WREXHAM MAKE READY DEPOT - EXECUTIVE SUMMARY

INTRODUCTION

1 The purpose of this report is to provide an update on the North East Wales Estate development. A similar update was provided at the meeting of the Risk Management & Modernisation Committee on 20 May 2009. The Committee agreed to recommend to the Board that the Executive Summary and outline business case for the Make Ready Depot should be endorsed.

RECOMMENDED:

That the outline business case for the Wrexham Make Ready Depot, together with the Executive Summary, be endorsed.

PROGRESS TO DATE

2 Further to submitting the Estates Strategic Outline Case (SOC) to the Welsh Assembly in August 2008, the Minister has permitted the Trust to proceed with the development of an outline business case (OBC), in respect of North East (NE)Wales, based on the planned construction of a new facility, in conjunction with the North Wales Fire & Rescue Service at Wrexham. The first draft of the business case was required to be submitted to the Welsh Assembly Government (WAG) at the end of April 2009. It is only the main document of the full OBC that is appended to this report. The appendices are available by contacting Debbie Bateman 01745 532928 or by email at [email protected]

FEASIBILITY STUDY

3 Through the Designed For Life: Building for Wales framework, TACP Architects were appointed to undertake a feasibility study to identify suitable land sites that would facilitate a tripartite solution with the Police and Fire Services. Sites have now been identified and these are currently being analysed for suitability.

OUTLINE BUSINESS CASE

4 Confirmation was received from North Wales Police and North Wales Fire and Rescue Service to confirm that they wished to engage in the OBC process to assess viability of a tripartite facility in Wrexham for the Fire & Rescue and Police services.

5 Supply Chain Partner interviews were held on 20 March and ‘BAM’ were contracted to work with the Trust in delivering the first draft of the OBC by the end of April.

6 In order to undertake this work in the tight timescales given, Ron Wilkins was provided by Welsh Health Estates, to assist WAST in the project management of the Supply Chain Partner.

7 A tripartite project team was established and worked throughout the month of April with ‘BAM’, to meet the extremely tight deadline of submission of the OBC to WAG by 30 April 2009.

Next Steps.

 The North East Wales Estates Development OBC was submitted to WAG on 30 April 2009. The Trust is now awaiting a response from WAG with reference to the OBC submission and any further information that they may require; and

 The North East Wales Estates Development OBC will be submitted to EMG for internal approval.
