Network Change: A total of five SAI’s in Route Three of the Morrow, GA Wire center (MRRWGAMA) will have all physical copper feeder pairs removed. These physical copper pairs will be replaced with derived pairs from fiber–fed Digital Loop Electronics (DLE) equipment. The affected SAI’s are: F 6383 Waikiki Way, 6726 Tara Blvd., F 674 Mt Zion Rd., F 701 Mt Zion Rd., & O 860 Grande Way.

Description of Type of Changes Planned: The existing physical feeder cables for the previously mentioned SAI’s are placed in conduits under the Georgia State Highway 54 bridge crossing Interstate 75. As such these cables are in conflict with the Georgia Department of Transportation project number PI #:712630 that is replacing this bridge and therefore they must be removed. Within the boundaries of this wire center the only other location to cross Interstate 75 is at Holiday Rd. Using this crossing is the only way to maintain service at the affected SAIs while remaining out of conflict with the Georgia State Highway 54 bridge replacement. Fiber cable will be placed through this path and DLE equipment placed in order to create enough derived pairs to cutover the existing physical feed.

Description of Reasonably Foreseeable Impact of the Planned Changes: After this work is completed, metallic feeder facilities from the central office to the effected area will no longer be available. Unbundled loops that are defined as compatible with Digital Loop Carrier (DLC), e.g., those defined to transport POTS-grade service, will be transferred to the new DLC system without consequence. Competitive carrier employing unbundled loops that are defined to require metallic facilities, e.g., Digital Subscriber Line (DSL) or line sharing circuits will be notified individually. At the time of this submittal, there are no circuits impacted in the geography effected by this notification. This notification is intended to allow the effective carrier to convert the circuit to one compatible with DLC. Currently, there are no Competitive Carrier circuits of this type on any of the affected copper facilities.

It should be noted that if a competitive carrier obtains an unbundled loop that has been defined to transport POTS-grade service, but then utilizes the POTS-grade to provide DSL service, AT&T has no knowledge of the presence of DSL. In such case, AT&T has no basis to notify the carrier and there will be no means to continue DSL service.
