SECTION 1: INTRODUCTION TO THE PROJECT

Name of the Project The Nelson Mandela Children’s Hospital

2. Project Overview The Nelson Mandela Children’s Hospital will be a dedicated 200 bed (with expansion capability to 300 beds) academic paediatric referral facility servicing the children of Southern Africa irrespective of their socio economic standing. The hospital will, through its training and research, build human capacity and spread the ethos of quality health care for children throughout South Africa and farther in the continent. It will act as a hub for paediatric care throughout the SADC region. The hospital will be a turning point in how Africa views and treats its children by providing a state of the art specialist care to all children who need the services – no child will be turned away for inability to pay.

The hospital will provide healthcare to children from neonates to about 14 year olds in a child friendly environment with an ethos focused on well-rounded healing experience for children. To this end the hospital will embrace a holistic healing approach that includes family support, ongoing scholar support and ample space to play and be a child and space for reflection and meditation. The family-centered healthcare provided at the Nelson Mandela Children’s Hospital will alter how families see their role in treating children outside of the healthcare system and, in doing that, will help to create continuity of care for children. Too often hospital care is entirely removed from the care children receive at home, with physicians treating a child, only for the same condition to worsen when the child returns home. By involving families in the entire continuum of their child’s care, the Nelson Mandela Children’s Hospital will help to end that cycle. The Nelson Mandela Children’s hospital will also have the first Ronald Mac Donald family accommodation on African soil which will enable families to be part of the child’s healing and recovery process.

It shall provide quaternary and tertiary care level at the 7 centers of excellence (Cardiology and cardiothoracic Surgery, Nephrology, Haematology and Oncology, Neurosciences, Pulmonology, Craniofacial, and General Paediatric Surgery) thereby relieving the pressure and backlog from the existing tertiary care facilities and enable improvement in care at these facilities. There is recognition that this facility will contribute to the national Department of Health’s “improved mother and child mortality rate” campaign. It will be an academic institution that will train doctors and nurses at post graduate level in the

It will enable paediatric clinical research at post graduate level and through its links with research institutions worldwide bring new and innovative practices to South Africa.

Through the use of telemedicine, the hospital will be able to train medical professionals across the region and help improve the current practice of paediatric healthcare in the region and throughout the African continent. As the hospital is a referral hospital, a key role of the hospital will be to work with the satellite referring partner hospitals in elevating the quality of care at these facilities through capacity building and support of medical professionals at these facilities.

Project end date The project will continue to provide on-going health care to the children of Southern Africa.

Financial Sustainability after securing of initial funding: The South African government will provide the annual operational expenditure through a grant for the life of the hospital. NMCH has permission to treat 20% private paying patients. NMCH Trust will continue its mandate of fundraising to build an endowment and engage with new donors particularly with research funders.

Policy implications or opportunities for this project: The South African Minister of Health has indicated that he is looking at the proposed NMCH governance model for implementation as part of the NHI. NMCH is seen as a national asset although it operates within Gauteng province. NMCH is a semi-autonomous institution that will bring in private sector efficiencies in its operations and government’s efficiencies in respect of procurement. NMCH has academic institutions as its partners and the quality of training and research will be assured through this partnership. Children will not be turned away because of an inability to pay. Regional children will be treated in line with government’s bilateral agreements in the region.

NMCH will be a turning point in how Africa treats its children through building human capacity and spreading the ethos of quality healthcare for children. All NMCH’s partnerships will provide a solid example of how future healthcare systems can be managed going forward.

NMCHT’s strategic approach to fulfil its mission and how this project fits into the overall strategic direction of the organisation NMCH’s vision is to be a state-of-the-art specialist paediatric academic tertiary referral hospital providing child centred, best quality medical services to the children of Southern Africa, irrespective of their social and economic status.

The hospital will provide cutting edge paediatric medicine through clinical and medical research within defined centres of excellence by sharing skills and expertise with likeminded facilities worldwide.

NMCH will be a world class high tech facility with advance know how in an environment tailored to suit the needs of very sick children while also accommodating the needs of parents and families.

The physicians and nurses employed by NMCH will devote themselves to children’s health. They will be trained to a level of specialisation that is equal to the best in the world and yet bring a heart to healing that crystallises Nelson Mandela’s fundamental values.

The guiding values and principles include child centred medical care, rights based health delivery, affordable and accessible health care, the delivery of specialist healthcare to referred patients, irrespective of financial status, the recognition of the strength of family relationships in the healing process of children, holistic training of paediatric specialists who are champions committed to treating those in their care with the active support of their families.

We believe that those referred to NMCH will arrive as patients and, through their engagement with NMCH, will leave as friends.

NMCH will impact South Africa and Africa significantly in three main areas – providing a clinical service to children with funding arrangements that will allow for more children to access quaternary healthcare services; by providing training for doctors, nurses and allied health professionals for NMCH and other partner institutions in parts of Sub-Saharan Africa which will in turn have a major impact on specialised paediatric care in those countries.

Through research, those training at NMCH will also be taught research methodology that will enable them to return to their own countries and be able to investigate their own specific paediatric cases.

3. CURRENT SERVICES ON SITE To enable the OpCo to carry out its commissioning functions, the technical services component was outsourced to Servest in June 2016. This appointment included the provision of interim Soft Services, inclusive of Security, Cleaning and ad hoc projects until Service Commencement. The procurement of this service shall commence on the Contract Effective Date and shall be for a three-year period.

During this period, the successful Service Provider shall work for and report to the Hospital OpCo but shall be required to work alongside Servest, the existing Technical Services company.

SECTION 2: INVITATION TO BID

1. PURPOSE OF RFQ The RFQ invites interested and suitably experienced and qualified Waste Management Service Providers (“Prospective Bidders”) to submit RFQ responses to pre-qualify for the Request for Price (“RFP”) stage for the procurement of a suitable healthcare service provider for the NMCH.

This process will thus consist of 2 stages:

 Stage 1: Request for Qualification (RFQ) - Functionality Evaluation Criteria  Stage 2: Request for Price (RFP)

The NMCH Trust intends to short-list suitably experienced and qualified Prospective Bidders to submit formal Request for Price (RFP) bids for this Project with the aim of keeping the number of Bidders large enough to maintain a competitive process, yet small enough to make for a manageable bid process and evaluation. However, a minimum score in excess of 60 points out of a possible 100 for the risk assessment based on the Evaluation Criteria listed as Item 6 of this RFQ, will be required to be invited to Stage 2.

The NMCH Trust shall contract with the successful Waste Management Service Provider through the operating entity, being the Nelson Mandela Children’s Hospital NPC (“OpCo”).

2. OBJECTIVES OF THIS RFQ The objective of this RFQ is to ensure the best value proposition for the supply of a Waste Management solution to OpCo, by requesting Service Providers to submit proposals which promote financial and service quality benefits to OpCo, together with meeting the vision and objectives of the NMCH Trust.

All Prospective Bidders will be expected to comply with the following:

 Required Permits to collect and transport General waste, Recyclable waste, Clinical waste and Special or Hazardous waste.  Implementation and maintenance of a documented Waste Management Program  Registered in terms of the National Environmental Management: Waste Act, 2008 (No 59 of 2008)  Licensed by the relevant Local Authority

Please note that the project will be mobilised in phases and therefore the Prospective Bidder to determine the frequencies of Waste Management services to be rendered in accordance with the Project Timelines. These timelines will be communicated during Stage 2.

The RFP stage will include a compulsory site visit for all Bidders to attend.

4. BID VALIDITY PERIOD Responses to this bid received from Prospective Bidders will be valid for a period of 60 days counted from the closing date of the bid.

Submissions must be in the English language, in an A4, vertically bound format, with section headings corresponding to the information requested. Clear and brief responses will be appreciated.

Any completion of the RFQ documents in pencil or erasable ink will not be acceptable and will automatically disqualify the bid.

Documents submitted on time by Bidders shall not be returned.

If a courier service company is being used for delivery of the bid document, the bid description must be endorsed on the delivery note/courier packaging and the courier must ensure that documents are placed / deposited into the bid box.

The NMCH Trust reserves the right, in its sole and absolute discretion at any time to amend, deviate from, discontinue, suspend, postpone or terminate this RFQ and RFP without incurring any liability whatsoever to any interested party.

No RFQ bid submissions received by telegram, telex, email, facsimile or similar medium will be considered.

Late Bids: Where a bid document is not delivered at the time of the bid closing, such a bid document will be regarded as a late bid. NMCH reserves the right not to evaluate any late bid response.

6. SELECTION CRITERIA Prospective Bidders will be judged on their ability to provide an efficient and effective proposal that delivers a sustainable healthcare Waste Management solution.

A pre-selection of potential bidders will be undertaken to identify suitable service providers to be invited to participate in the next stage of submitting a Request for Proposal (RFP).

All bidders will be evaluated on the responses to the questions as per items 6.1 and 6.2 of this section. Please refer to Annexure 3 of this RFQ and complete as per Submission instructions.

Bidders can also submit any relevant supporting information as part of this submission. All additional information to be clearly marked with reference made to it should it be required.

6.1. Information Required The following compulsory Information is required. Failure to complete and supply any of these documents will lead to disqualification of this bid:

1. Proof of valid Waste Accreditation Permit(s) to collect and transport General waste, Recyclable waste, Clinical waste and Special or Hazardous waste. 2. Proof of registration with Gauteng Waste Information System (GWIS). The bidder must be registered in the Gauteng Waste Information System (GWIS) as a transporter of hazardous waste to be disposed of / treated at landfill site / waste handling facility authorized to dispose / treat such waste. 3. Proof of licensed proposed landfill site/ waste handling facility. The bidder must use a licensed landfill site / waste handling facility for disposal / treatment of waste generated at the NMCH. 4. The Bidder must further provide proof of account/ relationship with the proposed landfill / waste handling facility that will be used for the disposal/ treatment of waste generated at NMCH. 5. 6.2. Evaluation Criteria  It is imperative that the Bidder answers each of these criteria clearly identifying the criteria and providing a response below.  References in support of information provided as part of the Bidder’s RFQ submission, should be clearly indicated in the Reference/Comment section of Annexure 3.  Bidders are to note that the evaluation and selection of a preferred bidder is dependent on their current BB-BEE status and their willingness to work with black empowered SMME's as a joint venture. This project provides all bidders with the opportunity to engage with the community and develop SMME upliftment programs, whilst delivering the service in the Hospital. Bidders must ensure that this minimum requirement is met.

7. RESPONSE FORMAT Prospective Bidders shall submit their responses in accordance with the response formation specified below – each Section to be clearly marked.

SECTION A: COVER LETTER The letter should as a minimum commit the bidder to achieving the requirements of the bid, together with providing any corporate initiatives that could assist the NMCH Trust with this prestigious project.

8. NATURE OF INFORMATION OFFERED All materials and data which are submitted by Prospective Bidders shall become the sole property of the NMCH Trust, with the exception of copyrighted material, trade secrets or other proprietary information clearly identified as such by Prospective Bidders.

Prospective Bidders shall be deemed by their submission of a RFQ response to agree to indemnify the NMCH Trust and hold it harmless from any claim or liability and defend any action brought against the NMCH Trust for its refusal to disclose materials marked confidential, trade secret or other proprietary information to any person seeking access thereto.

The NMCH Trust undertakes to keep confidential all information received from any Prospective Bidder which is clearly identified as confidential in such Prospective Bidder’s submission and or Proposal(s) and which is not already in the public domain or in the hands of the NMCH Trust or required to be disclosed by legal or regulatory requirements on the condition that the Prospective Bidder provides the NMCH Trust with a written undertaking in its Proposal to indemnify the NMCH Trust in respect of any claim or liability, and any action brought against the NMCH Trust for its refusal to disclose the relevant materials/data to any person seeking access thereto. Failure to include such an undertaking shall be deemed to be a waiver of the Prospective Bidder’s right to exemption from disclosure and to authorise the NMCH Trust to provide a copy of the relevant materials/data or any part thereof to third parties on due request.

9. CONFLICT OF INTEREST Prospective Bidders including individuals, advisors, companies or others in their organisation who are involved in the procurement process of this project as advisors or professional consultants for the NMCH Trust will be considered grounds for disqualification.

No Prospective Bidder, including individuals, companies, advisors or others in their organisation may be a member of, or in any way participate or be involved, whether directly or indirectly, with more than one Prospective Bidder during any stage of the procurement process. Involvement in more than one Prospective Bidder’s Tender is considered grounds for disqualification.

SECTION 3: TECHNICAL REQUIREMENTS SPECIFICATION

1. SCOPE OF WORK The Prospective Bidder will be expected to render a comprehensive Waste Management Service to the NMCH in a way that won’t compromise the health and safety of patients and staff.

The successful Bidder shall provide the Waste Services which shall include the obligation to  provide a Waste Management service suitable to a healthcare environment.  collect, segregate, store, remove, transport and record in relation to the Hospital Premises all: o Confidential Waste; o Clinical Waste Group A: Clinical Waste being soiled surgical dressings, swabs and other contaminated waste from all treatment areas. Onsite Waste Management The Bidder will be required to place trained personnel on-site. The personnel/ resources would be required to be on-site on a daily basis, Monday to Sunday, 07:00-19:00, 365 days a year.

The personnel will assist with the day-to-day activities of the facility’s waste management, as follows.  Removal of waste bins from designated waste areas to main waste area;  Sorting of waste materials to their separate streams for recycling and disposal purposes;  Upkeep of waste room facilities’ hygiene;  Daily hygiene management of waste skips & bins (clean & degrease) and general cleaning of waste areas;  Waste management areas must be at all times be free of smell or any pest infestation  Upkeep of waste containers (daily cleaning, rinse and sanitizing of waste bins);  Cleaning of waste areas (degrease floors and walls, mop up and pressure hose area)

Supply of equipment (on rental basis) and consumables The Bidder will be required to provide, on rental basis, all of the required waste management equipment. This information shall be provided to the qualified Bidders in the RFP Stage.

2. WASTE FACILITIES All installed equipment and goods supplied in these facilities, will remain the property of the NMCH and will be maintained by the OpCo. This information shall be provided to the qualified Bidders in the RFP Stage.

All additional equipment and goods supplied by the Service Provider in rendering the service, remain the property of the Service Provider. It is, therefore, expected that the Service Provider will insure such equipment and goods for all risks for the duration of this project. All will become the property of the OpCo after 3 years.

3. DURATION OF SERVICE The Service Provider will be appointed for a period of three (3) years.

4. THE PREMISES The hospital is located at Corner Jubilee Road and Victoria Avenue, Parktown, Johannesburg.

5. NORMAL OPERATIONAL AND SERVICE TIMES The Service Provider is required to deliver a service to OpCo all year round with no closure or service break over the annual Builders’ / Christmas holiday period to facilitate the Client’s Financial Year End.

All directly employed staff will be stationed on site during the Client’s normal business hours throughout the contract period, with certain functions operating during extended hours as set out in the schedule below.

5.1. Normal Hours of Operation Monday to Sunday, 07:00-19:00, 365 days a year.

5.2. After Hours The Service Provider shall ensure that after-hours support is in place to ensure the smooth operation of the facility and for any services that can only be executed after normal business hours. A call-out escalation process must be in place to ensure high level support when required.
