WEST GENERAL PURPOSES COMMITTEE Coun. M. K. Chappell presided at a meeting of the West General Purposes Committee held in the Adult Study Centre, Knight Street, Pinchbeck on Monday 24th October 2013, commencing at 7.30 p.m.

Attending were:- Coun. Mrs. L. Andrew Coun. Mrs. S. Sneath Coun. A. Chamberlain Coun. R. Dobbs Coun. D. Houghton Coun. P. Jenkins and the Clerk Barbara Camps.

SPORTS CLUB BUILDING AND DRIVEWAY, WEST PINCHBECK - UPDATE ON DEVELOPMENT OF REFURBISHMENT, BUILDING REGULATIONS AND COSTINGS: Costings were presented to all present showing anticipated costs of the building to be £15,598.14 with the anticipated income to be £15,592.

Councillors pleased with the refurbishment work being carried out and looked forward to seeing the building when complete. Councillors all hoped the community would be proud of the building when complete.

It was agreed that the building would from that moment on, be known as “Leaveslake Drove Centre.” It was essential that the building be given a new name/identity to support funding that had been awarded and for the Ladybirds Pre-School to be able to disclose a named building for their registration purposes.

Clerk advised that there may be a requirement for some additional fencing panels to secure the pre- school children and she was hopeful of being able to apply for funding in the future should these additional panels be needed.

SALE OF LAND SIX HOUSE BANK/DOVEHIRNE DRAIN – UPDATE FROM ROBBIE LONGSTAFF AND TO AGREE S.106 AGREEMENT Information regarding the potential sale of land to rear of properties on Six House Bank was filtering through very slowly from the Land Agent. Concern raised regarding the service received and it was agreed that Coun. R. Dobbs would go and meet with the Land Agent to impress upon them the length of time this project had been ongoing and that the Parish Council wished to see a prompt conclusion and full information regarding potential sales details and information as soon as possible.

The Planning Department, South Holland District Council have been communicating with the Land Agent regarding the agreement of a S.106 Agreement or another option of a Unilateral Undertaking. An agreement is required to secure a guarantee that the plots of land that are unsold remain under the ownership of the parish council and are not sold on to an adjacent landowner. This would therefore implicate the parish council in being responsible for the maintenance of any plots of unsold land. The formation of a Unilateral Undertaking is a more cost effective solution. It was proposed by Coun. Mrs. L. Andrew and seconded by Coun. Mrs. S. Sneath that this be moved on as soon as possible and that both the Chairman Coun. M. Chappell and Coun. R. Dobbs investigate further the direction of a Unilateral Undertaking.

TRAFFIC DATA – SIX HOUSE BANK, WEST PINCHBECK Archer speed survey data sheets were circulated to all. All survey data relate to tests taking along Six House Bank during December 2003., January 2009 and more recently August 2013. The August 2013 showed 28.6% of vehicles being over limit in one direction and 48.2 in the other direction. Coun. P. Jenkins asked that the police be requested to furnish the dates and times of hand held radar tests they had carried out along Six House Bank. Coun. Mrs. L. Andrew advised that she had data pertaining to police hand held radar tests taking place from her Surfleet/Pinchbeck Neighbourhood Police Meetings and she would go through her file to provide this information, if she was able.

Clerk read out a letter from Lincolnshire Road Safety Partnership which explained that although there was evidence of some vehicles travelling in excess of the 40 mph speed limit, there had only been one reported slight injury during the previous 3 years when a child had crossed the road from behind a stationary bus. For this reason the LRSP were unable to justify a local safety scheme.

ROTA FOR CHURCH COFFEE MORNINGS A new rota for the Church Coffee Mornings was circulated to all present.

Following conclusion of the meeting at the Village Hall, members then moved on to the Leaves Lake Drove Centre to take a look round to take a look round at some of the refurbishment work in progress.
