residence  Michael Stark, DOA-Division of Buildings and Police Services, requested approval to renovate the Capitol Police office space. The funds have already been allocated but the plans have not been completed. The renovation is required to prevent (water) damage to the police equipment.  Motion #1: Representative Owens moved to approve renovation of the basement Capitol Police Office. Seconded by Mr. Johnson. Motion carried by a unanimous voice vote.

1 7. Subcommittee on the State Capitol A. Elevator Car Interiors This was moved to the last order of business when a mockup elevator car will be viewed.

B. Southeast Basement Office Space - Skylight Addition Michael Stark presented additional information regarding the skylight (the issue was discussed at the 3/5/01 SCERB meeting), as well as drawings. The skylight would provide natural light for the open office areas in the southeast basement area. It would be located off Martin Luther King Boulevard and adjacent to the Capitol balustrade. The structure would be easily hidden from the street using plant material. The glass would be security/insulated/laminated and tinted.  Motion #2: Chairman Duff moved to approve the addition of the skylight to the southeast basement office area. Seconded by Mr. Lewcock. Motion carried by a unanimous voice vote.

C. Status of East Wing Restoration and Exterior Granite Sponge Jetting Dan Stephans, DOA-Division of Facilities Development, discussed the restoration status. All but the Supreme Court have moved back into the East Wing. The Supreme Court will be moving back in August.

The sponge jetting has been completed and the tuckpointing will be done by the end of August. The cleanup and sod repair of the Capitol exterior will be completed by September. There are no funds to improve the area.

Susan Springman, DOA-Division of Buildings and Police Services, will look into planning a ceremony for the East Wing completion of the Master Plan, to possibly coincide with the Historic Video Dedication (a video to be used by Wisconsin's fourth graders) on September 11th.

D. Capitol Restoration Status - Update of Needed Funding Dan Stephans distributed a handout showing what was requested in the 2001-2003 Biennium Budget and the additional funding of $8.26 million needed to complete the Capitol projects. Senator Risser stated that a separate bill could be introduced for the additional funding. It was stated that SCERB could also request donations, but they would have to be without advertising attached.

E. Addition of the National Landmark Plaque and Wisconsin State Register of Historic Places Plaque Dan Stephans distributed a handout showing a drawing of the plaque. The plaque was to be installed no later than August, to be included with the HistoricVideo Dedication on September 11th. There was discussion as to the location of the plaque.  Motion #3: Senator Risser moved to authorize the installation of the National Landmark Plaque and Wisconsin State Register of Historic Places Plaque at the Capitol inside the building. The location is to be selected by the State Capitol Building Subcommittee with approval of the 2 whole Board by mail ballot. Seconded by Senator Schultz. Motion carried by 12-1 voice vote.

8. Subcommittee on Capitol Park Grounds:  Dan Stephans, DOA-Division of Facilities Development, discussed the progress of the Capitol Park Master Plan. There will be some plantings on State Street and Wisconsin Avenue, consistent with the Master Plan.

9. SCERB Responsibility and Authority  A copy of Chapter 16.83 of the State Statute covering SCERB's powers and duties was included in the meeting material. Chairman Duff reiterated the Board's sole authority to approve any renovation, repairs, and installation of decorative items and furnishings in the Capitol and Executive Residence.  Motion #4: Chairman Duff moved to approve the Supreme Court office drapes only as currently hung. Seconded by Senator Risser. Motion carried by a unanimous voice vote.

7. Subcommittee on the State Capitol A. Elevator Car Interiors The Board left the meeting room to view the mockup elevator car interior.  Motion #5: Chairman Duff moved to approve the elevator car interiors with painted ceilings and access panels. Seconded by Senator Risser. Motion carried by a unanimous voice vote.

Adjournment. The Chairman, Representative Marc Duff, adjourned the meeting at 3:30 p.m.
