Regional Seminar on the WTO Trade Remedies for WTO Arab TITLE OF THE EVENT Members and Observers

VENUE AND DATES Riyadh, Saudi Arabia. 18-21 January 2009

Course description The regional seminar on WTO Trade Remedies will be organized by the Rules Division, with the assistance of the Institute for Training and Technical Cooperation. Two lecturers from the WTO Secretariat will participate in the Seminar. The Seminar will entail not only presentations but also practical examples regarding trade remedy investigations. Following the presentations and discussions, the speakers will give the participants tests designed to identify the areas where more clarity may be needed and will revisit such areas.

Objectives The main objectives of this regional seminar are:

 Participants will enhance their knowledge on the main provisions of the Anti-Dumping Agreement, the Agreement on Subsidies and Countervailing Measures and the Agreement on Safeguards;

 Participants will improve their knowledge on the conduct of anti- dumping, countervailing duty and safeguard investigations, both with regard to the substantive and the procedural aspects.

TARGET AUDIENCE - ELIGIBLE COUNTRIES The target audience for this course are government officials from: Algeria, Bahrain, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates and Yemen

The officials are required to: (1) carry responsibility in the field of trade remedies in their respective governments. (2) be sufficiently fluent in the English language in order to fully participate in the discussions.

NOMINATION OF PARTICIPANTS

A letter of invitation will be addressed to the relevant government authorities dealing with trade remedies. Applications received through other channels will not be acknowledged.

Day 1

Morning:

 Overview of WTO Trade Remedies  Anti-dumping Measures

o Dumping determinations: Normal value, export price, fair comparison etc.

Afternoon:

 Anti-dumping (cont'd)

o Injury determinations: Volume of dumped imports, impact of dumped prices on the prices of the domestic industry in the importing country, the consequent impact of dumped imports on the domestic industry in the importing country.

o Procedure: Initiation of an investigation, collection of information, confidentiality, transparency, facts available etc.

Day 2

Morning:

 Subsidies and Countervailing Measures

o Definition of subsidy: Financial contribution, government, benefit etc.

o Specificity: definition and types of specificity.

Afternoon:

 Subsidies and Countervailing Measures (cont'd)

o Types of subsidies: Prohibited, actionable and non-actionable subsidies. o Remedies: Multilateral and unilateral remedies against subsidies. Day 3

 Safeguards
