Village of Dousman Board Proceedings October 9, 2017

The meeting was called to order by Pres. Nissen and the confirmation of public meeting notice was affirmed by Clerk Nissen

CHIEF BOWEN; WESTERN LAKES FIRE DISTRICT MONTHLY REPORT

Chief Bowen handed out the monthly call report and went over highlights from the month.

300 VENTURE DRIVE; CHARGEBACK BILL APPEAL

Mark Pederson & Scott Buth; 300 Venture Drive were present at the meeting to appeal the chargeback bills they received for engineering fees for the project they were doing on their property. They stated that they spent more to pay Ruekert & Mielke than they paid their own Engineer for his work to make plans, survey, etc.

G. Powell, Village Engineer, stated that it was an odd shaped parcel so it was not an easy project. parcel. They had to look through the Village’s ordinance and the DNR requirements because of the wetlands. It did not work as they proposed it.

POLICE DEPARTMENT

Chief Hartert went over the monthly report and discussed the highlights for the month.

DPW/SEWER/WATER DEPARTMENT

J. Kitelinger stated that the Settlement at Utica Lake sealcoating has been done. Most the residents that he has talked to are happy with it.

J. Kitelinger said that they will start the hydrant flushing on Tuesday, Wednesday and Thursdays until November 16th.

UPDATE ON GRINDER PUMPS

J. Kitelinger gave the Board an update on an issue they have been having with the grinder pumps in the Pines subdivision. He has communicated with H. Dessart and stated that they need to educate the homeowners so they don’t wait until the pump is bad to replace it. J. Kitelinger has also talked to other plumbers that are willing to get the pumps and replace them at a cheaper cost.

WWTF BIOSOLIDS UPGRADE – PRELIMINARY PROJECT PLANS

J. Kitelinger gave an update on the preliminary plans. Bart Nies from Delta 3 would like to be on the December meeting agenda for the final plans. Also, December meeting Bart Nies would be an informational meeting before the actual board meeting.

WWTF BIOSOLIDS UPGRADE FINANCE – SUBMITTAL OF WDNT INTENT TO APPLY & PRIORITY EVALUATION RANKING

J. Kitelinger told the Board that Delta 3 has also submitted this Intent to Apply for the Clean Water Funds.

WWTF BIOSOLIDS UPGRADE – ENERGENECS EQUIPMENT PROPOSAL

This was discussed at the 9/26/17 budget workshop. The proposal to purchase this equipment was for $376,062.00 plus $3000 for the extended warranty

R. Hawk made a motion to approve the purchase of the Energenecs Equipment at the cost of $379,062.00 and authorized President Nissen to sign the contract. C. Queen seconded. Carried.

WAUKESHA COUNTY DATA PROCESSING SERVICES PROPERTY TAX ASSESSMENT AND BILLING CONTRACT

Pres. Nissen made a motion to approve the Data Processing Services Property Tax Assessment and Billing Contract between Waukesha County and the Village. C. Queen seconded. Carried.

BOARD OF APPEALS APPOINTMENTS; NANCY WILLIAMS; THOMAS SCHMIEDER, JOHN LUI

Pres. Nissen made a motion to appoint Nancy Williams, Thomas Schmieder and John Lui to another term on the Board of Appeals. D. Geiger seconded. Carried.

2017 TAX COLLECTION AGREEMENT WITH WAUKESHA COUNTY

Clerk Nissen stated that we haven’t received this from Waukesha County yet. It will be on November meeting.

TECHNICAL RESCUE SERVICE CONTRACT BETWEEN THE VILLAGE AND THE CITY OF WAUKESHA FIRE DEPARTMENT

Pres. Nissen made a motion to approve the Technical Rescue Contract with the City of Waukesha fire Department. The Clerk was instructed to review and get clarification of the effective date with Chief Bowen. C. Queen seconded. Carried.

AGREEMENT FOR THE PROVISION OF POLICE SERVICES FROM THE VILLAGE OF SUMMIT TO THE VILLAGE OF DOUSMAN

Pres. Nissen made a motion to approve the Agreement for Police Services with the Village of Summit at the annual fee of $366,248 for 2018. C. Queen seconded. Carried
